1. Determine that since July 1, 2024 import to the Russian Federation, including from state members of the Eurasian Economic Union, and movement on the territory of the Russian Federation of the tobacco products of foreign production imported into the Russian Federation for the purpose of its realization (further - tobacco products), are allowed on condition of availability on consumer packaging of the marking provided by orders of the Government of the Russian Federation of February 20, 2010 No. 76 "About excise stamps for marking of the tobacco products imported into the Russian Federation" and of February 28, 2019 No. 224 "About approval of Rules of marking by means of identification of tobacco and nikotinsoderzhashchy products and the organization of traceability of tobacco and nikotinsoderzhashchy products and raw materials for production of such products and also about features of implementation of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, concerning tobacco and nikotinsoderzhashchy products", and also in cases, stipulated in Item the 6th orders of the Government of the Russian Federation of February 20, 2010 No. 76 "About excise stamps for marking of the tobacco products imported into the Russian Federation".
2. Issue by the customs authorities authorized on providing importers with excise stamps for marking of tobacco products (further respectively - authorized customs authorities, excise stamps), excise stamps is performed since July 1, 2024 in the following procedure:
