expressing readiness to give additional impulse to development of friendship on the basis of full cooperation, mutual trust and respect of interests of each other,

understanding that further expansion and deepening of the Russian-Azerbaijani relations will serve strengthening of the world and stability in the region, expressing special concern in lack of regulation of the conflicts in the region creating obstacles to normal development of the countries, their large-scale economic and other interaction

confirming commitment to the purposes and the principles of Articles of organization of the United Nations, to the universally recognized norms of international law, including respect of sovereignty, independence, territorial integrity and sovereign equality of the states, nonuse of force or threats of its application,

considering the positive results achieved in creation of democratic institutes, civil society and market economy in both states, and convinced of irreversibility of these processes declare present:
