About approval of the Regulations on the state single cloud platform

The government of the Russian Federation decides:

1. Approve the enclosed Regulations on the state single cloud platform.

2. Determine that:

a) The ministry of digital development, communication and mass communications of the Russian Federation provides provision of cloudy services by means of the state single cloud platform and performs functions of the operator of the federal state information system "Management of the State Single Cloud Platform" for the purpose of placement and ensuring functioning of information systems and information resources of public authorities, state bodies, bodies of the public power of the federal territory Sirius, public institutions, state non-budgetary funds, the public companies, non-profit organizations included in the register of socially oriented non-profit organizations;

b) the participant of experiment on transfer of information systems and information resources of public authorities, state bodies, bodies of the public power of the federal territory Sirius, public institutions, state non-budgetary funds, the public companies, non-profit organizations included in the register of socially oriented non-profit organizations, in the state single cloud platform and also on ensuring access to communication services of the automated workplace to public authorities, state bodies, bodies of the public power of the federal territory Sirius, the public institutions, state non-budgetary funds, non-profit organizations included in the register of socially oriented non-profit organizations and autonomous nonprofit organization "Russian Government Analytical Centre", No. 1114 provided by the order of the Government of the Russian Federation of August 28, 2019 "About carrying out experiment on transfer of information systems and information resources of public authorities, state bodies, bodies of the public power of the federal territory Sirius, public institutions, state non-budgetary funds, the public companies, non-profit organizations included in the register of socially oriented non-profit organizations, in the state single cloud platform and also on ensuring access to communication services of the automated workplace to public authorities, state bodies, bodies of the public power of the federal territory Sirius, the public institutions, state non-budgetary funds, non-profit organizations included in the register of socially oriented non-profit organizations and autonomous nonprofit organization "Russian Government Analytical Centre" (further - experiment), after completion of experiment on voluntary basis according to requirements of the Provision approved by this resolution becomes the consumer of the state single cloud platform (further - the consumer) on the basis:

joint departmental acts of the Ministry of digital development, communication and mass communications of the Russian Federation and federal executive bodies;

the agreements on interaction signed between the Ministry of digital development, communication and mass communications of the Russian Federation and other participants of experiment;

c) functioning of the state single cloud platform is performed according to the following requirements established by the Ministry of digital development, communication and mass communications of the Russian Federation:

requirements to ensuring information security within provision of cloudy services by means of the state single cloud platform;

requirements to data-processing centers of the state single cloud platform;

requirements to optimization of architecture of information systems and information resources of consumers in case of their placement in the state single cloud platform;

requirements to the cloudy services provided by means of the state single cloud platform and also to procedure and methodology of transfer of information systems and information resources of consumers in the state single cloud platform.

3. Provision of computing resources of the state single cloud platform for the purpose of placement and ensuring functioning of information systems and information resources of consumers is performed by the Ministry of digital development, communication and mass communications of the Russian Federation within the budgetary appropriations provided by the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations brought in accordance with the established procedure to the Ministry as the receiver of means of the federal budget.

4. This resolution becomes effective since January 1, 2025.

Regulations on the state single cloud platform

I. General provisions

1. This Provision determines the purposes, tasks and the basic principles of functioning of the state single cloud platform, and also primary groups of the cloudy services provided by means of the state single cloud platform, the list of participants of the state single cloud platform and their function.

2. For the purposes of this provision the following terms and determinations are applied:

"the state single cloud platform" - the single centralized geographically distributed complex intended for placement and functioning of information systems and information resources of public authorities, state bodies, bodies of the public power of the federal territory Sirius, public institutions, state non-budgetary funds, the public companies, non-profit organizations included in the register of socially oriented non-profit organizations providing provision of cloudy services by suppliers, and also providing centralized monitoring of functioning of cloudy services;

"suppliers" - the legal entities or physical persons including registered as the individual entrepreneur, providing cloudy services;

"consumers" - public authorities, state bodies, bodies of the public power of the federal territory Sirius, public institutions, state non-budgetary funds, the public companies, non-profit organizations included in the register of socially oriented non-profit organizations, using cloudy services by means of the state single cloud platform;

"cloudy services" - services in provision of remote resources and services of information and telecommunication infrastructure.

3. Other concepts used in this Provision are applied in values, stipulated by the legislation the Russian Federation.

II. Purposes, tasks and basic principles of functioning of the state single cloud platform

4. The state single cloud platform provides provision of cloudy services to consumers with possibility of scaling, joint use and redistribution of amounts of cloudy services between consumers for increase in efficiency of expenditure of funds of the consumer for acquisition and operation of necessary computing resources.

5. The state single cloud platform provides the solution of the following tasks:

a) ensuring need of consumers for cloudy services, management of parameters and level of provision of cloudy services, monitoring of functioning of all elements of the state single cloud platform;

b) decrease in risks for the consumers connected with emergence of failures in functioning of information systems, information resources and information and telecommunication infrastructure;

c) operating control of quantitative and qualitative indexes of the rendered cloudy services;

d) ensuring necessary level of information security for information and telecommunication infrastructure and information systems and information resources of consumers placed on it;

e) implementation of actions on periodic internal and external control of condition of ensuring information security of the state single cloud platform, and also identification of safety hazards of information and vulnerabilities.

6. The state single cloud platform functions on the basis of the following principles:

a) openness - non-discriminatory access for suppliers to the state single cloud platform;

b) scalability - required fault tolerance and performance in case of increase in number of consumers, and also amount of the processed data;

c) adaptability - possibility of continual improvement of functionality in case of change of the legislation of the Russian Federation and development of information technologies;

d) technological independence - the software, hardware and software systems which are part of the state single cloud platform, conforming to requirements of the legislation of the Russian Federation in the field of import substitution;

e) safety - the functioning of the state single cloud platform performed according to requirements of the legislation of the Russian Federation about information, information technologies and about information security, including according to requirements to ensuring confidentiality, integrity and availability of information, non-admission of unauthorized actions, in particular, of use, disclosures, misstatements, changes, researches and destructions of information.

7. Functions on management of the state single cloud platform are implemented through the federal state information system "Management of the State Single Cloud Platform" when implementing by the Ministry of digital development, communication and mass communications of the Russian Federation of the following events:

a) operating control of quantitative and qualitative indexes of the cloudy services provided by means of the state single cloud platform;

b) collection and information analysis about needs of consumers for new and (or) additional cloudy services of suppliers, and also about scope changes of the specified cloudy services;

c) distribution control of cloudy services of suppliers between consumers for their more effective use by forming of orders;

d) information and methodical providing consumers on functioning of the state single cloud platform;

e) optimization of use of cloudy services by means of the state single cloud platform;

e) interaction with the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically.

III. Primary groups of the cloudy services provided by means of the state single cloud platform

8. The state single cloud platform provides possibility of provision to consumers of the following groups of cloudy services:

a) provision of computing resources and resources of data storage;

b) configuring of virtual computers and their maintenance, provision of balancing of loading of information and telecommunication infrastructure;

c) provision of object storage system of data;

d) provision of management system backup;

e) provision of the managed clusters of containers;

e) provision of program infrastructure of show-windows of data;

g) provision of the system software;

h) provision of communication channels;

i) provision of public IPv4-addresses;

j) ensuring information security;

k) provision of sets of means of information protection;

l) provision of hardware;

m) provision of hardware and software systems;

o) provision of the protected information security investment of funds, including the cryptographic equipment;

o) other groups of cloudy services necessary for consumers which provision it is possible to provide within the state single cloud platform.

IV. Participants of the state single cloud platform and their function

9. Participants of the state single cloud platform are:

a) Ministry of digital development, communication and mass communications of the Russian Federation;

b) suppliers;

c) consumers.

10. Ministry of digital development, communication and mass communications of the Russian Federation:

a) provides provision of cloudy services by means of the state single cloud platform and performs functions of the operator of the federal state information system "Management of the State Single Cloud Platform" for the purpose of placement and ensuring functioning of information systems and information resources of consumers according to joint departmental acts of the Ministry of digital development, communication and mass communications of the Russian Federation and federal executive bodies, and also agreements on interaction signed between the Ministry of digital development, communication and mass communications of the Russian Federation and other consumers (further - joint departmental acts (the agreement on interaction), within transfer of information systems and information resources of consumers in the state single cloud platform, and also provides the conclusion of joint departmental acts (agreements on interaction);

b) provides functioning of the state single cloud platform, including develops and (or) accepts:

regulations of interaction of participants of the state single cloud platform;

regulations of the organization of the protected connection of consumers;

regulations of order management within provision of cloudy services by means of the state single cloud platform.

11. Suppliers are determined in accordance with the legislation of the Russian Federation about contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs.

12. Suppliers:

a) provide cloudy services by means of the state single cloud platform, and also utilization metrics for centralized monitoring of cloudy services;

b) perform support of smooth functioning of information systems and information resources of consumers with use of the state single cloud platform;

c) take technical and organizational measures for ensuring information security of the state single cloud platform.

13. For the purpose of receipt of the status of the consumer public authorities, state bodies, bodies of the public power of the federal territory Sirius, public institutions, state non-budgetary funds, the public companies, non-profit organizations included in the register of socially oriented non-profit organizations send to the Ministry of digital development, communication and mass communications of the Russian Federation the request about provision of cloudy services by means of the state single cloud platform for the purpose of placement and ensuring functioning of their information systems and information resources containing data on the information systems and information resources of the consumer planned to transfer in the state single cloud platform, the list of the cloudy services provided by means of the state single cloud platform and also their quantity characteristics.

14. The ministry of digital development, communication and mass communications of the Russian Federation within 10 working days after obtaining and consideration of the request specified in Item 13 of this provision provides the direction in presidium of Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity of materials concerning assignment to the applicant of the status of the consumer.

Assignment of the status of the consumer is performed according to the decision of the specified presidium in time, not exceeding 45 working days.

15. Within 20 working days after assignment of the status of the consumer the Ministry of digital development, communication and mass communications of the Russian Federation issues the joint departmental act (signs the agreement on interaction) with the consumer.

16. The joint departmental act (the agreement on interaction) contains the provisions reflecting subject of the joint departmental act (the agreement on interaction), the basic concepts, models of provision of cloudy services, the rights and obligations of the Parties, data on confidentiality, the information about persons responsible for organizational technical supply of realization of interaction within transfer of information systems and information resources of consumers in the state single cloud platform, and also information on the location, the address and details of the parties.

17. Consumer:

a) determines the need for the cloudy services provided by means of the state single cloud platform;

b) provides transfer of information systems and information resources of the consumer in the state single cloud platform;

c) provides the necessary level of information security for the information systems and information resources of the consumer placed in the state single cloud platform;

d) has the right to address to the Ministry of digital development, communication and mass communications of the Russian Federation behind methodical support concerning functioning of the state single cloud platform;

e) represents to the Ministry of digital development, communication and mass communications of the Russian Federation of its request the documents and data concerning architecture and functioning of the information systems and information resources of the consumer planned to transfer in the state single cloud platform.

18. In case of placement of information systems and information resources of the consumer in the state single cloud platform use by the consumer technical and software on which the consumer has appropriate rights is allowed.
