About introduction of amendments to some laws of Ukraine concerning State Final Examination and introductory campaign of 2024

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In Item 2 of the Section XV "Final and transitional provisions" of the Law of Ukraine "About the higher education" (Sheets of the Verkhovna Rada of Ukraine, 2014, No. 37-38, of Art. 2004 with the following changes):

Subitems 23 and 24 to state 1) in the following edition:

"23) in 2022, 2023, 2024 acceptance on training for receipt of the higher education is performed in the special procedure determined by the central executive body in the field of science and education without observance of requirements of this Law.

Since 2024 set arriving for receipt of degree of the higher education of the junior bachelor is not carried out;

24) financial provision of actions for the organization and conducting entrance tests for receipt of the higher education in 2023, is performed 2024 for the expenditure account, provided by the budget legislation according to the budget program 2201470 "Implementation of external estimation and monitoring of quality of education by the Ukrainian center of estimation of quality of education and its regional divisions", and at the expense of other sources which are not prohibited by the legislation";

To add 2) with subitems 25 and 26 of the following content:

"25) in 2024 competitive selection on training for receipt of degree of the higher education on the basis of complete general secondary education, educational and qualification level of the junior specialist, educational and professional degree of the professional junior bachelor, degree of the higher education of the junior bachelor is performed by results of external independent estimation of 2021 and/or entrance tests of 2022-2024 spent with use of organizational engineering procedures of external independent estimation, and creative tender (tender of physical capabilities) in stipulated by the legislation cases;
