About approval of Rules of forming and maintaining registers in the field of public procurements
According to Item 1 of article 8 of the Law of the Republic of Kazakhstan "About public procurements" I ORDER:
1. Approve the enclosed Rules of forming and maintaining registers in the field of public procurements according to appendix 1 to this order.
2. Recognize invalid some orders according to appendix 2 to this order.
3. To provide to department of the legislation of public procurements and purchases of the quasi-public sector of the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
4. This order becomes effective since January 1, 2025 and is subject to official publication.

to the Order of the Minister of Finance of the Republic of Kazakhstan of September 26, 2024 No. 646
1. These rules of forming and maintaining registers in the field of public procurements (further – Rules) are developed according to Item 1 of article 8 of the Law of the Republic of Kazakhstan "About public procurements" (further – the Law) and determine procedure for forming and maintaining registers in the field of public procurements.
2. Registers in the field of public procurements are created and kept by authorized body in the field of public procurements (further – authorized body) in the Kazakh and Russian languages, in electronic form by means of single platform of purchases (further – the web portal).
3. The data containing in registers of public procurements, except for the data constituting the state secrets according to the Law of the Republic of Kazakhstan "About the state secrets" (further – the Law on the state secrets) and (or) containing office information of limited distribution according to item 4 of Article 45 of the Administrative procedural Procedure Code of the Republic of Kazakhstan (further – the Code) are placed on the web portal and are available to acquaintance to interested persons without collection of payment.
4. Registers in the field of public procurements (further – registers) are subdivided into the following types:
1) register of potential suppliers;
2) register of customers;
3) register of agreements on public procurements;
4) register of unfair participants of public procurements;
5) register of claims;
6) register of work experience of potential suppliers.
5. The register of potential suppliers comprises the following information about the potential supplier:
1) the name of the potential supplier in the Kazakh and Russian languages;
2) data on state registration (re-registration) of the legal entity;
3) registration date on the web portal;
4) business and identification number (BIN);
5) data on territorial accessory (code on the qualifier of administrative-territorial associations (QATA), the region, legal address and the actual address);
6) code of form of business of managing (KOPF);
7) code on the qualifier of patterns of ownership (QPO);
8) category of the subject of entrepreneurship;
9) code of the sector of economy;
10) the name of core activity according to the qualifier of types of economic activity;
11) information about the head of the potential supplier:
individual identification number (IIN);
surname, name, middle name (in case of its availability) the head;
head's position;
data source;
e-mail;
phone (working, mobile).
6. Forming of the register of potential suppliers is performed automatically by means of the web portal based on registration data of the potential supplier on the web portal and the data received from the state and non-state information systems.
At the same time the potential supplier is registered on the web portal no later than 3 (three) working days from the date of its state registration in judicial authorities. In case of reorganization (liquidation) or change of registration data of the potential supplier in judicial authorities the potential supplier in time no later than 10 (ten) working days from the date of registration of such cases in judicial authorities enters the changed data in registration data on the web portal.
7. Maintaining the register of potential suppliers is performed by means of the web portal in form according to appendix 1 to these rules.
8. The information about the potential supplier included in the register of potential suppliers is stored in electronic form according to the procedure, No. 236 established by the order of the Minister for Culture and Sports of the Republic of Kazakhstan of August 25, 2023 "About approval of Rules of documentation, management of documentation and uses of electronic document management systems in the state and non-state organizations" (it is registered in the Register of state registration of regulatory legal acts at No. 33339) (further – Rules of electronic document management).
9. The register of customers contains the following information about the customer:
1) the name of the customer in the Kazakh and Russian languages;
2) date of state registration (re-registration) of the customer;
3) business and identification number (BIN);
4) data on territorial accessory of the customer (code on the qualifier of administrative-territorial associations (QATA), the region, legal address and the actual address);
5) name of the administrator of the reporting;
6) code organizationally legal form of managing (KOPF);
7) code on the qualifier of patterns of ownership (QPO);
8) category of the subject of entrepreneurship;
9) code of the sector of economy;
10) information about the customer's head:
individual identification number (IIN);
surname, name, middle name (in case of its availability) the head;
head's position;
data source;
e-mail;
phone (working, mobile).
10. Forming of the register of customers is performed automatically by means of the web portal based on registration data of the customer on the web portal.
At the same time the customer is registered on the web portal no later than 3 (three) working days from the date of its state registration in judicial authorities. In case of reorganization (liquidation) or change of registration data of the customer in judicial authorities the customer in time no later than 10 (ten) working days from the date of registration of such cases in judicial authorities enters the changed data in registration data of the customer on the web portal.
11. Maintaining the register of customers is performed by means of the web portal in form according to appendix 2 to these rules.
12. The information about the customer included in the register of customers is stored in electronic form according to the procedure, established by Rules of electronic document management.
13. Entering into the register of agreements on public procurements of data is performed by the customer by filling of electronic form of the register of agreements on the web portal of public procurements in form according to appendix 3 to these rules on:
