About approval of advanced wages system and material stimulation of employees of public institutions of culture and the Public Records Offices
In pursuance of the resolution of the President of the Republic of Uzbekistan of May 14, 2018 "About introduction of advanced wages system and strengthening of material stimulation of employees of public institutions of culture and the Public Records Offices" the Cabinet of Ministers decides No. PP-3727:
1. Approve:
the sizes of basic official pay rates on compensation of employees of public institutions of culture and the Public Records Offices financed from the Government budget of the Republic of Uzbekistan according to appendices No. 1 - 11;
the list of the Public Records Offices and positions of employees of the Public Records Offices which establishes monthly remuneration for long service, according to appendix No. 12;
Regulations on payment procedure of work and material stimulation of employees of public institutions of culture and the Public Records Offices according to appendix No. 13.
At the same time are not applied to employees of theaters which this resolution approves the sizes of basic official pay rates, the monthly allowances established by the Presidential decree of the Republic of Uzbekistan of December 3, 1993 No. UP-692 "About Improvement of Payment Terms of Work of Actors of Theatres of the Republic".
2. To the Ministry of Culture, the Uzarkhiv Agency under the Cabinet of Ministers of the Republic of Uzbekistan and to other interested ministries and departments in coordination with the Ministry of employment and employment relationships and the Ministry of Finance to develop and approve categories and payment terms of work of employees of public institutions of culture and the Public Records Offices which are not specified in appendices No. 1 in a month - 11 to this resolution.
3. To the Uzarkhiv agency under the Cabinet of Ministers of the Republic of Uzbekistan in coordination with the Ministry of employment and employment relationships and the Ministry of Finance in two-month time to develop and approve:
updated standard states of the Public Records Offices;
Regulations on procedure for reference of the Public Records Offices to groups on compensation.
4. To the Ministry of Culture of the Republic of Uzbekistan:
in a month to approve Regulations on procedure for assignment of qualification categories to creative (artistic) specialists and specialists of public institutions of culture;
in two-month time in coordination with the Ministry of employment and employment relationships and the Ministry of Finance to approve Regulations on procedure for reference of public institutions of culture to groups on compensation;
to carry out certification of creative (artistic) specialists and specialists of public institutions of culture to three-months time and to provide assignment of qualification categories by it on the basis of performance appraisal.
5. Make changes and additions to the resolution of the Cabinet of Ministers of October 28, 1995 No. 415 "About questions of implementation of the Decree "About Measures for Support and Stimulation of Further Development of Theatrical and Musical Art in Uzbekistan"" according to appendix No. 14.
6. Recognize invalid:
the resolution of the Cabinet of Ministers of March 5, 1998 No. 98 "About questions of support of activities of the museums";
Item 9 of appendix No. 1 to the resolution of the Cabinet of Ministers of May 11, 2017 No. 270 "About modification and amendments, and also recognition voided some decisions of the Government of the Republic of Uzbekistan" (the resolution of the President of the Republic of Uzbekistan of February 15, 2017 No. PP-2778 "About the organization of activities of the Ministry of Culture of the Republic of Uzbekistan").
7. To impose control of execution of this resolution on the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov, the Minister of Cultural Affairs of the Republic of Uzbekistan B. S. Sayfullayev and Information analysis department concerning culture, art and youth policy of the Cabinet of Ministers of the Republic of Uzbekistan.
