Based on part two of article 20 of the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety" and subitem 9.4 of Item 9 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 14, 2022 No. 405, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve Rules on ensuring industrial safety in case of development by underground method of fields stone and potassium salts (are applied).

2. This resolution becomes effective since June 1, 2024.

Rules on ensuring industrial safety in case of development by underground method of fields stone and potassium salts

Section I. Basic provisions

Chapter 1. Scope, terms and determinations

1. These rules establish requirements of industrial safety, obligatory for observance, for the organizations which productive activity is connected with development by underground method of fields stone and potassium salts, designing, construction of new mines, maintenance and commissioning of new capacities of the operating mines, production, installation, repair, servicing, adjustment and technical diagnosing of potentially dangerous objects and the technical devices operated on them (except for the works and services relating to construction activities).

Requirements of these rules do not extend to building designing and the constructions which are on the surface of the mine.

The machines and the equipment operated on hazardous production facilities and (or) potentially dangerous objects shall conform to requirements of regulatory legal acts, including technical regulatory legal acts (further – TNPA) in the field of industrial safety, technical regulations of the Customs union, technical regulations of the Eurasian Economic Union which action extends to them.

The organizations making potentially dangerous objects or technical devices used in excavations with a diameter of 1200 mm and more in which underground mining operations and not getting under action of technical regulations of the Customs union and (or) technical regulations of the Eurasian Economic Union are conducted get permission to the right of production of specific models (types) of potentially dangerous objects or technical devices operated (applied) on potentially dangerous objects, in Department on supervision of safe operation in the industry of the Ministry of Emergency Situations (further – the Gospromnadzor) according to subitem 19.19.1 of Item 19.19 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548.

Operation of the hazardous production facilities relating according to the legislation in the field of industrial safety to objects I and II of types of danger, installation, adjustment, repair, servicing of potentially dangerous objects and (or) technical devices (or selection of the specified list of works), technical diagnosing of technical devices shall be made by the organizations having license for activities in the field of industrial safety according to the Law of the Republic of Belarus of October 14, 2022 No. 213-Z "About licensing".

2. In these rules the following terms and their determinations are applied:

construction of the mine – the complex of actions including driving of all-miner, preparatory, cut and other excavations, and also their hardware for the purpose of creation of production system of underground economy for mining;

the gas mode – set of requirements imposed to working areas of the mines developing layers (horizons) dangerous on gas and sudden emissions of salt and gas. Requirements provide: conditions and restrictions in application of the electric power and industrial explosives; amount of the air necessary for airing of excavations; actions for fight against gas-allocations in excavations; control of condition of the miner atmosphere;

all-miner excavations – mine trunks, excavations of the okolostvolny yard, including cameras of office appointment, the main transport, conveyor and ventilating shtrek;

crossing point – the internal protecting design intended for the termination of movement of air in one excavation, separations of ventilating streams in adjacent excavations, isolation of excavation (its part) from penetration in it of gases, fire or water in case of accident or incident;

designing of the mine – search and reasons for the most effective technology solutions allowing to develop the project documentation which will provide the necessary level of industrial safety in case of construction and the subsequent operation of the mine;

fire-proof materials – the materials intended for prevention, decrease in risk of origin, restriction of distribution of the fire and its dangerous factors, fire extinguishing, rescuing (self-rescuing) of people and liquidation of emergency situations of natural and technogenic nature, protection of life and human health, property and the environment from the fire, and also decrease in risk of damnification and (or) causing damage owing to the fire (system of the fire alarm, automatic installations of fire extinguishing, emergency firefighting equipment, survival equipment and others);

fire-proof crossing points – the internal protecting designs built from nonflammable materials (blocks, brick, metal, concrete, pieces of rock, salt штыб and other), the distribution of the fire and products of burning intended for restriction in excavations;

workplace – the limited zone of production space intended for accomplishment of certain list of transactions by one worker or employee group, equipped with necessary labor instruments and provided with the corresponding objects of the labor;

reconstruction of the mine – the complex of actions directed to complete or partial reorganization of technological complex of the mine;

the mine – the interconnected production system of underground economy and technological complex of surface intended for driving of mine trunks, opening and development of fields stone and potassium salts by underground method;

heads – the chief of the mine and its deputies, the chief engineer and his deputies, heads or chiefs of services (managements), chiefs (and their deputies) sites of the mine, heads of mining and repair changes;

the specialized organization – the organization having license for activities in the field of industrial safety regarding performance of works and (or) services in installation, adjustment, repair, servicing of potentially dangerous objects and (or) technical devices (or selection of the specified list of works), to technical diagnosing of technical devices;

specialists are the employees of services (managements) and sites of the mine who are engaged in the organization of engineering procedure;

the operating organization – the legal entity performing construction and (or) operation of the mine.

