About approval of the Procedure for creation of the excise electronic document and form of such document

According to article 60 of the Law of Ukraine "About state regulation of production and turnover of ethyl alcohol, spirit distillates, bioethanol, alcoholic beverages, tobacco products, tobacco raw materials, the liquids used in electronic cigarettes and fuel" the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Procedure for creation of the excise electronic document;

form of the excise electronic document.

2. Determine that when functioning in the test mode of the software of Electronic system of turnover of alcoholic beverages, the tobacco products and liquids used in electronic cigarettes, the economic operators participating in such test mode constitute the excise electronic document in form and according to the procedure, approved by this resolution, with use of software of the specified Electronic system or software solutions provided by the owner (holder) of such Electronic system.

3. This resolution becomes effective from the date of its publication and is applied since January 1, 2026, except Item 2 of this resolution which is applied from the date of entry into force of this resolution.
