In recent years in our country system work on protection of the surrounding environment, providing ecological safety, rational use of natural resources and improvement of sanitary condition and ecological situation, and also creation of conditions for subjects of entrepreneurship is carried out.
However expansion of scales of construction, production and urbanization becomes the reason of growth of emissions of pollutants in the surrounding environment. For prevention of emergence of emergency situations, epidemics and other real threats of life and to health of citizens the laws provide possibility of restriction or suspension of operations of the objects making harmful effects on the surrounding environment according to the decision of specially authorized state bodies.
At the same time availability in the legislation of the inexact formulations which are the bases for restriction or suspension of operations of subjects of entrepreneurship can lead to emergence of the corruption manifestations connected with the width of discretionary powers of state bodies.
This Law in the laws of the Republic of Uzbekistan "About conservation", "About protection of atmospheric air" and "About environmental control" makes the changes concretizing the bases for adoption by state bodies of decisions on restriction or suspension of operations of subjects of entrepreneurship, first of all, taking into account need of prevention of emergence of threat of life and to health of the population.
This Law will serve improvement of ecological situation, creation of additional legal basis for prevention of emergence of threat of life and to health of the population, protection of subjects of entrepreneurship, and also elimination of corruption factors and increase in responsibility of authorized state bodies.