3. During the designing, construction and operation of mines requirements of the Code of the Republic of Belarus about subsoil, the Law of the Republic of Belarus "About industrial safety", by TNPA in the field of industrial safety shall be observed.

4. The accidents and incidents which took place on subjects to construction and operation of mines shall be investigated according to the Instruction about procedure for technical investigation of the reasons of accidents and incidents, and also their accounting approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 12, 2016 No. 36.

5. The operating organization:

exercises production supervision in the field of industrial safety;

based on Approximate regulations on the organization and implementation of the production supervision in the field of industrial safety approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 15, 2016 No. 37, develops regulations on procedure for the organization and implementation of production supervision in the field of industrial safety.

6. Preparation and examination concerning industrial safety of employees of the operating organization is performed according to the Instruction about procedure for preparation and examination concerning the industrial safety approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 6, 2016 No. 31.

Training of employees of the operating organization, being persons responsible for the organization and ensuring industrial safety in case of operation of objects of development of fields stone and potassium salts is performed by underground method with frequency at least, than once in five years.

7. Each workplace located in mine excavations shall be provided with airing, be in safe condition for performance of work.

8. Before works the workplace shall be inspected by the head of change or on its written task the senior of link who shall take measures for elimination of the violations revealed prior to works or in operating time.

In case of detection of danger which cannot be eliminated independently the head of change, the senior of link not allow works, remove workers to the safe place and report immediately about it to the immediate superior or the dispatcher of the mine.

Chapter 2. Antiemergency protection

9. Mines during construction and during operation shall be serviced by professional rescue service – the militarized mine-rescue group (further – VGSO).

10. For the purpose of check of readiness of the mine for liquidation of possible accidents, compliance of the liquidation plan of accidents (further – PLA) and checks of combat readiness of VGSO at least 1 time a year on the mine is carried out practical working off of educational alarm. For carrying out educational alarm under the leadership of the chief engineer of the mine the headquarters in the structure determined by the operating organization with participation of the representative of the Gospromnadzor are created.

11. For each mine PLA according to the procedure established by the operating organization shall be constituted.

12. PLA is reviewed once in half-year not later than 15 days prior to the beginning of the next half-year. In case of changes within half-year in the scheme of airing of the mine, and also in case of change of ways of conclusion of workers, the corresponding corrections are made to PLA not later than next day after change about what is brought to the attention of the workers involved on those sites of the mine concerning which corrections are made to PLA.

The works manager on accident elimination is appointed by the order of the operating organization. Studying of PLA by heads and specialists is carried out under the leadership of the chief engineer of the mine prior to the beginning of half-year.

13. It is forbidden to allow to work of the workers who are not acquainted with PLA under the personal signature and not knowing it in the part relating to the place of their work.

14. For the notification of the workers involved at underground works about emergence of accident in the mine workplaces shall be equipped telephone or other types of communication provided by PLA.

15. The operating organization develops actions for localization and accident elimination and incidents, their effects on the objects of superficial complex of mines belonging to it.

16. All workers occupied at underground works shall be acquainted with the main and emergency exits from the mine on surface by direct pass from place of employment on emergency exits to mine trunks of the mine with rise on several ladder regiments in these trunks accompanied by heads or specialists of the mine. In mine trunks where there are no ladder departments, it is necessary to show to workers the place and procedure for landing of workers to special platforms of mine skip.

Acquaintance of workers with the main and emergency exits is made by the yard foreman (service) of the mine or its deputy, the head of change every half-year, and in case of change of emergency exits – immediately.

17. The procedure for acquaintance of workers with rules of conduct during accident, and also by mine self-rescuers is established by instructions for use in local legal acts of the operating organization.

