About the State ecological program of the Republic of Tajikistan for 2023 - 2028 years

1. Approve the State ecological program of the Republic of Tajikistan for 2023-2028 and the Action plan of 2023-2025 of the State ecological program of the Republic of Tajikistan for 2023-2028 (appendices 1 and 2).

2. To the ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas to take adequate measures on accomplishment of this Program and Plan of its actions and annually till December 1 to provide information, about their accomplishment to Committee on environmental protection under the Government of the Republic of Tajikistan.

3. Under the Government of the Republic of Tajikistan annually till January 1 to provide to committee on environmental protection information on accomplishment of this Program and the Plan of its actions in the Government of the Republic of Tajikistan.

The state ecological program of the Republic of Tajikistan for 2023-2028

1. General provisions

1. The state ecological program of the Republic of Tajikistan for 2023-2028 (further - the Program) determines the main directions of sustainable development of society for the organization of target activities for high-quality providing the environment, steady management and providing ecological safety.

2. The program is developed based on the National strategy of development for the Republic of Tajikistan for the period till 2030.

3. The program provides taking measures to environmental protection, rational and renewable use of natural resources, improvement of the environment and providing ecological safety for long-term outlook.

4. The program implementation is directed to achievement of strategic objectives of the country on increase in social and economic level in case of introduction into circulation of new and large amounts of natural resources (the earth, water, vegetation, the woods, subsoil), and also development of "green" economy.

5. The implementation of actions, provided by the Program, will allow to carry out in the republic certain work on rational use of natural resources and improvement of the environment as in society still there were unresolved environmental problems.

6. The program provides sustainable development of the country in respect of economy and ecology, the maintenance of balance of the nature and society connected with ecological factors (shortages of the irrigated lands, environmental pollution, water supply, distribution and content of pastures and the woods, purity of atmospheric air, rational use of natural resources, adaptation to climate change, improvement of health of the population, protection of biodiversity, especially rare and endangered species of plants and animals).

2. Scientific and economic bases of the program

7. The program implementation is directed to increase in social and economic level of the country in case of effective use of natural resources (the earth, water, air, plant and animal life, minerals) and consists from:

- questions of ecological reservoir (space, the territory, the water area), and also area of placement of these or those separate unique natural objects and other ecological processes during the planning and investment of funds of production and productive forces;

- limited access to sufficient information about industrial enterprises and environmentally friendly products;

- insufficient development of technology and new technologies;

- depreciation of the equipment in industrial, agricultural and utility industries;

- shortage of highly qualified specialists of ecologists on industrial enterprises;

- strengthening of negative effects of climate change for agricultural industry;

- decrease in productivity of crops as a result of annual increase in the area of unused lands, desertification and drought;

- acceptance of systematic measures for conclusion of lands from agricultural turnover and to salinization of lands;

- increase in acreage, gardens and vineyards, creation of greenhouses and cold storage warehouses, improvement of providing the consumer market with high-quality domestic environmentally friendly production;

- influence of climate change on bystry thawing of glaciers.

8. Tajikistan in addition to social and economic and political factors, is in zone of active geodynamic, geophysical and biospheric, and also vulnerable processes which in turn influence local, regional and global ecological situation. Thanks to these factors the country became one of the world centers of mountain freezing (availability of large number of large glaciers in Zeravshansky, Alay and Pamir systems), rich source of drinking water and one of the centers of agricultural industry and biodiversity, most ancient in the world.
