About approval of the Instruction on the organization of anti-terrorist protection of objects of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan and its departments, vulnerable in the terrorist relation

According to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism", I ORDER:

1. Approve the enclosed instruction on the organization of anti-terrorist protection of objects of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan and its departments, vulnerable in the terrorist relation.

2. To provide to management of mobilization preparation, civil protection and counterterrorism of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the chief of staff of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after the expiration of ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan and its departments, vulnerable in the terrorist relation, is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" and determines requirements for the organization of anti-terrorist protection of objects of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - the Ministry) and its departments, vulnerable in the terrorist relation.

2. This Instruction extends to objects of the Ministry and its departments carried to objects, vulnerable in the terrorist relation according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234, (objects of communication and telecommunications (JSC Kazpochta, JSC Kazakhtelecom), the state services (Service centers of the population, Specialized service centers of the population) and objects of land space infrastructure (objects of complexes of control of spacecrafts and monitoring systems of communication of the aerospace industry and its departments).

3. This instruction is held for use the heads and other officials providing holding actions for anti-terrorist security of the objects of the Ministry, and also for employees controlling and executive bodies when studying and checking condition of anti-terrorist security of objects of the Ministry. The instruction disaggregates general approaches to ensuring security of objects of the Ministry, their technical reinforcement, procedure for the organization of protection, implementation of the throughput and inside modes, and also maintaining the corresponding documentation.

4. In case of operation of objects of the Ministry observance of Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 (further - Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation), and also this Instruction is provided.

5. In this Instruction the following basic concepts are used:

1) communication system - set of the technical means and specially allocated communication channels intended for transfer (exchange) of information (information), operational management by activities of security services of object;

2) check-point - specially equipped place intended for ensuring control, the omission, examination of people and vehicles;

3) system of video surveillance - set of the functioning video channels, program and technical means of record and storage of video data, and also program and (or) technical means of management performing information exchange among themselves;

4) system of lighting - set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object in night-time;

5) technical reinforcement - the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

6) control and management system for access - set technically the compatible hardware and (or) the software intended for access control, differentiation of the rights to entrance and (or) exit to object and (or) its separate zones of personnel and visitors, collection and storage of information;

7) object perimeter - object border according to documents of title;

8) preventive and training events - the preventive methods of personnel training and protection realized in the form of instructing and occupations for the purpose of instilling of skills of primary reaction;

9) access control - set of the rules regulating the established procedure excluding possibility of unauthorized entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;

10) anticollision devices (obstacles) - the technical products intended for forced delay and (or) stop of vehicles;

11) the passport of anti-terrorist security - the directory document containing the general and technical information about object reflecting condition of its anti-terrorist security, and intended for planning of actions for the prevention, suppression, minimization and (or) mitigation of consequences of acts of terrorism on object, vulnerable in the terrorist relation;

12) system security television - the system of video surveillance representing the television system of the closed type intended for identification and fixation of violations;

13) the warning system - set of the technical means intended for operational informing (the light and (or) sound notification) being on object, vulnerable in the terrorist relation, persons about alarm in case of emergencies (accident, the fire, natural disaster, attack, the act of terrorism) and actions in the developed situation.

6. Hindrance is provided to making of the act of terrorism (decrease in risk of making of the act of terrorism) on objects of the Ministry with accomplishment of package of measures and observance of the conditions including:

1) holding organizational actions for ensuring anti-terrorist security of object taking into account nature and specifics of the possible terrorist threats determined by bodies of homeland security, and their possible effects;

2) determination of the possible reasons and conditions promoting making of the act of terrorism on object and their elimination;

3) equipment by necessary technical means;

4) providing the set access control;

5) the organization of preparation (training) of personnel of objects of the Ministry and employees of subjects of security activities to primary response to threats of making of the act of terrorism (identification of signs of making of the act of terrorism, informing on it management, law enforcement and (or) special state bodies);

6) control of observance of requirements of ensuring anti-terrorist security.

7. Minimization and (or) mitigation of consequences of possible terrorist threats on objects of the Ministry is provided with accomplishment of package of measures and observance of the conditions including:

1) timely informing bodies of homeland security and (or) internal affairs of the Republic of Kazakhstan about assassinated;

2) participation of personnel of object of the Ministry in doctrines, trainings and experiments concerning response to terrorist manifestations, and also minimization and (or) liquidation of the threats of technogenic nature which resulted assassinated when carrying out by their authorized state bodies and organizations, bodies of operational management;

3) personnel training of object of the Ministry and employees of subjects of security activities to skills of primary response to threats of terrorist nature;

4) the organization of the notification and evacuation of personnel and visitors in case of making of the act of terrorism on object of the Ministry;

5) timely creation and maintenance in urgent condition of the passport of anti-terrorist security of object of the Ministry, its proper storage;

6) forming of forces and means necessary for the organization of the measures of primary reaction directed to liquidation and minimization of effects of the act of terrorism, except as specified, directly life-threatening and to human health before arrival of the main rescue, emergency and other services;

7) preparation and the organization of emergency measures for safety of life support systems and safety of object of the Ministry (water supply, electric utility service, the gas equipment, fire extinguishing), personnel and visitors of object of the Ministry, determination of ways of evacuation, providing personnel with remedies, determination of responsible persons for the specified sites of activities.

Chapter 2. Requirement of the organization of access control of objects of the Ministry

8. Access control is intended for:

1) the organizations of the authorized admission of persons and vehicles on object or its parts (zone);

2) identifications of persons with illegal intentions, and also objects and substances which are used for their realization;

3) protection of object, protection of potentially dangerous sites of object and critical zones, exception of uncontrolled stay of strangers on them.

9. Access control on objects of subjects to the state protection is performed in compliance of Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation.

10. The main actions for providing access control on objects of the Ministry are:
