1. Approve:

1) the Standard scheme of the organization of the omission through Frontier of the Republic of Kazakhstan of persons, vehicles, loads and goods at air (aviation) check points according to appendix 1 to this order;

2) the Standard scheme of the organization of the omission through Frontier of the Republic of Kazakhstan of persons, vehicles, loads and goods at automobile check points, and also in other places where the omission through Frontier of the Republic of Kazakhstan according to appendix 2 to this order is performed;

3) the Standard scheme of the organization of the omission through Frontier of the Republic of Kazakhstan of persons, vehicles, loads and goods at railway check points, and also in other places where the omission through Frontier of the Republic of Kazakhstan according to appendix 3 to this order is performed;

4) the Standard scheme of the organization of the omission through Frontier of the Republic of Kazakhstan of persons, vehicles, loads and goods at sea (river) check points, and also in other places where the omission through Frontier of the Republic of Kazakhstan according to appendix 4 to this order is performed.

2. To provide to the border service of Committee of homeland security of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Committee of homeland security of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of Committee of homeland security of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. Recognize invalid some orders of the Chairman of Committee of homeland security of the Republic of Kazakhstan according to appendix 5 to this order.

4. This order becomes effective after ten calendar days after day of its first official publication.

The standard scheme of the organization of the omission through Frontier of the Republic of Kazakhstan of persons, vehicles, loads and goods at air (aviation) check points

Chapter 1. General provisions

1. This Standard scheme of the organization of the omission through Frontier of the Republic of Kazakhstan of persons, vehicles, loads and goods at air (aviation) check points (further - the Standard scheme) determines the scheme of the organization of the omission of persons, aircrafts, loads and goods crossing Frontier of the Republic of Kazakhstan (further - Frontier) at air (aviation) check points (further - check points).

2. In these Standard schemes the following basic concepts are used:

1) standard schemes - the schemes establishing the sequence of actions of divisions boundary, customs, sanitary and quarantine, phytosanitary kontroly, the state veterinary health control and supervision, and also air services in case of the omission through Frontier of persons, vehicles, loads and goods at air (aviation) check points;

2) monitoring bodies - the divisions of state bodies answering within the competence for the organization boundary, customs, sanitary and quarantine, phytosanitary kontroly, the state veterinary health control and supervision and control of movement of specific goods.

3. The dispatching service of the airport (airfield) for the purpose of timely arrival of officials of monitoring bodies to venues of control transactions represents to monitoring bodies the daily plan of flights of aircrafts taking into account regular (according to the schedule of movement) and irregular trips of aircrafts (out of the schedule of movement).

The dispatching service of the airport (airfield) without delay informs monitoring bodies on all changes in the daily plan of flights of aircrafts.

4. Boundary, customs, and also sanitary and quarantine, phytosanitary, state veterinary health control and supervision (further - other types of control) aircrafts are performed on parking of the aircrafts determined by administration of the airport in coordination with division of border control of the Border service of Committee of homeland security of the Republic of Kazakhstan (further - division of border control).

Aircrafts of foreign following begin movement for departure, and equally change the parking lot only with the permission of division of border control.

5. Examination of aircrafts is performed by officials of divisions of border and customs control in the presence of representatives of engineering air services (crew members).

6. Boundary, customs and other types of control concerning passengers and members of crews of aircrafts are performed in specially equipped rooms of the check point, and also on board (at ladder) the aircraft.

7. Boundary, customs and other types of control of loads and goods are performed in specially equipped rooms and on the platforms of the check point including equipped with the equipment for handling works.

8. At each air (aviation) check point depending on its features (categorization, classification, development of infrastructure and technical equipment, season) on the basis of the Standard scheme divisions of border control constitute schemes of the organization of the omission through the Frontier of persons, vehicles, loads and goods (further - the scheme of the organization of the omission) approved with monitoring bodies and administration of the airport or airfield.

9. The mode at the check point is provided with border duties in interaction with the staff of service of aviation safety and officials of division of customs control.
