According to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" I ORDER:

1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation of the Ministry of tourism and sport of the Republic of Kazakhstan and objects, vulnerable in the terrorist relation, performing activities in spheres of physical culture and sport, gaming, lottery and lottery activities, tourist activities, tourism and the tourist of the industry.

2. To provide to service on mobilization preparation of the Ministry of tourism and sport of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within three working days after enforcement of this order placement it on Internet resource of the Ministry of tourism and sport of the Republic of Kazakhstan;

3) within three working days after execution of the actions provided by this Item submission to Department of legal service of the Ministry of tourism and sport of the Republic of Kazakhstan of data on execution of actions.

3. To impose control of execution of this order on the chief of staff of the Ministry of tourism and sport of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation of the Ministry of tourism and sport of the Republic of Kazakhstan and objects, vulnerable in the terrorist relation, performing activities in spheres of physical culture and sport, gaming, lottery and lottery activities, tourist activities, tourism and the tourist of the industry (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" and Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 (further – the Resolution No. 305).

2. This Instruction extends to objects of the Ministry of tourism and sport of the Republic of Kazakhstan, and also to the objects performing activities in spheres of physical culture and sport, gaming, lottery and lottery activities, tourist activities, tourism and the tourist of the industry, carried to objects, vulnerable in the terrorist relation (further - objects), according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234, except for of the objects of education which are under authority of the Ministry of tourism and sport of the Republic of Kazakhstan (further – the Ministry).

3. This Instruction does not extend to the objects performing activities in the spheres specified in Item 2 of this Instruction, requirement to the organization of which anti-terrorist protection are disaggregated by the regulatory legal acts approved by the first heads of state bodies under authority of which these objects are.

The organization of anti-terrorist protection of the objects of education which are under authority of the Ministry is performed according to the Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of education of the Republic of Kazakhstan approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of March 30, 2022 No. 117 (it is registered in the register of state registration of regulatory legal acts at No. 27414).

4. In this Instruction the following concepts are used:

1) measures of primary reaction – the complex of priority actions undertaken by personnel of object and employees of the subject of security activities, directed to timely informing authorized state bodies on threat or making of the act of terrorism, and also actions for minimization and liquidation of possible effects of the act of terrorism (assistance in implementation of primary and investigative actions by forces of emergency (primary) reaction, first aid by the victim, evacuation and so on);

2) communication system – set of the technical means and specially allocated communication channels intended for transfer (exchange) of information (information), operational management by activities of security services of object;

3) check-point – specially equipped place intended for ensuring control, the omission, examination of people and vehicles;

4) system of video surveillance – set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

5) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object in night-time;

6) technical reinforcement – the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

7) the protected zone (site) – the territory, and also allocated on object of zone (sites), part of buildings (structures and constructions), the rooms and their structural elements which are subject to protection;

8) the protected objects – buildings, structures and constructions intended for stay of protected persons, other buildings, structures and constructions protected by Service of the state protection of the Republic of Kazakhstan and also the territory and the water area, adjacent to them;

9) means of restriction of access – the equipment and (or) means interfering unauthorized access to object, its potentially dangerous sites;
