About introduction of amendments to some acts of the Government of the Russian Federation

a) declare subitem 5.2.2 invalid;

b) subitems 5.2.53 (3) - 5.2.53(5) to state in the following edition:

"5.2.53 (3). radio communication procedure when servicing air traffic within the territory of the Russian Federation;

5.2.53 (4). procedure for assignment of call radio signal to the civil aircraft having means of radio communication;

5.2.53 (5). rules of placement by owners of buildings and constructions, communication lines, power lines, the radio engineering equipment and other objects for the purpose of safety of flights of aircrafts of marking signs and devices;";

procedure for establishment of aeronautical and airport charges for servicing of aircrafts at the airports and airspace of the Russian Federation and collection of the payment calculated on their basis from the organizations of the foreign states specified in the subitem 3 of Item 2.2 of article 64 of the Air code of the Russian Federation;";

e) add with subitem 5.2.53 (8-1) following contents:

"5.2.53 (8-1). the acts determining in coordination with the Ministry of Defence of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation:

requirements to training of personnel of bodies and services of single system of aerospace search and rescue in the Russian Federation, forces of search and rescue to carrying out search and rescue transactions (works), and also crews of aircrafts to survival in the conditions of autonomous existence;

structure of land search and rescue teams and rescue paraborne groups;

the list of the equipment, rescue property and equipment for equipment of search and rescue aircrafts, land search and rescue teams and rescue paraborne groups;

requirements to equipment of rooms in airfield for crews of search and rescue aircrafts, land search and rescue teams and rescue paraborne groups;

procedure for the emergency notification about the aircrafts which are in distress or the victims, and also about the people who are in distress or the victims at the sea;

operations procedure of personnel of bodies of servicing of air traffic (management of flights) in case of receipt of the message on the aircrafts which are in distress by them or the victims, and also about the people who are in distress or the victims at the sea;

technique of accomplishment of radio engineering and visual search of the aircrafts which are in distress or the victims, and also the people who are in distress or the victims at the sea;

the signals applied when carrying out search and rescue transactions (works);

terms of carrying out search of the aircrafts which are in distress or the victims, their passengers and crews with use of radio engineering means;";

e) add with subitems 5.5 (33) and 5.5(34) following contents:

"5.5 (33). determines in coordination with Federal Security Service of the Russian Federation procedure for decision making about suppression of functioning of pilotless devices for the purpose of protection against acts of illegal intervention of objects of transport infrastructure around which safety areas, and the list of officials of the divisions of transport safety authorized on adoption of such decision are established;

5.5 (34). determines procedure for search and rescue ensuring flights of space objects (except for military space objects) together with the Ministry of Defence of the Russian Federation and the State corporation by space activities Roskosmos;".

2. In Regulations on the Federal Air Transport Agency approved by the order of the Government of the Russian Federation of July 30, 2004 No. 396 "About approval of the Regulations on Federal Air Transport Agency" (The Russian Federation Code, 2004, No. 32, Art. 3343; 2015, No. 49, Art. 6976; 2018, No. 52, Art. 8275; 2022, No. 40, Art. 6836):

a) in subitem 5.3.1:

to state the paragraph of the sixth in the following edition:

"activities of the legal entities performing development and (or) production of the subject obligatory certification according to subitems 2, 2.1 and 3 Items 1 of article 8 of the Air code of the Russian Federation of the aircraft equipment, except for the light, extralight civil aircrafts which are not performing commercial air transportations of passengers, and also except for the light-signal and meteorological equipment installed in the certified airfields intended for take-off, landing, taxing and the parking of civil aircrafts;";

add with the paragraph of the following content:

"the land equipment on servicing of lines of management of pilotless aviation systems and control of pilotless aviation systems;";

b) state subitem 5.4.9 in the following edition:

"5.4.9. accreditation of the certified centers and test laboratories attracted to carrying out obligatory certification, stipulated in Item 2 articles 8 of the Air code of the Russian Federation (further - the certified centers and test laboratories), approval of the list of areas of accreditation of the certified centers and test laboratories, maintaining the register of the accredited certified centers and test laboratories, and also control of activities of the accredited certified centers and test laboratories, suspension of action of the certificate of accreditation of the certified centers and test laboratories, reducing area of accreditation of the certified centers and test laboratories, cancellation of the certificate of accreditation of the certified centers and test laboratories according to the procedure, stipulated in Item 2 articles 8.2 of the Air code of the Russian Federation;";

c) declare subitem 5.4.36 invalid;

d) state subitem 5.4.41 in the following edition:

"5.4.41. the organization and implementation of search and rescue of passengers and members of the crews which are in distress or the victims of the piloted aircrafts in interaction with federal executive bodies to which obligations on forming and content of services of search and rescue are in accordance with the established procedure assigned;";

e) add with subitems 5.4.60 - 5.4.62 following of content:

"5.4.60. approval of departure (exit) of forces on duty and means when checking their readiness;

5.4.61. determination of procedure for information transfer about the aircraft which is in distress or injured and also about the people who are in distress or the victims at the sea, in the aviation coordination center of search and rescue;

5.4.62. coordination of activities of federal executive bodies under which authority search and rescue forces and means are, by search and rescue;";

e) add with subitems 5.14.6 - 5.14.11 following of content:

"5.14.6. determines requirements to structure and contents of the instruction for search and rescue in zone of aerospace search and rescue;

5.14.7. approves the instruction for search and rescue in zone of aerospace search and rescue in coordination with command of the corresponding merging of the Air Force and air defense;

5.14.8. determines places of dislocation of search and rescue forces and means in the territory of the Russian Federation, total quantity and types of guard search and rescue aircrafts in coordination with federal executive bodies under which authority the specified forces and means are;

5.14.9. approves the plan of watch in the corresponding zone of aerospace search and rescue of forces and the funds raised to carrying out search and rescue transactions (works);

5.14.10. establishes requirements to structure and contents of the instructions determining obligations of crews of search and rescue aircrafts, land search and rescue teams and rescue paraborne groups, procedure for execution by them of watch and their action when carrying out search and rescue transactions (works);

5.14.11. establishes the list of search and rescue means in coordination with the Ministry of Defence of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation;".
