About the organization of improvement of children in the educational and improving centers, educational and improving and sports camps

Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 No. 424-Z "About Council of Ministers of the Republic of Belarus", paragraphs of the fourth, sixth and ninth Item 19 of the Presidential decree of the Republic of Belarus of August 28, 2006 "About sanatorium treatment and improvement of the population" the Council of Ministers of the Republic of Belarus DECIDES: No. 542

1. Determine that:

1.1. improvement of children will be organized:

in the educational and improving centers – all the year round;

in educational and improving and sports camps (further, unless otherwise specified, – the camp) – in the period of vacation;

1.2. improvement of children in the educational and improving centers and camps will be organized based on permits in forms according to appendices 1 and 2 respectively.

Acquisition or reduction in cost of permits is performed at the expense of means:

the republican budget, provided to the Ministry of Education on these purposes, or the local budget provided on these purposes, respectively - in the educational and improving centers which are in republican or utility property;

the republican budget, provided to the Republican center for improvement and sanatorium treatment of the population (further - the Center) on these purposes, - in the camp;

1.3. preparation of stationary camps for work during the summer period is performed with use of means of organizers of the camps and other sources which are not prohibited by the legislation.

Preparation for work during the summer period of the stationary camps created as organization of education or the organization of physical culture and sport is performed with use of the means of the republican budget provided to the Center on these purposes;

1.4. improvement of children in camps can be organized with use of means of local budgets, the state organizations and economic societies, more than 50 percent of shares (share in authorized funds) of which are in state-owned property, other legal entities and physical persons, other sources which are not prohibited by the legislation;

1.5. have the right to the permit which cost is reduced the price at the expense of means of the republican budget:

in educational recreation camp – the children who do not have medical contraindications to improvement mastering content of one of educational programs of general secondary education, educational programs of vocational education at the level of general secondary education or received the certificate on general basic education current academic year;

to the camp of work and rest – the children aged from 14 years recognized suitable for work or accomplishment of the certain work types performed during stay in the camp of work and rest;

to the sports camp – children athletes;

in the educational and improving center – the children who reached high rates in educational and public work, needing improvement;

1.6. the right to the permit in the educational and improving center or the camp which cost is reduced the price at the expense of means of the republican budget can be realized:

with the round-the-clock stay at least 15 days – one time during summer vacation and in school hours;

with day stay lasting at least 15 days – once within calendar year;

with the round-the-clock stay lasting no more than 12 days – once within calendar year;

with day stay lasting no more than 10 days – once in the period of winter vacation;

with day stay lasting 5 days – one time in the period of spring, autumn and additional winter vacation.

Within calendar year the right to the permit which cost is reduced the price at the expense of means of the republican budget can be realized repeatedly:

to the stationary camp – children from large, incomplete families, orphan children and children without parental support, handicapped children, children athletes, children of unemployed pensioners;

in educational recreation camp of military patriotic profile with the round-the-clock stay – children, acknowledged being in socially dangerous provision, minors concerning which individual scheduled maintenance is carried out;

1.7. the parent payment for the permit which cost is reduced the price with use of means of the republican budget is established:

in the amount of at least 5 percent from all-in cost of the permit – to the camp with day stay or tent;

in the amount of at least 10 percent from all-in cost of the permit – to the stationary camp.

The parent payment for the permit in the educational and improving center which cost is reduced the price with use of means of the republican or local budget is established in the amount of 60 percent of cash expense rate on food in day on one child of the corresponding age group for each day of stay of this child on improvement.

Instead of parent payment for the permit which is reduced the price at the expense of means of the republican budget to the camp for orphan children and children without parental support, and also the permit in the educational recreation camp of military patriotic profile with the round-the-clock stay organized in the territory of military unit for the children recognized being in socially dangerous provision, and minors concerning which individual scheduled maintenance is carried out on the current (settlement) bank account of the organizer of the camp the funds of the local budget provided on surcharge to all-in cost of permits in the camp for children of these categories are transferred. In that case these children are considered exercised the right to the permit to the camp which cost is reduced the price at the expense of means of the republican budget.

The educational and improving centers transfer the amounts of parent payment for the permits which are reduced the price at the expense of means republican or local budgets of the income of the relevant budget on account of compensation of its expenses according to the budget legislation;

1.8. have the right to the free permit for a period of 15 and more days in stationary educational recreation camp or the educational and improving center acquired at the expense of means of the republican budget:

orphan children and children without parental support;

handicapped children;

the children constantly (mainly) living in the territories which underwent to radioactive pollution as a result of catastrophic crash on the Chernobyl NPP (in zone of the subsequent settling out, in zone with the right to settling out, in accommodation zone with periodic radiation control), or studying in the organizations of education located in such territories (further – the children living or studying at the territory of radioactive pollution);
