I ORDER:

1. 2. To department of regional development of the Ministry of national economy of the Republic of Kazakhstan:

1) to take necessary measures for implementation of monitoring (screening) of social and economic development of rural settlements;

2) in the procedure established by the legislation to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction about carrying out monitoring (screening) of social and economic development of rural settlements by local executive bodies

Chapter 1. General provisions

1. This instruction about carrying out monitoring (screening) of social and economic development of rural settlements by local executive bodies (further – the Instruction) is developed according to the subitem 132) of Item 15 of the Provision of the Ministry of national economy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 24, 2014 No. 1011 "Questions of the Ministry of national economy of the Republic of Kazakhstan".

2. Monitoring of social and economic development (further – Monitoring) is performed annually for the purpose of carrying out the analysis of social and economic development of rural settlements (further – SNP) and No. 81 "About approval of criteria for determination of rural settlements" (registered in the Register of state registration of regulatory legal acts for No. 19394) is used in determination of villages with development potential according to the order of the Minister of national economy of the Republic of Kazakhstan of September 13, 2019 (further – Criteria).

3. Local executive bodies (further – MIO) in coordination with the central authorized body in the field of regional development perform monitoring, social and engineering infrastructure of SNP and on its basis the potential of their development according to Criteria is determined.

Chapter 2. Information sources for Monitoring implementation

4. Information sources for implementation of Monitoring are:

1) data of nation-wide statistical observations;

2) information obtained from MIO;

3) data of departmental statistical observations.

Chapter 3. Procedure for creation and provision of information on carrying out Monitoring

5. Information on Monitoring is created on the basis of forms of monitoring of social and economic development of SNP (further – monitoring Forms) according to appendices 1, of 2, of 3, of 4, of 5, of 6, of 7, of 8, of 9, 10 and 11 to this Instruction.

6. Information on monitoring forms (further – Information on monitoring) is constituted by akims of villages, settlements and rural districts.

Information on monitoring is created on the basis of public data of the book of pokhozyaystvenny accounting, bodies of statistics interested in MIO by each SNP and is provided in akimat of the area (the city of regional value) signed by the akim of the village, the settlement, the rural district.

7. Area MIO (the city of regional value) study and analyze the acquired information on monitoring by each SNP, prepare the generalized analytical note and represent signed by the akim of the area (the city of regional value) on studying and approval to the interested regional managements, departments and the organizations.

After studying and approval of the interested regional managements, departments and the organizations, information on monitoring with analytical note is provided on the code in regional management of economy and budgetary planning.

8. The regional management of economy and budgetary planning studies, analyzes the acquired information on monitoring and on its basis prepares final analytical information on development of the rural territories of area and signed by the akim of area or his deputy represents to authorized body in the field of regional development.

9. The authorized body in the field of regional development carries out the analysis of the acquired information and sends analytical note to the central and local executive bodies for acceptance of management decisions on development of the rural territories.

10. The analytical note is constituted by monitoring forms with indication of quantitative and qualitative indexes, financial resources on carrying out repair construction works, condition of objects of social, engineering and transport infrastructure, indicators of development of small and medium business, development of priority industries of economy of the region, and also problematic issues and way of their decision.
