This Federal Law determines the legal basis of implementation of the state supervision and control of quality and safety of grain and the products of its conversion made in the Russian Federation and imported into the Russian Federation.
The purposes of this Federal Law are providing the population of the Russian Federation with high-quality grain and products of its conversion and establishment of the state supervision and control of quality and safety of grain and products of its conversion.
In this Federal Law the following basic concepts are used:
grain - the seeds of grain cereals, grain bean and oil-bearing crops used for the food, fodder and technical purposes;
grain conversion products - flour, grain, bakery and pasta, compound feeds, grain conversion by-products. The concepts "grain" and "grain conversion products" in the text of this Federal Law hereinafter are referred to as further as "grains and products of its conversion";
grain processing - cleaning, drying, aeration, disinfecting of grain and other engineering procedures of reduction of quality of grain in compliance with requirements of regulating documents;
production of products of conversion of grain - engineering procedure of conversion of grain for the purpose of production of flour, grain, bakery and pasta, compound feeds;
