Term of rendering the state service

The term of rendering the state service from the moment of delivery of document package on the portal:

1) licensing – 10 (ten) working days;

2) renewal of the license – 3 (three) working days.

In case of incompleteness of documents and (or) documents with the expired effective period written motivated refusal of the service provider in reception of an application – 2 (two) working days.

In the presence of the current license on implementation of activities in the field of gaming the uslugopoluchatel submits the application for receipt of the new license for the same type of activity beforehand in 90 calendar days prior to the expiration of the current license. At the same time the day following behind day of the termination of term of the current license is considered day of the beginning of effective period of the new license.

The list of the documents and data requested at uslugopoluchatel for rendering the state service

For receipt of the license:

1) the statement of the legal entity on receipt of the license in the form of the electronic request certified by the digital signature (further - the EDS) uslugopoluchatel, according to appendix 2 to these rules.

The service provider receives data on state registration (re-registration) of the legal entity from the corresponding information systems through lock of "the electronic government";

2) the document on payment in the budget of the license fee (except as specified payments through PShEP) in electronic form;

3) data on building availability (part of the building, structure, construction) on the property right or other legal cause, in hotel complex of category is not lower than three stars (in case of lack of data in the information system www.elicense.kz to provide supporting documents: the certificate or the certificate on accreditation of hotel complex of category is not lower than three stars), meeting the sanitary and epidemiologic and fire protection standards established by the legislation of the Republic of Kazakhstan in form according to appendix 3 to these rules with provision of copies of allowing documents in spheres of sanitary and epidemiologic wellbeing of the population according to item 4 of article 94 of the Code of the Republic of Kazakhstan "About health of the people and health care system" (for objects of the high epidemic importance - receipt of the sanitary and epidemiologic conclusion, for objects of the insignificant epidemic importance - the notification on the beginning of activities) and in the field of fire safety according to Item 2 of article 61 of the Law of the Republic of Kazakhstan "About civil protection";

4) data on availability of the gambling equipment on the property right (with provision of supporting documents: the declaration on goods, delivery note on inventory items, invoices, the purchase and sale agreement about acquisition of inventory items), in form according to appendix 4 to these rules;

5) data on availability of contracts with the legal entities who obtained in the procedure established by the legislation of the Republic of Kazakhstan the license for implementation of security activities according to Item 1 of article 5 of the Law of the Republic of Kazakhstan "About security activities" (with provision of supporting documents), in form according to appendix 5 to these rules;

6) availability of samples and nominations, the applied legitimatsionny signs in the Kazakh and Russian languages, in the form of the electronic copy of the document;

7) rules of work of gambling institution according to Standard rules of work of gambling institution, acceptance of rates and the held gamblings and (or) the bets approved in the field of gaming according to Item 2-1 of article 15 of the Law of the Republic of Kazakhstan "About gaming" in the Kazakh and Russian languages in the form of the electronic copy of the document;

8) the contract with bank of the second level in the territory of the Republic of Kazakhstan on opening of contribution in the amount of 60000 MRP, established by the law on the republican budget for the corresponding financial year, on condition of issue of contribution on the first demand of (on-demand deposit) in the form of the electronic copy of the document;

for renewal of the license:

1) the statement of the legal entity on renewal of the license in the form of the electronic request certified by the EDS of uslugopoluchatel according to appendix 6 to these rules;

2) the document on payment in the budget of the license fee (except as specified payments through PShEP) in electronic form;

3) electronic copies of the documents containing information on changes, which formed the basis for renewal of the license and (or) appendix to the license, except for documents from which information contains in the state information systems. Data on state registration (re-registration) of the legal entity, the document confirming the property right or other legitimate right for real estate, the document confirming payment by uslugopoluchatel in the budget of the amount of collection (in case of payment through PShEP), about the license the service provider receives from the corresponding state information systems through lock of "the electronic government". In case of filing of application through the portal the status about acceptance of request for rendering the state service goes to "personal account" of uslugopoluchatel.

The amount of the payment levied from uslugopoluchatel when rendering the state service and methods of its collection in cases, stipulated by the legislation the Republic of Kazakhstan

The state service is rendered on paid basis to legal entities.

Rates of the annual license fee for the occupation right activities of the slot machine hall according to item 4 of article 554 of the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" constitute (Tax code):

collection when licensing constitutes 3845 monthly settlement indicators (further – MRP);

collection for renewal of the license constitutes 10% of rate when licensing.

Payment is made in cash and non-cash form through the banks of the second level and the organization performing separate types of banking activities and also through payment gateway of "the electronic government"

(further – PShEP).

7) the contract with bank of the second level in the territory of the Republic of Kazakhstan on opening of contribution in the amount of 40000 MRP, established by the law on the republican budget for the corresponding financial year, on condition of issue of contribution on the first demand of (on-demand deposit) in the form of the electronic copy of the document; for renewal of the license:

1) the statement of the legal entity on renewal of the license in the form of the electronic request certified by the EDS of uslugopoluchatel according to appendix 6 to these rules;

2) the document on payment in the budget of the license fee (except as specified payments through PShEP) in electronic form;

3) electronic copies of the documents containing information on changes, which formed the basis for renewal of the license and (or) appendix to the license, except for documents from which information contains in the state information systems.
