2. To provide to department of personnel policy of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after its first official publication.

Rules of the organization of educational process using educational technologies in military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of the organization of educational process using educational technologies in military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - Rules), are developed according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education".

2. Rules determine procedure for the organization of educational process in military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the organizations of formation of the Ministry of Internal Affairs) using educational technologies for distance training (further - TO).

3. TO in the organizations of formation of the Ministry of Internal Affairs it is performed by the following types: television technology, network technology and case technology.

1) network technology - the technology including providing with educational and methodical materials, forms of interactive interaction of students with the teacher and with each other and also administration of educational process on the basis of use of the Internet;

2) keysovy technology - the technology based on completing of sets (cases) of educational and methodical materials on paper, electronic and other media and mailing by their student for independent studying;

3) television technology - the technologies which are based on use of radio, cable and satellite systems of television.

Chapter 2. Procedure for the organization of educational process with use of educational technologies

4. With use of educational technologies the organization of formation of the Ministry of Internal Affairs apply to the organization of educational process:

1) the educational portal with the pages containing educational and methodical and organizational and administrative information for students;

2) the equipment having exit in telecommunication network (The Internet, satellite television);

3) multimedia classes and electronic reading rooms;

4) educational content;

5) the testing complex;

6) network training management systems (Learning Management System).

5. For providing trainees with educational and methodical materials with the organizations of formation of the Ministry of Internal Affairs electronic educational and methodical complexes on all disciplines of the curriculum realized using TO are constituted.

Preparation of electronic educational and methodical complexes is performed by developer of rate according to the approved training programs.

6. The electronic educational and methodical complex of discipline includes obligatory and additional sets.

7. The obligatory set consists from:

1) the syllabus including content of discipline, the thematic plan, the list of recommended literature (the main and additional), modular splitting discipline;

2) electronic abstract of lectures;

3) materials of practical and seminar training;

4) tasks for independent work of the student and independent work of the student under the leadership of the teacher;

5) materials on the organization of rubezhny control (examinations, test tasks, individual tasks);

6) materials on the organization of final control (test examination tasks, questions to examination, tickets, examination examinations);

7) graphics of carrying out remote consultations.

8. The additional set is determined by the organization of education independently.

9. In the organization of formation of the Ministry of Internal Affairs implementing TO the management information system containing the database of students is created (orders on transfer, transfers, recovery, data on the current progress of students).

10. The organization of educational process using TO in the organizations of formation of the Ministry of Internal Affairs is performed by the structural divisions realizing the appropriate educational programs.

11. The structural division performing maintenance TO plans and will organize educational process using TO, keeps documentation connected with TO.

12. The structural division performing maintenance TO performs the advisory help in development, acquisition and development of electronic textbooks, multimedia rates, guidelines manuals, administers the testing systems and control facilities of knowledge, develops technique of use of information resources for TO.

13. The structural division performing maintenance TO takes active part in development, development and support in operation of program, information and technical means of distance training.

14. The organization of education using TO provides the methodical help to students through interaction of participants of educational process with use of all available modern telecommunication means.

15. All types of educational activities are performed by means of:

1) communication of the employee of the structural division performing maintenance TO or the teacher with the student with use of telecommunication means or direct contact in the organization of formation of the Ministry of Internal Affairs (at the initiative of the student);

2) independent work of the student with tutorials (educational and methodical complex, additional literature)
