About strategic measures for elimination of negative impact on health of the population and gene pool of the nation of drugs and psychotropic substances by means of suppression of their illicit trafficking in the Republic of Uzbekistan

Within the large-scale reforms realized in our country special attention is paid to promotion among the population of healthy lifestyle, to forming of immunity at it against drugs and psychotropic substances, and also the work aimed at providing health of the person.

At the same time emergence in recent years of new types of synthetic drugs and strong substances, their free distribution among the population, especially youth, including without human factor with use of social networks of the Internet requires need of transition of activities of responsible government institutions in the field on qualitatively new level on the basis of the priority idea "All our aspirations and actions - for honor and advantage of the person".

For the purpose of achievement of the priority purposes of the Presidential decree of the Republic of Uzbekistan of September 11, 2023 No. UP-158 "About Strategy "Uzbekistan - 2030", and also determinations of the perspective directions of state policy in the field of the early prevention in the republic of illicit trafficking in drugs and psychotropic substances, elimination of the factors which are negatively influencing nation gene pool by means of forming at the immunity population against their consumption, creation of system of medical treatment of drug addicts on the basis of international experience:

1. Approve the National strategy for fight against drug addiction and narcocrime in the Republic of Uzbekistan for 2024 - 2028 (further - National strategy) developed on the basis of the best foreign practices, conclusions and recommendations of the international experts, including experts of the UN according to appendix No. 1.

Determine priority task for all state bodies and the organizations achievement within the National strategy of the following purposes:

forming at the population, especially women and youth of immunity against drug addiction, the intolerant relation to consumption of strong medicines among pupils and students, implementation of the new efficient information and propaganda and educational and preventive mechanisms directed to prevention of distribution of psychoactive agents in educational institutions;

realization of the address measures aimed at the development of system of rendering the high-quality narcological help to the population on the basis of new methods, cardinal enhancement of system of early prevention, diagnostics, treatment and medico-social resettlement of drug addiction and toxicomania;

suppression of new methods of illicit trafficking, especially through the Internet, drugs, psychotropic and strong substances and precursors (further - drugs), development of complex of operational search, investigative and expert and criminalistic measures in this direction, first of all by means of their digitalization;

creation of efficient mechanisms of control of practice of use in medicine of drugs the public and private medical institutions and drugstores, and also increases in responsibility of the pharmaceutical companies and subjects performing wholesale and retail trade by drugs;

development of research activities in the field of treatment of drug addiction and fight against narcocrime, ensuring implementation in practice and distribution of scientific research, conclusions, achievements and innovations in this direction.

Assign to the first heads of all state bodies and organizations the personal responsibility for realization of the priority directions and measures determined in National strategy.

2. Approve structures of State commission on control of drugs and psychotropic substances (further - State commission) and its regional commissions according to appendices No. No. 2 and 3.

Assign to State commission (A. Aripov) tasks on:

the organizations of complete, timely and high-quality execution of National strategy, to approval and control of execution of annual national programs for its realization, coordination of activities of responsible state bodies, organizations and regional commissions in this direction;

to ensuring quarterly critical studying of course of execution of National strategy and the annual national program for its realization, acceptances of specific measures for identification and the prevention of the factors interfering achievement of effective objectives and tasks;

coordination of activities for fight against drug trafficking in the republic, to determination of effective measures for early prevention of drug addiction and toxicomania among the population.

To the Cabinet of Ministers to approve regulations on State commission and its regional commissions taking into account the priority directions determined by this Decree in a month.

3. Take into consideration that based on the National center for control of drugs under Administration of the President of the Republic of Uzbekistan the Agency on control of drugs and firearms under Administration of the President of the Republic of Uzbekistan is created (further - the Agency) and to determine the main directions it activities:

system profound scientific and practical and information and analytical studying of the situation connected with drugs and firearms in the republic by regions, identification and forecasting of major factors and tendencies;

forming of the main directions of state policy in the field of control of drugs and firearms, development of suggestions for improvement of the legislation and law-enforcement practice in this direction, and also taking measures to their practical realization;

implementation of control functions in the field of drug trafficking, psychotropic substances and precursors, and also ensuring acceptance of severe measures concerning their illicit trafficking;

expert evaluation of efficiency of the measures taken by the state bodies and the organizations performing the activities connected with drugs and firearms, the organization of single exchange of information and interdepartmental interaction in this direction;

establishment of address cooperation with structures of the foreign states and the international organizations in the field of control of drugs and firearms, preparation of annual reports in the UN on the work which is carried out by the Republic of Uzbekistan within the conventions regulating the international activities for drugs;

permanent studying of the best domestic and foreign practices according to the prevention of drug addiction, fight against drug trafficking and firearms, and also development of technique, offers and recommendations about implementation and promoting of its results;

taking measures to holding national and international conferences and symposiums in the direction of increase in efficiency of control of drugs and firearms, the organization of educational seminars on advanced training of employees of responsible state bodies and the organizations.

4. Establish the following procedure for step-by-step realization of National strategy:
