1. Approve Provisional regulations for service of the Single customer on housing-and-municipal servicing according to appendix No. 1.
Expand experiment on creation of service of the Single customer on the cities according to appendix No. 1a.
2. Approve Regulations on procedure for use of non-residential premises in apartment houses according to appendix No. 2.
3. To impose control of execution of this resolution on the Deputy prime minister of the Republic of Uzbekistan Hamidov B. S.

1. These Provisional regulations (further "Provision") are developed according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 3, 1998 No. 461 "About approval of the Concept of deepening of economic reforms in system of public service of the population of the Republic of Uzbekistan" and determine the main objectives and functions of service of the Single customer by housing-and-municipal servicing (further "service of the Single customer"), its legal status, procedure for creation, activities and liquidation.
2. The service of the Single customer is the organization, authorized to exercise control of housing stock regarding ensuring proper maintenance and repair of housing stock, non-residential premises and structures, the engineering equipment, the house adjoining territories, calculation and collection of all payments, settling with contract organizations and service providers and other activities directed to creation of necessary conditions for accommodation of citizens.
3. The service of the Single customer in the activities is guided by the legislation of the Republic of Uzbekistan, decisions of public authorities on places, this Provision and the charter.
The Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and territorial utility and operational consolidation of Tashkent gives methodical, technical and other necessary assistance to service of the Single customer, provides it with the corresponding normative legal documentation.
4. The service of the Single customer is created in the form of the state unitary enterprise, the decision of the Government of the Republic of Uzbekistan in accordance with the established procedure.
5. Owners, and also employers and lessees of housing can build the contractor relations on management, servicing and repair of housing stock and rendering utilities as through service of the Single customer, and is direct.
6. Financing of activities of service of the Single customer is performed at the expense of means of the local budget, payments of the population and the companies for housing and communal services, and also centralized government subsidies.
7. Simultaneous rendering hotel services to persons in number of no more than 10 people.
7. The main objectives of service of the Single customer are:
representation of interests of owners (employers and lessees) of residential and non-residential premises before contractors to management, servicing and repair of housing stock and rendering utilities;
forming and generalization of orders of owners (employers and lessees) of housing on the organization of rendering housing and communal services and carrying out repair work on competitive basis with contractors;
accumulation and the order the financial resources arriving from the population and also the subsidies allocated by the state in centralized procedure and at the local level for payment of the works performed by the contractor and the rendered services depending on their quality and according to the agreement.
Voluntary associations of owners, employers and lessees of housing, including Partnership of private homeowners can be independent receivers of the subsidies allocated by the state regarding content of apartment houses also.
Partnerships of private homeowners can independently sign agreements with legal entities and physical persons on management, servicing and repair of common property, and also on rendering utility and other services.
The service of the Single customer in priority procedure signs agreements with contractors on management, servicing and repair of district and city communications on centralized delivery of heat, gas, the electric power to consumers, and also on rendering utilities and repair work in the public territories and communications.
