About the technical regulation of the Eurasian Economic Union "About safety of railway vehicles of the subway"
According to article 52 of the Agreement on the Eurasian Economic Union of May 29, 2014 and Item 29 of appendix № 1 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 № 98, Council of the Eurasian economic commission decided:
1. Accept the enclosed technical regulation of the Eurasian Economic Union "About safety of railway vehicles of the subway" (TR EEU 052/2021).
2. Determine that the technical regulation of the Eurasian Economic Union "About safety of railway vehicles of the subway" (TR EEU 052/2021) becomes effective after 36 months from the date of the introduction of this Decision in force.
3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

1. This technical regulation extends to again developed, modernized, made railway vehicles of the subway and its components (further - products) released on customs area of the Eurasian Economic Union (further - the Union) for use on the subway.
Objects of technical regulation of this technical regulation are the railway vehicles of the subway and its components which are directly influencing safety of such railway vehicles.
Requirements of this technical regulation extend to objects of technical regulation according to the list according to appendix No. 1.
2. This technical regulation does not extend:
a) on the special (technological) railway vehicles belonging to the organizations of the subway, intended for movement of people and material values in the territories of these organizations, accomplishment of transactions with railway vehicles of the subway and accomplishment of different technological works on infrastructure for own needs of the organizations and its components;
b) on the railway vehicles of the subway and its components released on customs area of the Union after entry into force of this technical regulation according to the civil agreements signed before its entry into force;
c) on the railway vehicles of the subway released on customs area of the Union before entry into force of this technical regulation (including repaired);
d) on the railway vehicles of the subway acquired in addition to the similar railway vehicles of the subway operated on the date of entry into force of this technical regulation;
e) on the components made as spare parts for servicing and repair of railway vehicles of the subway specified in subitems "b", "v" and "g" of this Item.
3. This technical regulation establishes obligatory for application and execution on customs area of the Union of the requirement to products, applied in case of its designing and production, rules of identification of products, the requirement to marking and rules of its drawing, and also form, the scheme and assessment procedure of compliance of products.
Requirements to operation of railway vehicles of the subway regarding safety of movement are established by the legislation of state members of the Union (further - state members) and the regulating documentation on technical operation of the subways.
This technical regulation is developed for the purpose of protection of life and health of the person, animals and plants, property, and also the prevention of the actions misleading consumers (users) of products concerning its appointment and safety.
4. For the purposes of application of this technical regulation the concepts established by the Protocol on technical regulation within the Eurasian Economic Union (appendix No. 9 to the Agreement on the Eurasian Economic Union of May 29, 2014), by the standard schemes of assessment of conformity approved by the Decision of Council of the Eurasian economic commission of April 18, 2018 No. 44 (further - standard schemes), and also concepts which mean the following are used:
"automated control system for movement (ACSM)" - the system providing management and the traffic safety of the train on the site together with systems and devices of centralized infrastructure management of the subway equipped with onboard devices of the automatic control of train (ACT) and automatic protection of the train (APT);
"the automatic locomotive alarm system with automatic control of the speed (ALS-ARS)" - the system of devices providing acceptance of teams about the maximum permissible speed of movement of railway vehicles of the subway, control of observance of admissible speed of movement, control of vigilance of the driver and management of emergency brake application;
"automatic brake" - the device providing automatic stop of the train (parts of the train) in case of gap of the brake highway (electric loop of safety) and when opening (pressing) of the device of emergency brake application (emergency brake, the sryvny valve, the stop button);
"similar products", "similar product sample" - the product (sample) of one type with the considered product (sample) having identical technical characteristics and the closest on design and manufacturing techniques;
"the car of the subway" - the car intended for operation on subway lines;
"dimension of railway vehicles of the subway" - limiting cross (perpendicular axes of way) outline in which the railway vehicles (taking into account the maximum normalized admissions and iznos, and also side inclination on springs) established on the direct horizontal way and in curve of settlement radius both in not loaded, and in the loaded condition shall be located;
"length of brake way in case of emergency brake application" - the distance passed by the car or not uncoupled group of cars from the moment of impact on governing bodies of the brake system at the command of security system of movement and statement of governing body of the brake system in provision of the maximum brake force to complete stop;
"cabin of management" - the part of body of railway vehicles of the subway separated by partitions in which devices and devices for management of railway vehicles of the subway are located and also the workplace of the driver (is equipped under management of railway vehicles of the driver);
"subway" - mode of transport which movement of railway vehicles is performed on electric draft on two rails on underground and open lines without crossing with other modes of transport at one level;
"upgrade of railway vehicles of the subway and (or) its components" - complex of works on improvement of technical characteristics of cars of the subway by replacement of their components by more committed with observance of safety requirements;
"nakatochny boot" - adaptation used to rise (rolling) on rails of railway vehicles of the subway in case of its derailment;
"reasons for safety" - the document containing the risk analysis, and also data from design, operational, technological documentation on minimum necessary measures for safety accompanying products at all stages of lifecycle and supplemented by data on results of risks assessment at operation stage after carrying out repair;
"railway vehicles of the subway" - the motorvagonny railway vehicles intended for transportation of passengers on subway lines;
"train" - the structure created from cars of the subway capable to autonomous work on subway lines, having the established signals and the assigned number;
"system of providing microclimate" - the complex of technical means and constructive planning solutions providing forming and automatic maintenance of parameters of microclimate in admissible limits;
