About some questions of the general education organizations of the Kyrgyz Republic

For the purpose of streamlining of activities of the general education organizations of the Kyrgyz Republic and creation of equal opportunities for pupils of the general education organizations, according to article 19 of the Law of the Kyrgyz Republic "About education", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Standard regulations on the general education organizations of the Kyrgyz Republic according to appendix.

2. Determine that for the pedagogical and leading employees working at schools gymnasiums (gymnasiums nursing homes) and schools lyceums (lyceums nursing homes) as of August 18, 2024 the sizes of rates and official pay rates increased respectively for 15 and 20 percent for action of term of the certificate on accreditation of the specified general education organizations remain.

3. Bring in the order of the Government of the Kyrgyz Republic "About approval of approximate standard states of the educational organizations and recognition voided some decisions of the Government of the Kyrgyz Republic" of July 23, 2018 No. 336 the following changes:

Item 3 to state 1) in the following edition:

"3. Determine that the staff list and the tariff list of employees of the general education organization for the corresponding academic year affirms the general education organization independently in coordination with territorial authorities of department of education and finance.";

2) in appendix 1 to the above-stated resolution:

- to declare Item 8 of the note invalid.

4. Declare invalid:

1) the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on the general education organization" of September 12, 2011 No. 541;

2) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on the general education organization" of September 12, 2011 No. 541" of October 2, 2013 No. 544;

3) Item 2 of the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic concerning increase in safety of the educational circle in the general education organizations" of June 17, 2019 No. 295;

4) Item 3 of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in the field of education" of August 11, 2021 No. 121;

5) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on the general education organization" of September 12, 2011 No. 541" of December 16, 2022 No. 690;

6) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on the general education organization" of September 12, 2011 No. 541" of August 4, 2023 No. 389;

7) Item 2 of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the Regulations on procedure for carrying out competitive selection of heads of the state and municipal general education organizations of the Kyrgyz Republic" of February 22, 2024 No. 79.

5. To the Ministry of Education and Science of the Kyrgyz Republic:

1) in two-month time together with local public administrations and local government bodies to carry out work on renaming of schools gymnasiums (gymnasiums nursing homes) and schools lyceums (lyceums nursing homes) to comprehensive schools (boarding schools), teaching and educational complexes - in schools complexes;

2) to take other measures following from this resolution.

6. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

7. This resolution is subject to official publication and becomes effective since August 18, 2024.

Standard regulations on the general education organizations of the Kyrgyz Republic

Chapter 1. General provisions

1. This Standard regulations on the general education organizations (further - the Provision) are developed according to the Law of the Kyrgyz Republic "About education" and other regulatory legal acts in the field of education regulating activities of the general education organizations.

This Provision is standard for the general education organizations of state/municipal pattern of ownership and approximate for the general education organizations of private pattern of ownership.

2. Treat the general education organizations: comprehensive school, school complex, boarding school, special school, special boarding school, special auxiliary school, special auxiliary boarding school, sanatorium boarding school, evening school (evening and replaceable), correspondence school, online school, small school.

On the basis of this provision regulations on the corresponding types of the general education organizations are developed.

3. In this Provision the basic concepts are used in the following value:

1) comprehensive school - the general education organization realizing general education programs of the primary general, main general and secondary general education and also in the presence of conditions and the program of additional education;

2) boarding school - the general education organization realizing general education programs of the primary general, main general and secondary general education in which conditions for accommodation of students with provision of food and medical attendance are created;
