The government of the Russian Federation decides:

1. Approve the enclosed Rules of marking of separate types of soft drinks, including with juice, and juice means of identification.

2. Determine that participants of turnover of separate types of soft drinks, including with juice, and juice according to the Rules approved by this resolution:

a) give to the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further - information system of monitoring), the statement for their registration in information system of monitoring since September 1, 2023, but no later than 7 calendar days from the date of the beginning of implementation by the participant of turnover of separate types of soft drinks, including with juice, and juice of the activities connected with input in turnover and (or) turnover, and (or) conclusion from turnover of separate types of soft drinks, including with juice, and juice concerning which the input prohibition in turnover, and (or) turnover, and (or) conclusion from turnover of separate types of soft drinks, including with juice, and juice not marked means of identification (except for participants of turnover of separate types of soft drinks, including with juice, and juice is established, the provisions of Items 3 and 7 of article 2 of the Federal law "About Use of the Control and Cash Equipment when Implementing Calculations in the Russian Federation" falling under action (further - participants of turnover of goods in the remote or hardly accessible areas). At the same time participants of turnover of goods in the remote or hardly accessible areas perform the registration in information system of monitoring within 30 calendar days from the date of the beginning of implementation of the activities connected with input in turnover by them and (or) turnover, and (or) retail sale of separate types of soft drinks, including with juice, and juice;

b) no later than 15 calendar days from the date of registration in information system of monitoring provide readiness of own software and hardware for information exchange with information system of monitoring and send to the operator of information system of monitoring the request for passing of testing of information exchange electronically;

c) for work on ensuring readiness of own software and hardware for information exchange with information system of monitoring and passing of testing of information exchange electronically after registration in information system of monitoring send electronically to the operator of information system of monitoring the request for provision of remote access to the issue registration device placed in infrastructure of information system of monitoring;

d) pass test of information exchange of own software and hardware and information system of monitoring according to the procedure posted on the official site of the operator of information system of monitoring on the Internet concerning the transactions connected with marking of separate types of soft drinks including with juice, and juice, their input in turnover, turnover and conclusion from turnover, according to the Rules approved by this resolution no later than 15 calendar days from the date of readiness of own software and hardware for information exchange with information system of monitoring and the direction of the request for passing of testing of information exchange electronically according to the subitem "b" of this Item.

3. Determine that:

a) participants of turnover of separate types of soft drinks, including with juice, and juice concerning separate types of soft drinks, including with juice, performing input in turnover of the specified separate types of soft drinks, including with juice, put funds of identification for separate types of soft drinks, including with juice, and represent to information system of monitoring of the data on drawing means of identification and input in turnover of separate types of soft drinks, including with juice, according to the Rules approved by this resolution:

concerning separate types of soft drinks, including with juice, packed into glass or polymeric consumer packagings (from codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further - the commodity nomenclature) 2202 10 000 0, 2202 99 180 0, 2206 00 590 1, 2206 00 890 1 and from codes of the All-Russian Product Classifier by types of economic activity (further - the qualifier) 11.07.19. 131, 11.07.19. 132, 11.07.19. 134, 11.07.19. 135, 11.07.19. 136, 11.07.19. 121, 11.07.19. 190, 10.86.10.233, 10.86.10.245, 10.32. 22), - since December 1, 2023;

concerning separate types of soft drinks, including with juice, packed into banks, including aluminum (from codes of the commodity nomenclature 2202 10 000 0, 2202 99 180 0, 2206 00 590 1, 2206 00 890 1 and from codes on the qualifier 11.07.19. 131, 11.07.19. 132, 11.07.19. 134, 11.07.19. 135, 11.07.19. 136, 11.07.19. 121, 11.07.19. 190, 10.86.10.233, 10.86.10.245, 10.32. 22), - since March 1, 2024;

concerning separate types of soft drinks, including with juice, packed into glass or polymeric consumer packagings or into the banks, including aluminum corresponding to codes of the commodity nomenclature 2202 10 000 0, 2202 99 180 0, 2206 00 590 1, 2206 00 890 1 and to code of the qualifier 11.07.19. 170, - since February 10, 2025;

concerning separate types of soft drinks, including with juice, packed into glass or polymeric consumer packagings or into the banks, including aluminum corresponding to codes of the commodity nomenclature 2202 99 910 0, 2202 99 950 0, 2202 99 990 0, 2206 00 390 1 and to codes of the qualifier 11.07.19. 121, 11.07.19. 131, 11.07.19. 132, 11.07.19. 133, 11.07.19. 134, 11.07.19. 135, 11.07.19. 136, 11.07.19. 170, 11.07.19. 190, 10.86.10.233, 10.86.10.245, 10.32. 22, - since September 1, 2025;