Chapter 3. General obligations of workers

18. The worker shall:

know signals of the emergency notification, rule of conduct in case of accidents and PLA according to the workplace, emergency exits, the locations of means of self-rescuing and antiemergency protection and to be able to use them;

nobility and observe requirements of industrial safety, consider documentation concerning industrial safety on post of the employee and the worker's profession;

know managements (instruction) for operation of the technical devices operated on potentially dangerous objects, within the position of the employee (the worker's profession) and the workplace serviced by it;

report about possible emergence of production dangers to the direct works manager of change or the dispatcher of the mine;

to immediately take measures for safe stop of the equipment, devices, vehicles, with the notice of the direct head or other representative for position of face of the employer in case of defect of such equipment.

19. Before the admission to independent work on the mine workers are trained to actions in case of accident or incident according to the training programs approved by the head of the operating organization including questions of studying of instructions for use by mine self-rescuers and passings of practical training in "smoky shtrek". Duration of preliminary training in development of safe methods of performance of works shall be:

for the workers going to underground work and for the works requiring periodic visit of the mine, at least 5 days;

for the workers arriving for work on the surfaces of mines, at least 3 days;

for employees of the shaft construction organizations upon transition from one trunk for other at least 2 days.

The workers specified in the parts one of this Item having work break more than one year are trained on the organization of work in the conditions of the increased danger according to part one of this Item.

20. The chief of the underground mountain site or its deputy shall visit each workplace on the site at least once a day, other heads and specialists of the mine – according to the regulations approved by the chief of the mine. In case of performance of works where presence of the head of change during all change is necessary, it (to the head of change) is allowed not to inspect other workplaces, at the same time additional instructions (in writing or in electronic form) shall be issued to foremen (the senior worker) or seniors of links on inspection of workplaces and their reduction in safe condition.

21. The worker shall be convinced prior to work of safe condition of excavation, available and operability fix, in security with ventilation, and also to check operability of the safety devices, tools, mechanisms and devices which are required for work. Having found violations which he cannot eliminate, the worker shall report about them to the head of change or the dispatcher of the mine and not to get to work before their elimination.

22. Each worker who is working in the mine and at surface, noticed the danger menacing to workers or the equipment of the operating organization shall along with taking measures for its elimination immediately report about it to the head of change, the senior of link or the dispatcher of the mine.

23. The yard foreman (services), his deputy or the head of change in case of issue of task for change shall warn workers of the taking-up change about possible dangers in work. By change transfer workers of the previous shift shall warn workers of the taking-up change about possible dangers in work.

24. Workers shall transfer all tools with sharp edges or edges in protective covers or special bags.

25. To workers the mine self-rescuer, the lamp of individual use is not allowed to leave unguarded and to disconnect it when finding the worker in the mine.

26. On the mines dangerous on gas, it is not allowed to carry by smoking tobacco products, incendiary accessories (matches, lighters and other), electronic systems of smoking to the mine, and also to smoke and use naked flame in underground excavations, nadshakhtny buildings.

It is allowed to have in case of itself matches (lighter) to contractors of hot work in the presence at them the work permit on conducting hot work.

27. The system of measures excluding open entry of strangers on critical infrastructure according to the list approved by the chief engineer of the mine shall act on each mine. The stop of critical infrastructure of the mine is not allowed without written permission of the chief engineer of the mine (except the cases caused by accident or incident).

28. Works on mines shall be performed on the task issued according to the regulations on issue of tasks for change approved by the head of the operating organization. Issue of tasks for change and instructions in electronic form is allowed.

Issue of tasks for work in excavations (faces) having violations of requirements of industrial safety except tasks on elimination of these violations is not allowed.

Chapter 4. The organization of descent of workers to the mine

29. On the mine accounting of all persons who went down to the mine and left (left) of it according to the developed instruction approved by the head of the mine shall be organized. After departure (exit) from the mine lamps of individual use and mine self-rescuers shall be handed immediately over in lamp.

If in 2 hours after the end of change it turns out that lamps of individual use and mine self-rescuers are returned not by all going down to the mine, then the senior on change the worker lamp shall report immediately about it to the dispatcher of the mine who shall find out immediately the reasons of delay of workers in the mine and in case of need take adequate measures. The worker of lamp, at the same time senior on change, shall bring surnames of the workers who did not hand over lamps of individual use both mine self-rescuers, and their working numbers in the magazine of record of surnames of the workers who did not hand over lamps of individual use and mine self-rescuers upon termination of change.

