About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Recognize invalid paragraphs two and third the subitem "o" of Item 2, paragraphs the sixty ninth and seventieth the subitem "v" of Item 3, paragraphs two and third the subitem "p" of Item 4, paragraphs two and third the subitem "p" of Item of 5 changes which are made to acts of the Government of the Russian Federation concerning marking of the goods which are subject to obligatory marking by means of identification, approved by the order of the Government of the Russian Federation of December 31, 2020 No. 2464 "About introduction of amendments to some acts of the Government of the Russian Federation concerning marking of the goods which are subject to obligatory marking by means of identification" (The Russian Federation Code, 2021, No. 3, the Art. 594).

3. This resolution becomes effective since March 1, 2025.

Changes which are made to acts of the Government of the Russian Federation

1. In Rules of marking by means of identification of tobacco and nikotinsoderzhashchy products and the organization of traceability of tobacco and nikotinsoderzhashchy products and raw materials for production of such products approved by the order of the Government of the Russian Federation of February 28, 2019 No. 224 "About approval of Rules of marking by means of identification of tobacco and nikotinsoderzhashchy products and the organization of traceability of tobacco and nikotinsoderzhashchy products and raw materials for production of such products and also about the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning tobacco and nikotinsoderzhashchy products" (The Russian Federation Code, 2019, No. 11, Art. 1117; 2022, No. 9, Art. 1344; No. 49, Art. 8690; 2024, No. 11, Art. 1513):

a) to add the paragraph of the sixth of Item 47 with words "(during the making of customs transactions and release of goods before submission of the declaration on goods taking into account requirements to the statement of data on the goods provided by the Procedure for filling of the statement for release of goods before submission of the declaration on goods approved by the Decision of Board of the Eurasian economic commission of December 13, 2017 No. 171)";

b) in Item 87:

the subitem "b" after words of "group packaging" to add with the words "or set identification code";

state the subitem "v" in the following edition:

"c) registration date of the declaration on goods or other document used as the declaration on goods according to which release of goods according to customs procedures of release for internal consumption or reimport is performed (further - the customs paper);";

in the subitem "g" of the word of "the declaration on goods" shall be replaced with words "customs paper";

c) in Item 91:

the paragraph one to state in the following edition:

"91. Participants of turnover of tobacco and (or) nikotinsoderzhashchy products have the right to combine identification codes, and (or) codes of identification of group packagings, and (or) codes of identification of sets in aggregative customs code and shall specify data on such codes in customs papers according to the Procedure for filling of the declaration on goods approved by the Decision of the Commission of the Customs union of May 20, 2010 No. 257, or the Procedure for filling of the statement for release of goods before submission of the declaration on goods approved by the Decision of Board of the Eurasian economic commission of December 13, 2017 No. 171, and these rules and also to enter the following data into information system of monitoring:";

d) state Item 92 in the following edition:

"92. For the purpose of customs declaration of goods and entering into information system of monitoring of data on import of the identification of tobacco and (or) nikotinsoderzhashchy products marked by means taking into account requirements, stipulated in Item 87 these rules, identification codes, and (or) codes of identification of group packagings, and (or) codes of identification of sets, and (or) codes of identification of shipping packages, and (or) aggregative customs code are subject to specifying in customs papers according to the Procedure for filling of the declaration on goods approved by the Decision of the Commission of the Customs union of May 20, 2010 No. 257, or the Procedure for filling of the statement for release of goods before submission of the declaration on goods approved by the Decision of Board of the Eurasian economic commission of December 13, 2017 No. 171.

At the same time specifying in customs papers of codes of identification, and (or) codes of identification of group packagings, and (or) codes of identification of sets, and (or) codes of identification of shipping packages, and (or) the aggregative customs code which are already containing in other customs paper or in the same customs paper, except as specified decision makings about refusal in release, response, cancellation of the customs paper, and also specifying in the declaration on goods submitted concerning goods which release is made according to the statement for release of goods before submission of the declaration on goods is not allowed.";

e) in Item 94:

after paragraph one to add with the paragraph of the following content:

"type of the customs paper;";

in the paragraph the second shall be replaced with words words of "the declaration on goods" to "customs paper";

the third and fourth to state paragraphs in the following edition:

"registration date of the customs paper;

registration number of the customs paper;";
