About modification of the order of the Government of the Kyrgyz Republic "About approval of the Regulations on troops of Civil protection of the Kyrgyz Republic" of February 5, 2019 No. 41

For the purpose of increase in efficiency of activities of forces of Civil protection of the Kyrgyz Republic, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of the Regulations on troops of Civil protection of the Kyrgyz Republic" of February 5, 2019 No. 41 the following changes:

Preamble to state 1) in the following edition:

"For the purpose of increase in efficiency of activities of forces of Civil protection of the Kyrgyz Republic, according to article 71 of the Law of the Kyrgyz Republic "About Civil protection", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:";

Item 1 to state 2) in the following edition:

"1. Approve:

- Regulations on troops of Civil protection of the Kyrgyz Republic according to appendix 1;

- structure and structure of troops of Civil protection of the Kyrgyz Republic according to appendix 2.";

The Regulations on troops of Civil protection of the Kyrgyz Republic approved by the above-stated resolution to state 3) in edition according to appendix 1 to this resolution;

Appendix 1

"Regulations on troops of Civil protection of the Kyrgyz Republic

Chapter 1. General provisions

1. Troops of authorized state body in the field of Civil protection (further - troops of GZ) are intended for protection of the population and the territories, material and cultural values against the dangers arising when conducting military operations or owing to these actions and also in case of emergency situations of natural and technogenic nature, including outside the territory of the Kyrgyz Republic.

2. Troops of GZ are component of forces of Civil protection of the Kyrgyz Republic.

3. Troops of GZ can be involved in accomplishment of separate tasks in the field of territorial defense according to the Law of the Kyrgyz Republic "About defense and Armed Forces of the Kyrgyz Republic".

4. Troops of GZ in the activities are guided by the Constitution of the Kyrgyz Republic, legislative and other regulatory legal acts of the Kyrgyz Republic, decisions of the President of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic, the international treaties which became effective according to the legislation of the Kyrgyz Republic, and also this Provision.

Chapter 2. Main objectives of troops of GZ

5. The main objectives of troops of GZ are:

1) in peace time:

- maintenance of troops of GZ in permanent readiness for accomplishment of tasks according to the prevention, reaction and mitigation of consequences of emergency situations;

- the organization and holding mobilization actions in interaction with the General Staff of Armed Forces of the Kyrgyz Republic on preparation and expansion in wartime;

- accumulating, placement, storage and timely updating of arms, the equipment, other appliances intended for expansion and carrying out rescue urgent works in peace and wartime;

- participation in providing affected population with means of first-priority life support;

- operational management departmental, voluntary fire, mountain, water and rescue forming, and also by other forces and the funds raised to rescue urgent works;

- interaction with state bodies, local government bodies and the organizations for attraction of their forces and means for participation in carrying out rescue and other urgent works;

- implementation of research and development works on creation, testing and implementation of new technical means for protection of the population and the territories, material and cultural values in case of emergency situations, and also on development of technologies of carrying out rescue and other urgent works;

- organization and implementation of preparation and retraining of personnel of troops and divisions of Civil protection, advanced training and professional skill, implementation of program and methodical ensuring educational process;

- participation in the international doctrines, competitions, charges, seminars and other actions directed to enhancement of combat and special training of troops and divisions of Civil protection;

- use, placement and timely updating of arms, the equipment and other material means intended for carrying out rescue and other urgent works;

- participation in actions for the prevention and liquidation of emergency situations;

- participation in preparation of forces and means according to the prevention and liquidation of emergency situations, and also training of the population in the field of Civil protection;

2) during liquidation of emergency situations in peace time:

- participation under the authority of radiation, chemical and bacteriological (biological) survey in zones of emergency situations, and also on promotion routes to them;

- participation in carrying out rescue and other urgent works on operational localization and liquidation of emergency situations of natural and technogenic nature in the territory of the Kyrgyz Republic, and also in the territories of foreign states with which the Kyrgyz Republic signed the international agreements;

- participation in carrying out the pyrotechnic works connected with neutralization of aviation bombs and land mines and also in humanitarian mine clearing;

- participation in work on sanitary processing of the population, disinfecting of buildings and constructions, special processing of the equipment, property and the territories;

- participation in cargo delivery, the emergency situations transported in zones, including as the humanitarian assistance to foreign states;

- participation in providing affected population with food, water, necessities, other appliances and services, premises for temporary residence, and also in rendering first aid to affected population;

- participation in actions for evacuation of the population, material and cultural values from zones of emergency situations;

- participation in work on recovery of critical public infrastructure;

- implementation together with authorized state body in the field of counteraction to terrorism;

3) in wartime:

- otmobilizovaniye and expansion on states of wartime of parts and connections;

- ensuring input of forces of Civil protection in the centers of defeat and zone of emergency situations, owing to conducting military operations;

- maintaining different types of investigation on traffic routes of forces of Civil protection and in zones of emergency situations;

- participation in work on recovery of critical public infrastructure, accomplishment of the tasks connected with recovery of airfields, roads, crossings and other elements of infrastructure of the back;

- holding actions for burial of the dead;

- participation under the authority of radiation, chemical and bacteriological (biological) survey in venues of rescue and other urgent works, and also on promotion routes to them;

- participation in ensuring input of forces of Civil protection in the centers of defeat, zone of infection (pollution) and catastrophic flooding;

- participation in carrying out rescue and other urgent works in the defeat centers, zones of infection (pollution) and catastrophic flooding;

- participation in carrying out the pyrotechnic works connected with neutralization of aviation bombs and land mines;

- participation in work on sanitary processing of the population, disinfecting of buildings and constructions, special processing of the equipment, property and the territories;

- participation in actions for evacuation of the population, material and cultural values from the centers of defeat, zones of infection (pollution) and catastrophic flooding;

- participation in mitigation of consequences of use of weapons of mass destruction by the opponent;

- participation in accomplishment of separate actions of territorial defense and in providing the mode of warlike situation;

- participation in work on recovery of critical public infrastructure.

