About priority measures for realization in 2024 of reforms in the main directions determined in Strategy "Uzbekistan - 2030"
For the purpose of completion of basic processes of creation of the base of market economy in 2024, creations of worthy level of living to the population by removal of economy in 2025 on absolutely new high-quality level for achievement of tasks of entry of national economy into group of the countries with the income are higher in 2030 averages to year:
1. Approve the Plan of measures for carrying out reforms in strategic directions in 2024 (further - the Plan died) according to appendix No. 1.
Determine the Agency of strategic reforms and the Ministry of Economics and finance the coordinating bodies for realization of the tasks determined in respect of measures.
2. Approve:
structure of the Coordination panel on ensuring execution of the Plan of measures for carrying out reforms in strategic directions in 2024 (further - the Coordination panel) according to appendix No. 2;
structures of the small working groups on realization of each main direction of the Plan of measures (further - Small working groups) according to appendices No. No. 3 - 3i.
3. To heads of small working groups in case of realization of the tasks determined by each direction to attract in these groups the international financial institutions, the consulting companies, foreign and domestic experts, in particular, of the leading scientists and specialists of research institutions, the highest educational institutions and academies.
4. Permit the responsible ministries and departments to conclude with the foreign consulting companies straight lines tripartite (the ministry and departments - the foreign consulting companies - the Agency of strategic reforms) agreements on rendering expert assistance and advisory services in effective implementation of the Plan of measures.
Determine that rendering by the foreign consulting companies expert assistance and advisory services is financed by own means of the ministries and departments, and also other sources which are not prohibited by acts of the legislation.
5. To coordination panel:
exercise control of complete and high-quality realization by the responsible ministries and departments of the actions determined in respect of measures;
when ensuring execution of the Plan of measures to give practical help on discussion with the responsible ministries and departments of the arisen problems and to their elimination.
At the same time following the results of every month to carry out the analysis of execution of the Plan of measures and to bring on the meetings held with participation of the President of the Republic of Uzbekistan, analytical materials on the main questions.
6. To small working groups:
in week time to approve the detail monthly schedule on realization of the tasks determined by each main direction;
monthly to the 5th to enter in the Coordination panel the detailed information about the done work within the Plan of measures.
7. Determine that:
the first heads of the responsible ministries and departments bear the personal responsibility for high-quality and complete execution of the actions determined in respect of measures;
course of execution of the tasks determined in respect of measures critically is considered at cabinet meetings, and also adequate measures according to the solution of the arising problems are taken.
8. Assign to the director of the Agency of strategic reforms B. B. Rakhmatov and the deputy prime minister - the Minister of Economy and Finance D. A. Kuchkarov the personal responsibility for the effective organization of execution of this resolution.
To assign discussion of course of execution of this resolution, implementation of coordination and control of activities of the responsible organizations to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