30. On the mine check of mine self-rescuers on operability and hermeticity shall be organized. Check of mine self-rescuers on operability and hermeticity shall be made quarterly. Results of such check shall be drawn up by the act.

31. Descent of workers to the mine and their stay in underground excavations without business necessity, task for change or permissions of heads of the mine is not allowed.

32. One-time visit of underground excavations by persons who are not working at the mine is allowed according to the written permission of the chief or chief engineer of the mine accompanied by heads and (or) specialists of the mine on condition of acquaintance by use of the mine self-rescuer (if necessary).

33. Before descent to the mine operational mine self-rescuers shall be issued. The number of mine self-rescuers on the mine shall be 5% more than list number of persons employed, involved at underground works. Descent of workers to the mine and stay on workplaces without mine self-rescuers is not allowed.

34. Mine trunks on which pull and descent of people are made shall have expectation cameras. The sizes of cameras and their equipment are determined by the project. Exits from cameras of expectation shall be located in close proximity to mine trunk of the mine. Cameras of expectation shall be equipped with benches for sitting and are lit.

Section II. Production of mining operations

Chapter 5. The device of exits from excavations

35. On each operating mine there shall be at least two (the main and reserve) separate exits to surface from the underground excavations adapted for movement (rise) of workers and located so that in one of them the direction of ventilating stream was opposite to the direction of ventilating streams in other exits.

Each horizon of the mine shall have also at least two separate exits to the overlying horizon or surface adapted for movement (transportation) of workers. On again built and reconstructed mines, and also by preparation of the new horizons on the operating mines the distance between exits shall be at least 30 m and when nadshakhtny buildings and copras are built of fireproof material – at least 20 m.

36. On all branchings (interfaces) of the excavations conducting to exits from the mine there shall be indexes with designations of the name of excavations, directions to exits to surface and distances to them. Indexes shall be made according to the standard of the operating organization of light-reflective materials or are lit.

Two and more aerodynamically excavations interconnected among themselves with one direction of ventilating stream adapted for movement of workers are considered as one exit.

37. After driving of new it is central the located mine trunks of the mine to the project horizons or uglubk them to the new horizon first of all prior to carrying out the horizontal opening excavations shall be carried out works on excavation driving for sboyka of mine trunks among themselves, to armirovka of mine trunks and the equipment of permanent or temporary cager rise. In case of flank arrangement of mine trunks first of all (before carrying out the excavations providing the second exit) works on armirovka and the equipment of mine trunks as permanent or temporary cager rises shall be carried out.

In case of opening of the new horizon one mine trunk or openings by its biases first of all are carried out excavations for providing the horizon with two exits to surface or on the upper horizon and effective airing.

38. If from the mine in addition to two exits there are also other exits without permanent servicing, then the last shall be protected or be closed on the locks opening from within without key, and outside key.

39. If as two exits from underground excavations to surface serve mine trunks, then they shall be equipped, except mechanical rises (from which one shall be cager), ladder departments.

In the presence of two mine trunks ladder departments shall be equipped so that on each of them all workers from all horizons could leave (to come) to surface. The ladder department can be absent under condition if in both mine trunks there are about two mechanical rises with independent supply of the electric power or each mine trunk is equipped except the main rise with emergency and repair rise.

Requirements of part one and the second this Item do not extend to the period of construction or reconstruction of mines, carrying out repair work on one of lifting installations.

40. In ladder departments of mine trunks and other excavations with tilt angle from 45 ° to 90 ° ladders shall be established with bias no more than 80 °. distance from the ladder basis to fix excavation – at least 0,6 of m;

distance between regiments – no more than 8 m;

ladders shall be strong, steadily fixed and located so that they were not over openings in regiments.

Width of ladder shall be at least 0,4 of m, distance between steps – no more 0,4 of m, and the distance between ladder bowstrings – is at least m 0,28.

The opening over the first upper ladder shall be closed by lyady.

Ladders and regiments shall contain in good repair and be cleared of dirt and ore pro-rash.