Chapter 3. Use of troops of GZ

6. Use of troops of GZ in peace time is performed by the head of authorized state body in the field of Civil protection (further - the head of authorized body), in wartime - based on the decision of the President of the Kyrgyz Republic.

7. The questions connected with participation of troops of GZ in accomplishment of separate tasks in the field of territorial defense are solved according to the Plan of use of Armed Forces of the Kyrgyz Republic, the Mobilization plan of Armed Forces of the Kyrgyz Republic, presidential decrees of the Kyrgyz Republic, orders and directives of the Commander-in-chief of Armed Forces of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic, documents of strategic planning concerning defense and plans of interaction with bodies of military management.

8. The procedure for reduction in the highest degrees of combat readiness is determined by orders and directives of the head of authorized body.

9. Reduction of troops of GZ in the highest degrees of combat readiness in case of aggression or direct threat of aggression against the Kyrgyz Republic, emergence of the armed conflicts directed against the Kyrgyz Republic is performed according to the decision of the President of the Kyrgyz Republic.

10. Providing with human and transport resources for completion of losses of troops of GZ in wartime is performed by the head of authorized state body in the field of defense.

11. The procedure for accomplishment of GZ of tasks assigned to troops is determined by this Provision, and also:

1) in peace time - the corresponding plans of troops of GZ approved by the chief of Civil protection of the Kyrgyz Republic and chiefs of Civil protection of areas, cities of Bishkek and Osh;

2) in wartime - Plan of Civil protection of the Kyrgyz Republic, areas, cities of Bishkek and Osh.

12. Troops of GZ in peace and wartime for performance of works according to the prevention and liquidation of emergency situations, rescue and other urgent works or other tasks of Civil protection, territorial defense can be placed under operational authority of chiefs of Civil protection of areas, cities of Bishkek and Osh, to authorized state body in the field of defense.

13. Involvement of troops of GZ to participation in the army drills staged by authorized state body in the field of defense is performed in coordination with authorized state body in the field of Civil protection.

14. The organizational and regular structure of troops of GZ affirms the head of authorized body.

15. In the main structural unit of troops of GZ capable to independently carry out the tasks assigned to them, the search and rescue group is.

16. Dislocation of troops of GZ is in accordance with the established procedure determined by the head of authorized body in coordination with chiefs of Civil protection of areas, cities of Bishkek and Osh.

Chapter 4. Organization of activities of troops of GZ

17. Control of troops of GZ is exercised by the head of authorized body.

18. Powers of the head of authorized body in the part concerning management of troops of GZ are established by the President of the Kyrgyz Republic - the chief of Civil protection of the Kyrgyz Republic.

19. Consideration of the major questions of activities of troops of GZ is performed by board of authorized state body in the field of Civil protection.

Chapter 5. Completing and training of troops of GZ

20. Completing of troops of GZ by specialists in the field of Civil protection is performed from among persons having the corresponding education.

21. Completing of troops of GZ by the military personnel is performed according to the procedure, established by the legislation of the Kyrgyz Republic in the field of procedure for passing of military service.

22. Completing of troops of GZ by civil personnel is performed according to the procedure, established by the legislation of the Kyrgyz Republic in the field of passing of the public civil service.

23. Allocation of draft resources for troops of GZ is performed according to decisions of the President of the Kyrgyz Republic on appeal of citizens of the Kyrgyz Republic on military service.

24. The list of the military positions which are subject to substitution by the military personnel of contractual service affirms the head of authorized body.

25. The list of the positions replaced by faces of civil personnel affirms the head of authorized body.

26. The number of staff of civil personnel of troops of GZ is established by the resolution of the Cabinet of Ministers of the Kyrgyz Republic.

27. Training of troops of GZ is performed according to the programs and plans of training of staff approved by the head of authorized body.

28. Training of officers of rescue military forming is performed in the state and foreign educational organizations of the higher education.

29. Training of specialists for troops of GZ during peace (military) time is performed in training centers of authorized state body in the field of Civil protection.

30. Educational work in troops of GZ, information support and the organization of leisure of the military personnel and members of their families are performed by chiefs of the relevant divisions of authorized state body in the field of Civil protection and the officials responsible for the organization of educational work.

Chapter 6. Ensuring activities of troops of GZ

31. Financial provision of troops of GZ is performed at the expense of the republican budget for the corresponding year and other sources according to the legislation of the Kyrgyz Republic.

32. Providing with arms, military equipment, ammunition, special means, property for ensuring activities of troops of Civil protection is performed by the head of authorized state body in the field of Civil protection according to the legislation of the Kyrgyz Republic.

33. Capital repairs of arms, the military and special equipment of troops of GZ are carried out at the expense of means of authorized state body in the field of Civil protection.

34. Passing of military service by the military personnel of troops of GZ, providing allowance with all types, provision of pensions, social protection and insurance are performed according to the legislation of the Kyrgyz Republic.".
