About introduction of amendments to some acts of the Government of the Russian Federation

2. Determine that to calculation of the amount of utilization collection to the vehicles imported into the Russian Federation the list of types and categories of wheel vehicles (chassis) and trail cars is applied to them concerning which the utilization collection, and also the amount of utilization collection approved by the order of the Government of the Russian Federation of December 26, 2013 No. 1291 "About utilization collection concerning wheel vehicles (chassis) and trail cars to them and about introduction of amendments to some acts of the Government of the Russian Federation" (to editions of the order of the Government of the Russian Federation of January 31, 2024 No. 76 "About introduction of amendments to some acts of the Government of the Russian Federation"), on condition of giving in customs authority of the specified calculation of the amount of utilization collection no later than October 15, 2024 is paid.

3. The subitem "b" of Item of 2 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of September 22, 2023 No. 1547 "About introduction of amendments to some acts of the Government of the Russian Federation" (Russian Federation Code, 2023, No. 39, Art. 7052), to declare invalid.

4. This resolution becomes effective since October 1, 2024.

Changes which are made to acts of the Government of the Russian Federation

1. in the paragraph the second Item 8:

exclude the words "or about the basis of failure to pay utilization collection";

add with the offer of the following content: "Information on the bases of failure to pay utilization collection is entered in the electronic passport of the vehicle (the electronic passport of the vehicle chassis) according to the specified Procedure based on data of the Federal Customs Service.";

in Item 11:

state the subitem "e" in the following edition:

"e) copies of transport (transportation) documents (in the presence);";

to add the subitem "k" after words of "truck tractors of ecological class" with the words "Euro-5 and";

add with the subitem "m" of the following content:

"l) documents, confirmatory that the vehicle is imported into the Russian Federation by the member of the family of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad (in the presence of the corresponding bases).";

The payer or his authorized representative along with the documents specified in Item 11 of these rules submit the documents confirming availability of the bases for exemption of customs duties, taxes according to Item 6 of appendix No. 3 to the decision of Council of the Eurasian economic commission of December 20, 2017 to No. 107 "About the single questions connected with goods for private use" (in case of import of the wheel vehicle to the Russian Federation by physical person, acknowledged moved on the permanent residence to the Russian Federation, with exemption of customs duties, taxes according to Item 6 of appendix No. 3 to the decision of Council of the Eurasian economic commission of December 20, 2017 No. 107 "About the single questions connected with goods for private use")".;

the paragraph one of Item 12 after the word of "documents" to add with the words "in time, not exceeding 5 working days from the date of giving of calculation of utilization collection";

state Item 13 in the following edition:

"13. The customs authority issues to the payer or his authorized representative the customs receipt order. The procedure for filling and use of the customs receipt order, additional sheets to it in connection with payment of utilization collection is determined according to article 29 of the Federal law "About Customs Regulation in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation".";

b) to them concerning which the utilization collection, and also the amount of utilization collection approved by the specified resolution is paid to state the list of types and categories of wheel vehicles (chassis) and trail cars in the following edition:

"No. 1291 is approved by the Order of the Government of the Russian Federation of December 26, 2013