data on conclusion from turnover by retail sale and the way which is not retail sale, separate types of soft drinks, including with juice, and the juice specified in paragraphs second and third the subitem "an" of this Item (the participants of turnover of goods performing input in turnover of separate types of soft drinks, including with juice, specified in paragraphs second and third the subitem "an" of this Item), - since November 5, 2024;

data on conclusion from turnover by retail sale and the way which is not retail sale, separate types of soft drinks, including with juice, and the juice specified in the paragraph the second the subitem "b" of this Item (the participants of turnover of goods performing input in turnover of separate types of soft drinks, including with juice, specified in the paragraph the second the subitem "b" of this Item), - since March 1, 2025;

data on conclusion from turnover by retail sale and the way which is not retail sale, separate types of soft drinks, including with juice, and the juice specified in paragraphs the second - the fourth the subitem "a" (except for the participants of turnover of goods performing input in turnover of separate types of soft drinks, including with juice, specified in paragraphs second and third the subitem "an" of this Item) and paragraphs second and third the subitem "b" of this Item (the participants of turnover of goods performing input in turnover, turnover and conclusion from turnover of separate types of soft drinks, including with juice, specified in paragraphs second and third the subitem "b" of this Item), - since September 1, 2025;

data on conclusion from turnover of separate types of soft drinks, including with juice, and juice, the specified in paragraphs five of the subitem "an" and the paragraph the fourth the subitem "b" of this Item (the participants of turnover of goods performing input in turnover, turnover and conclusion from turnover of separate types of soft drinks including with juice, the specified in paragraphs five of the subitem "an" and the paragraph the fourth the subitem "b" of this Item), - since March 1, 2026;

d) participants of turnover of separate types of soft drinks, including with juice, and juice have the right to put funds of identification for separate types of soft drinks, including with juice, and juice and to represent to information system of monitoring of the data on drawing means of identification, input in turnover, about turnover and about conclusion from turnover of separate types of soft drinks, including with juice, and juice according to the Rules approved by this resolution from the date of entry into force of this resolution;

e) participants of turnover of goods in the remote or hardly accessible areas have the right to represent the data specified in the Section VIII of the Rules approved by this resolution within 30 calendar days:

from the date of shipment (transfer or acceptance) separate types of soft drinks, including with juice, and juice by transfer (acceptance) of separate types of soft drinks, including with juice, and juice within the transactions providing transition of the property right to the specified goods and also within commission agreements and (or) agency agreements;

the separate types of soft drinks following behind day of conclusion, including with juice, and juice from turnover, - in case of conclusion of goods from turnover;

the separate types of soft drinks following behind day of return, including with juice, and juice in turnover, - in case of return with the unimpaired means of identification;

from the date of change of the data provided by Sections III, IV, VIII and IX of the Rules approved by this resolution.

4. Determine that in the territory of the Russian Federation input in turnover of separate types of soft drinks, including with juice, and juice without drawing means of identification and representation in information system of monitoring of data on marking of separate types of soft drinks, including with juice, and juice means of identification is allowed before the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for separate types of soft drinks, including with juice, both juice and representation in information system of monitoring of data on drawing funds of identification for separate types of soft drinks, including with juice, and juice and their input in turnover becomes obligatory.

5. 6. Turnover and conclusion from turnover of unmarked separate types of soft drinks, including with juice, and the juice made or imported into the Russian Federation before the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for separate types of soft drinks, including with juice, both juice and representation in information system of monitoring of data on drawing funds of identification for separate types of soft drinks, including with juice, and juice and their input in turnover becomes obligatory is allowed before the termination of expiration date of the specified separate types of soft drinks, including with juice, and juice.

7. Registration in the information system used for the purpose of ensuring carrying out experiment according to the order of the Government of the Russian Federation of May 29, 2023 with No. 858 "About carrying out in the territory of the Russian Federation experiment on marking by means of identification of separate types of soft drinks including with juice, and juice", legal entities and individual entrepreneurs who as of August 31, 2023 were participants of experiment is equated to registration in information system of monitoring according to the subitem "an" of Item 2 of this resolution.

If the data provided within the experiment by participants of turnover of separate types of soft drinks including with juice, and juice in information system in which information support of carrying out experiment is performed do not meet the requirements of the Rules approved by this resolution, participants of turnover of separate types of soft drinks including with juice, and juice represent to information system of monitoring missing and (or) urgent data before the corresponding date, the stipulated in Item 3 presents of the resolution.
