I. General provisions

1. These methodical recommendations (further in the text - the recommendation) are intended for assessment of solvency (efficiency) of the investment projects represented on tender to Fund of support of entrepreneurship and development of small business (further in the text - Fund).

2. Recommendations are developed taking into account requirements of international financial institutions to content and forms of submission of investment projects (further in the text - projects) by provision by entrepreneurs of requests for receipt of soft credits and subsidies from means of funds of support of entrepreneurship, banks and other financial institutions, including international.

3. Recommendations are developed on the basis of normative and instructive materials of the Republic of Moldova.

4. Assessment of solvency of investment projects is performed by Executive directorate of Fund for the established form (appendix 1).

Results of assessment along with the expert opinion are submited tender committee and the conclusion.

II. Content of assessment of solvency of the project

5. Assessment of solvency is performed at the final stage of research of the project in analysis result:

- project objectives, its economic environment and legal providing (taxes, privileges, priorities);

- marketing information (sales opportunities, competitive environment, price policy);

- company locations (taking into account technology, climatic, social and other factors);

- technical and technological information (choice of technology, specification of the equipment, construction amounts);

- material costs (requirements, prices and delivery conditions of raw materials and materials);

- personnel (requirements, security, need of training);

- production organizations and managements (lease term, depreciation of the equipment, overheads);
