About additional measures for creation of the favorable and free circle for persons with disability
For the purpose of creation of the favorable circle for safe and free movement of persons with disability, and also implementations of new approaches to this sphere:
1. Determine that:
a) since October 1, 2024:
obligatory expertize of technical part of drafts of town-planning documentation of objects of town-planning activities, construction which reconstruction and repair are performed at the expense of means of the consolidated budget, means of the companies with the state participation and other centralized sources, since January 1, 2025 - at the expense of means of subjects of entrepreneurship and non-state non-profit organizations, on compliance to the requirements for creation of conditions for persons with disability determined in town-planning regulations and rules is carried out;
annually at least 10 percent of means of Republican fund "Safe Road and Safe Pedestrian" go for works on construction, repair and equipment for the purpose of creation of the safe and free circle for persons with disability (pedestrians) at intersections.
At the same time works on construction, repair and equipment for the purpose of creation of the free circle are carried out according to the Program of adaptation of intersections to needs of persons with the disability approved annually till November 1 in coordination with Social inspection under the National agency of social protection (further - Social inspection);
b) since January 1, 2025 licensing for types of activity according to appendix No. 1 requires the conclusion of Inspectorate for control in the field of construction and housing and communal services (further - Construction inspection) about creation on object of the free circle for persons with disability according to the requirements determined in town-planning regulations and rules.
