1. Bring in Rules of determination of goods origin from developing and the least developed countries, No. approved by the Decision of Council of the Eurasian economic commission of June 14, 2018 60, changes according to appendix.

2. Recognize to invalid:

Items 2 and 3 of the Decision of Council of the Eurasian economic commission of March 17, 2022 No. 33 "About modification of Rules of determination of goods origin from developing and the least developed countries";

The decision of Council of the Eurasian economic commission of November 24, 2023 No. 133 "About modification of Item 2 of the Decision of Council of the Eurasian economic commission of March 17, 2022 No. 33".

3. This Decision becomes effective after 60 calendar days from the date of its official publication.

Rules of determination of goods origin from developing and the least developed countries

I. General provisions

1. These rules are applied to the purposes, stipulated in Item 3 articles 37 of the Agreement on the Eurasian Economic Union of May 29, 2014, to the goods imported on customs area of the Eurasian Economic Union (further – the Union) from developing and the least developed countries – users of single system of tariff preferences of the Union and included in the inventory, coming from developing countries or from the least developed countries concerning which when importing to customs area of the Eurasian Economic Union tariff preferences, No. 8 approved by the Decision of Council of the Eurasian economic commission of January 13, 2017 are provided.

Customs control of origin of imported goods is exercised according to the Customs code of the Eurasian Economic Union.

2. For the purposes of these rules concepts which mean the following are used:

"verification" – establishment of authenticity of the certificate of origin of form "A" and (or) reliability of the data containing in it and (or) provision additional or clarifications (including about accomplishment of criterion of determination of goods origin) and (or) copies of documents based on which the certificate of origin of form "A" was issued;

"the verifying body" – the body authorized according to the legislation of the country – the user of single system of tariff preferences of the Union on verification implementation;

"The harmonized system" – the current version of the Harmonized commodity description and coding system determined by the International convention about harmonized commodity description and coding system of June 14, 1983;

"the declaration on goods origin" – the business or any other document concerning goods and containing the data on goods origin imported on customs area of the Union, declared by the producer, the seller or the sender of the country – the user of single system of tariff preferences of the Union from which there are goods, in the form of the record provided by appendix No. 1;

"the document on goods origin" – the declaration on goods origin or the certificate of origin of form "A";
