About introduction of amendments to some acts of the Government of the Russian Federation

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods" (The Russian Federation Code, 2020, No. 2, Art. 198; 2021, No. 3, Art. 594; No. 11, Art. 1834; No. 48, Art. 8066; 2022, No. 32, Art. 5828; No. 43, Art. 7419; 2023, No. 47, Art. 8414).

2. Determine that:

till February 28, 2025 (inclusive) participants of turnover of goods of light industry have the right to mark means of identification light industrial goods (codes 14.14. 12, 14.14. 14, 14.14. 22, 14.14. 24, 14.14. 25, 14.14. 30, 14.19. 11, 14.19.12.130, 14.19.12.190, 14.19. 13, 14.19.19.111, 14.19.19.112, 14.19.19.119, 14.19. 21, 14.19.22.130, 14.19.23.140, 14.19.23.190, 14.19.31.110, 14.19.31.120, 14.19. 42, 14.19.43 (except for 14.19.43.160, 14.19.43.170, 14.19.43.180), 14.31. 10, 15.20.40.130 and 32.30.15 (regarding mittens and mitts) the All-Russian Product Classifier by types of economic activity and codes 4203 21 000 0, 4203rd 29, 6107, 6108, 6109, 6111, the 6112th 31, the 6112th 39, the 6112th 41, the 6112th 49, 6114, 6115, 6116, 6117 10 000 0, 6117 80 100 9, 6117 80 800 1, 6117 80 800 9, 6207, 6208, 6209, 6211 11 000 0, 6211 12 000 0, 6212, 6213, 6216 00 000 0, 6217 10 000 0, 6406 90 900 0, 6504 00 000 0, 6505 00 and 6506 99th single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union) on condition of submission of data on marking of such light industrial goods means of identification in the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification according to Rules of marking of light industrial goods means of identification, the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods";

the operator of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, provides provision to the participants of turnover of goods of light industry performing marking of light industrial goods means of identification according to the paragraph the second this Item, codes of marking necessary for forming of means of identification, on condition of submission of all data necessary for registration of the light industrial goods provided by the paragraph the second this Item, in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, according to Rules of marking of light industrial goods means of identification, the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods";

participants of turnover of goods of light industry according to Rules of marking of light industrial goods the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods" till August 31, 2024 (inclusive) perform marking of the light industrial goods specified in the subitem "z" of Item 2 of the specified order of the Government of the Russian Federation, acquired till March 31, 2024 (inclusive) and issued by customs authorities since April 1, 2024 according to customs procedure of release for internal consumption or reimport to the offer of such light industrial goods for realization (sale), till October 31, 2024 (inclusive) enter into the state information system of monitoring of turnover of goods, means of identification, the data on marking of such light industrial goods which are subject to obligatory marking by means of identification and introduce them into circulation according to Rules of marking of light industrial goods the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods";

till August 31, 2024 release by customs authorities according to customs procedure of release for internal consumption or reimport of the unmarked light industrial goods specified in the subitem "z" of Item 2 of the order of the Government of the Russian Federation of December 31, 2019 to No. 1956 "About approval of Rules of marking of light industrial goods by means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods" is (inclusive) allowed.

3. The paragraph of the sixth of the subitem "v" of Item 1 and the paragraph of the sixth of item 4 of changes which are made to the order of the Government of the Russian Federation of December 31, 2019 No. 1956, approved by the order of the Government of the Russian Federation of November 13, 2023 No. 1899 "About modification of the order of the Government of the Russian Federation of December 31, 2019 No. 1956" (The Russian Federation Code, 2023, as No. 47, the Art. 8414) to recognize invalid.

4. This resolution becomes effective from the date of its official publication, except for the provisions specified in Item 5 of this resolution.

5. The changes approved by this resolution except for of subitems "an" and "b" of Item 1 and the subitem "b" of Item 4, become effective since March 1, 2025.

Changes which are made to the Order of the Government of the Russian Federation of December 31, 2019 No. 1956

1. In Item 2:

a) in paragraph three of the subitem "i" of the word "June 30, 2024." shall be replaced with words "on September 14, 2024";

b) declare the subitem "k" invalid;

c) add with subitems "l" - "N" of the following content:

l) during the period from July 31, 2025 to October 31, 2025 has (inclusive) the right to perform only storage and transportation being at them in ownership, and (or) use, and (or) the order of the light industrial goods specified in the subitem "l" of this Item as of March 1, 2025 (remaining balance of goods) and to perform their marking by means of identification for the purpose of the subsequent realization (sale) in case of observance of conditions, the stipulated in Item 54(3) Rules approved by this resolution.

If the participant of turnover of goods of light industry in time specified in Item 54 (3) will not send the Rules approved by this resolution to information system of monitoring of the data on input in turnover of the specified remaining balance of goods, codes of marking of such light industrial goods are cancelled.

At the same time turnover and conclusion from turnover of unmarked remaining balance of the goods specified in paragraph one of this subitem are allowed till July 31, 2025 (inclusive);

m) till June 30, 2025 (inclusive) perform marking of the light industrial goods specified in the subitem "l" of this Item, acquired till February 28, 2025 (inclusive) and issued by customs authorities since March 1, 2025 according to customs procedure of release for internal consumption or reimport to the offer of such light industrial goods for realization (sale), till September 30, 2025 (inclusive) enter into information system of monitoring of the data on marking of such light industrial goods means of identification and introduce them into circulation according to the Rules approved by this resolution.".

2. To add paragraph two of Item 3 with words ", for the light industrial goods specified in the subitem "l" of Item 2 of this resolution - since March 1, 2025".

3. Add Item 5 with subitems "z" and "i" of the following content:

"h) provision to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "l" of Item 2 of this resolution, introduced into circulation till February 28, 2025 (inclusive), the codes of marking necessary for forming of means of identification on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring;

i) provision since March 1, 2025 to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "l" of Item 2 of this resolution, introduced into circulation since March 1, 2025, the codes of marking necessary for forming of means of identification on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring.".

4. In Item 6:

a) after the paragraph of third to add with the paragraph of the following content:

"till February 28, 2025 (inclusive) - for the light industrial goods specified in the subitem "l" of Item 2 of this resolution, except as specified, specified in subitems "m" and "n" of Item 2 of this resolution.";

b) the fifth to declare the paragraph invalid;

c) after the paragraph of the fifth to add with the paragraph of the following content:

5. In Rules of marking of the light industrial goods means of identification approved by the specified resolution:

a) in Item 2:

identification taxpayer number of the participant of the turnover of goods performing input of goods in turnover;

code of identification of goods, either code of identification of set, or set identification code, or code of identification of shipping package.";

e) state Item 93 in the following edition:

"93. Entering into information system of monitoring of the changes concerning the data on marking of goods, input of goods which are earlier provided by the participant of turnover of goods to information system of monitoring in turnover, turnover of goods and their conclusion from turnover during by authorized federal executive body of check with use of the data containing in information system of monitoring, activities of the participant of the turnover of goods which directed the notification on change of data is not allowed.".
