About measures for the organization of activities of the Agency of statistics in case of the President of the Republic of Uzbekistan

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of December 21, 2022 No. UP-269 "About Measures for Realization of Administrative Reforms of New Uzbekistan":

1. Approve:

priority activities of the Agency of statistics in case of the President of the Republic of Uzbekistan according to appendix No. 1;

organizational structure of the Agency of statistics in case of the President of the Republic of Uzbekistan according to appendix No. 2;

Regulations on the Agency of statistics in case of the President of the Republic of Uzbekistan according to appendix No. 3;

"Road map" on deepening of reforms in the field of official statistics and transformation of activities of system according to appendix No. 4;

target indicators (indicators) which shall be reached by the Agency of statistics in case of the President of the Republic of Uzbekistan in 2024-2025, according to appendix No. 5;

structure of Statistical council of the Agency of statistics in case of the President of the Republic of Uzbekistan (further - the Agency of statistics) and its Provision according to appendices No. No. 6 and 7.

2. Determine the total extreme number of managerial personnel of the structures of system of the Agency of statistics financed by means of the Government budget - 1 722 units, including two deputy directors of the Agency, and the total extreme number of production personnel - 141 units.

Consider optimization of 194 established posts of central office and territorial subdivisions of the Agency of statistics.

3. For the purpose of ensuring implementation in national statistical system of basic quality principles of official statistics of the United Nations until the end of 2024:

a) adjust forming of the statistical information distributed by producers of official statistics on the basis of Standard model of production of statistical information (GSBPM);

b) take necessary organizational measures within complete implementation of the control directives quality recommended by the United Nations. At the same time:

in each producer of official statistics the policy of quality and distribution to official statistics will be developed;

on the basis of the management (NQAF) approved by the United Nations there will be developed National control directive quality;

with involvement of the international experts carrying out global assessment of national statistical system and the announcement of its results will be organized.

4. Agree with the offer of the Agency of statistics, the Central bank, Ministry of Economics and finance and the Ministries of employment and reducing poverty about involvement since January 1, 2025 of the consulting companies, the highest educational institutions and research institutions (further - statistical observers) to process of implementation of statistical observations.

At the same time:

statistical observers will guarantee nondisclosure of primary data;

statistical observations will be performed on the basis of the works agreement, amount of works, the technique of observation and the period of observation will be determined by producers of official statistics.

To provide to the agency of statistics together with the interested ministries and departments in two-month time introduction of the draft of the order of the Government directed to regulation of activities of statistical observers.

5. For the purpose of further acceleration of integration processes in system of the Agency of statistics until the end of 2024 to integrate the Integrated information system "Statistics" into the following data of information systems of the ministries and departments for receipt of the following data:

about labor indicators of the companies and organizations of the Ministry of employment and reducing poverty;

about commissioning of the residential and non-residential buildings built by physical persons in individual procedure, the Agencies according to the inventory under the Ministry of Economics and finance;

about licensing, allowing and notifying procedures of the Ministry of Justice;

about the prices of the goods exposed on the exchange biddings of JSC Uzbek Republican Commodity and Raw Exchange;

about production of oil products, and also about sources and about distribution of oil and gas condensates of JSC Uzbekneftgaz;

about organization activity - residents of Directorate IT Park.

Determine that until the end of 2024 electronic data exchange between the Integrated information system "Statistics" and the Interdepartmental integration platform of the Electronic Government system will be adjusted. At the same time for forming of official statistical data will independently obtain the relevant primary data Agency of Statistics through the Electronic Government system.

For the purpose of creation of convenience to users to the Agency of statistics together with the interested ministries and departments to take measures for regular expansion and updating of data on the websites providing statistical information in a month (siat.stat.uz, aholi.stat.uz, gender.stat.uz, nsdg.stat.uz, etc.).

6. For the purpose of determination and increase in level of satisfaction with statistical data of wide range of users, including representatives of business and scientific researchers, the international organizations, to the Agency of statistics:

until the end of 2024 to develop technique "Index of trust of users to official statistical data";

till March 1, 2025 to conduct the corresponding survey among users and to publish its results;

till April 1, 2025 to develop target indicators of improvement of index of trust of users to official statistical data and to publish results of the corresponding poll annually on March 1, since next year.

To other producers of official statistics to take regular measures for improvement of level of credibility to the statistical data extended by them on the basis of results of index of the trust of users to official statistical data published by the Agency of statistics.

7. Determine that the Agency of statistics:

realizes state policy in the field of official statistics;

takes measures for ensuring development and program implementation in the field of official statistics and their interrelation with other target programs of the country;

performs the activities on the basis of the long-term statistical program approved by the President of the Republic of Uzbekistan, and also the annual statistical program approved by Statistical council;

in the activities submits directly to the President of the Republic of Uzbekistan and it is accountable to him, annually reports to Oliy Majlis of the Republic of Uzbekistan on accomplishment of statistical works on the state order;

books audit of statistical methodologies of other producers of official statistics regarding compliance to the international recommendations, brings obligatory representations to execution on their reduction in compliance;

under approval of Statistical council creates project teams (offices), attracts the consulting organizations, and also signs agreements on cooperation and other agreements with the international financial institutions, the international organizations and experts.

And finance to provide to the Ministry of Economics financing approved in accordance with the established procedure annual statistical programs at the expense of the funds allocated from the republican budget.

To the agency of statistics to develop method of calculation of the annual statistical program in a month and to provide its registration in the Ministry of Justice.

8. Establish procedure according to which:

The agency of statistics performs the powers connected with forming of official statistics irrespective of all state bodies and the organizations;

any intervention in legal activities of bodies of statistics, including in processes of carrying out statistical observations, preparation and publication of statistical data is not allowed;

the statistical data created by the Agency of statistics are published in quality of official statistical information;

managements of statistics of the Republic of Karakalpakstan, areas and the city of Tashkent, and also departments of statistics of areas (cities) are independent of public authorities on places and submit directly to the Agency of statistics;

chiefs of territorial administrations of statistics and their deputies, the director of Institute of advanced training of personnel and statistical investigations and his deputies are appointed to position and dismissed by the director of the Agency of statistics;

chiefs of departments of statistics of areas (cities) are appointed to position and dismissed by chiefs of territorial administrations of statistics in coordination with the Agency of statistics.

And finance annually to provide to the agency of statistics together with the Ministry of employment and reducing poverty, the National agency of social protection, the Ministry of Economics forming and the publication of indicators of the minimum consumer spendings of the population and level of poverty within the households this selective observation.

9. To provide to the agency of statistics together with the interested ministries and departments in two-month time introduction of the draft of the regulatory legal act directed to radical improvement of activities of Institute of advanced training of personnel and statistical investigations.

At the same time to take into account that:

all workers of system of the Agency of statistics undergo retraining and by its results hand over tests in the Agency according to knowledge and qualifications;

employees of republican executive bodies and public authorities on places, responsible for collection of statistical data and accounting, study at professional development course at Institute of advanced training of personnel and statistical investigations;

The institute of advanced training of personnel and statistical investigations establishes cooperation with foreign partners, including with Statistical training institute and Institute of statistical investigations of the Republic of Korea, updates training programs, involves foreign research and educational personnel in educational processes and realizes joint research projects.

10. Determine that the director of the Agency of statistics and his deputies are appointed to position and are dismissed by the President of the Republic of Uzbekistan, are equated according to the status, compensation, conditions of medical and transport attendance according to the minister and deputy ministers.
