standard form of the devolution agreement of stationary, portable or mobile means of fixing to authorized bodies of the executive authority of subjects of the Russian Federation on which territory highways and street road net on which such stationary, portable or mobile means of fixing, the decision on which use on highways and street road net was accepted till September 1, 2024, are used run, and about execution by these bodies concerning such stationary, portable or mobile means of fixing of their powers provided by subitems "an" - "in" Item 2 of part 9 and Item 1 of part 10 of article 22.1 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation";

1. These rules establish procedure for placement of stationary means of fixing, the portable means of fixing or mobile means of fixing used on the highways and street road net which are working in the automatic mode, having functions photo and filmings, videos for fixing of road traffic offenses.

2. The concepts used in these rules mean the following:

"control zone" - the section of the road and (or) the adjacent territory on which stationary means of fixing, with portable means of fixing and (or) mobile means of fixing provide control of traffic;

"mobile means of fixing" - used on highways and street road net (further - the road) the special technical tool working in the automatic mode having functions photo and filmings, videos for fixing of road traffic offenses. Mobile means of fixing provides control of traffic during limited period in the course of participation in traffic of the vehicle on which it is placed;

reasons for placement of stationary means of fixing and portable means of fixing;

date of the next checking of measuring instrument according to the certificate on checking of measuring instrument and (or) the passport (form) of measuring instrument;

traffic route on the road of vehicles on which mobile means of fixing are established.

4. Placement (installation) of stationary means of fixing and portable means of fixing is allowed only:

a) on roads with the allocated strip for movement of route vehicles for the purpose of control of observance of traffic regulations on such strip;
