About measures for further acceleration of deep conversion of copper raw materials in the republic

For the purpose of creation of production capacities of finished goods with high value added by deep conversion of copper raw materials in the republic, expansions of production in allied industries of the industry, and also ensuring active participation in the exchange biddings of the companies for copper conversion:

1. Create the Commission on action research of the companies for deep conversion of copper raw materials (further - the Commission) in structure according to appendix No. 1.

2. Assign to the Commission task on action research of domestic enterprises which buy copper raw materials through the exchange biddings, in the following directions:

implementation of multi-level technological chain in production;

products share with high value added in general production;

accomplishment of target indicators of export;

products share with high value added in total amount of export of products and share of the performed export to the developed states;

availability of the copper-smelting capacities expected conversion of the copper cathodes acquired at the exchange biddings;

digitalization of production process and availability of the international certificate;

availability of testing facilities and level of updating of fixed assets.

The commissions on results of studying to approve the list of domestic enterprises on production with high value added from copper raw materials (further - the List).

3. Determine that:

a) it is allowed to make 25 percent of payments for the copper raw materials acquired through the exchange biddings, in the form of advance payment, the remained 75 percent - to pay within 90 days after receipt of copper raw materials.

At the same time the payment amount, subject to payment for each day of provision of possibility of payment by installments for copper raw materials, is established in the following sizes:

on part of the payments made within 30 days - percent are not calculated;
