Bring in the resolution of the Cabinet of Ministers of Ukraine of December 23, 2021 No. 1460 "About implementation of systems of energy management" (The Official Bulletin of Ukraine, 2022, No. 16, Art. 846; 2023, No. 47, the Art. 2568) the enclosed changes.

Changes which are made to the resolution of the Cabinet of Ministers of Ukraine of December 23, 2021 No. 1460

1. In the resolution:

Introductory part of the resolution to state 1) in the following edition:

"According to parts two and the fourth article 12 of the Law of Ukraine "About energy efficiency" the Cabinet of Ministers of Ukraine decides:";

Items 1 and 2 to state 2) in the following edition:

"1. Approve enclosed:

Procedure for implementation and ensuring functioning of systems of energy management of the public authorities, companies, organizations and organizations relating to the sphere of their management;

Approximate procedure for use of the economy of means which resulted from functioning of system of energy management in public authority.

2. To the public authorities, the companies, organizations and the organizations relating to the sphere of their management till December 31, 2024:

enter and provide functioning of systems of energy management according to the Procedure approved by this resolution;

provide provision to the State agency on energy efficiency and energy saving of information on condition and results of implementation of systems of energy management in the form determined by it;

concerning the buildings which are in ownership and/or use (economic maintaining, operational management) to provide:

initiation of carrying out state registration of the corporeal rights to the respective buildings and the rights of permanent use of the parcels of land on which such buildings are located, according to requirements of the Law of Ukraine "About state registration of the corporeal rights to real estate and their encumbrances";

production of technical data sheets of such buildings;

representation to the State agency on energy efficiency and energy saving of information on production of technical data sheets;

carrying out certification of energy efficiency of buildings according to article 7 of the Law of Ukraine "About energy efficiency of buildings".

To inform on functioning of systems of energy management every half-year till January 31 and till July 31 the State agency on energy efficiency and energy saving in the form determined by it.";

3) to add the resolution with Item 2-1 of the following content:

"2-1. To the ministry of development of communities, territories and infrastructures together with the State agency on energy efficiency and energy saving to perform information and educational activities for implementation and ensuring functioning of systems of energy management, implementation and implementation of energy efficient actions.";

Item 3 to state 4) in the following edition:

"3. Recommend to local government bodies to be guided by the Procedure approved by this resolution in case of introduction of systems of energy management (within powers).";

Item 5 to state 5) in the following edition:

7) forming, maintaining and publication of the national database of energy and operational characteristics of buildings, exchange of information with other electronic systems.
