According to article 22 of the Law "About the State Services", with the subitem 3) Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994, the subitem 168) of Item 15 of the Regulations on the Ministry of national economy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 24, 2014 No. 1011, the subitem 1) of Item 14 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501, the subitem 1) of Item 14 of the Regulations on some questions of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan No. approved by the order of the Government of the Republic of Kazakhstan of March 16, 2022 128, and also in pursuance of Item 3 of the Minutes of the Working group on project implementation of construction of data-processing center and supercomputer under the chairmanship of the adviser to the President of the Republic of Kazakhstan Esekeev K. B. of October 29, 2024 No. 24-62-2,26, is ORDERED:

1. Start pilot project on rendering the service "Provision of Vouchers for Commodity Gas to Receivers of the Government Address Public and Housing Assistance" (further - pilot project) pro-active method by means of the analytical decision "The digital card of family" realized in the information and analytical system "Smart Data Ukimet" in the mode of not monetary measures of the state support of the population through "Social purse" in the city of Shymkent and West Kazakhstan region.

2. Approve the Algorithm of realization of pilot project according to appendix to this joint order.

3. Determine effective period of pilot project from December 5, 2024 to April 30, 2025.

4. To provide to departments of the gas industry, digitalization of the Department of Energy of the Republic of Kazakhstan and QazaqGaz Aimaq joint-stock company (under approval):

1) connection to the state service of access control to personal data (further - the KDP service) by means of application in "Smart Bridge";

2) when rendering services within pilot project receipt of consent of the subject of personal data or his legal representative by means of the KDP service according to the legislation of the Republic of Kazakhstan "About personal data and their protection";

3) realization of pilot project taking into account monthly regulations of consumption for application of the privileges on payment of commodity gas by receivers of the address public and housing assistance with metering devices of commodity gas in the city of Shymkent and West Kazakhstan region approved by the resolution of akimat of the city of Shymkent of November 18, 2024 No. 6014 and the resolution of akimat of the West Kazakhstan region of November 18, 2024 No. 309 according to subitem 6-2) of Item 5 of article 7 of the Law of the Republic of Kazakhstan "About gas and gas supply".

5. To departments of the gas industry, digitalization of the Department of Energy of the Republic of Kazakhstan, Committee of the state services of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan, QazaqGaz Aimaq joint-stock company (under approval) upon termination of the period of pilot project and before input in commercial operation of the information system according to subitems 4) and 6) of Item 2 of Article 49, to subitems 1) and 5-1) Items 2 of Article 38, to subitem 3-2) of Item 3 of article 54 of the Law of the Republic of Kazakhstan "About informatization", to items 4 and 8 Rules of integration of the objects of informatization of "the electronic government" approved by the order of the acting minister of information and communications of the Republic of Kazakhstan of March 29, 2018 123, to provide No.:

1) receipt of protocols with positive results of conformity testings to requirements of information security;

2) availability of own operational center of information security (further - the Center) and its functioning or acquisition of service of the operational center of information security at the third parties according to the Civil code of the Republic of Kazakhstan, and also interaction of the Center with the National coordination center of information security;

3) availability of the agreement of joint operations on information security of the state and non-state information systems;

4) taking measures to compliance to the Single requirements in the field of information and communication technologies and ensuring information security approved by the order of the Government of the Republic of Kazakhstan of December 20, 2016 No. 832.

6. To provide to department of the gas industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days from the date of signing by the last of heads of state bodies of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan after its official publication.

7. To impose control of execution of this joint order on the supervising vice-Ministers of Energy, work and social protection of the population, digital development, innovations and the aerospace industry, national economy of the Republic of Kazakhstan.

8. This joint order becomes effective from the date of its first official publication and is effective till April 30, 2025.

Algorithm of realization of pilot project on rendering the service "Provision of Vouchers for Commodity Gas to Receivers of the Government Address Public Assistance and (or) Housing Help" and interaction of state bodies and organizations during realization of pilot project

Chapter 1. General provisions

1. This Algorithm of realization of pilot project on rendering the service "Provision of Vouchers for Commodity Gas to Receivers of the Government Address Public Assistance and (or) Housing Help" (further - the Algorithm) is aimed at providing effective targeted support of socially vulnerable categories of citizens, by provision of digital vouchers for commodity gas to receivers of the government address public assistance and the housing help.

2. In this Algorithm the following basic concepts and reducings are used:

1) subscriber number - number selected by mobile operator in use to the Potential uslugopoluchatel in case of the conclusion of the agreement by means of which connection with other subscriber equipment and allowing to identify the subscriber in network is established;

2) potential uslugopoluchatel - the receiver of the government address public assistance and (or) the housing help as of the last date, preceding reporting, living in regions of carrying out pilot project;

3) the Social Purse service (further - the Purse) - the e-wallet of physical person used in eGov Mobile intended for accounting, storage of digital vouchers and providing the order with them;

4) developer of the Social Purse service - partnership from "Aitu limited with responsibility Payment decisions", having exclusive copyright of the Social Purse service placed in the appendix eGov Mobile;

5) the voucher amount (further - the Discount) - discount amount on the added amount of the commodity gas provided by the Service provider to Uslugopoluchatel. The discount is calculated as the work of the amount of commodity gas consumed by Uslugopoluchatel on privilege. 8) service - provision of vouchers Uslugopoluchatelyam;

9) uslugopoluchatel - The potential uslugopoluchatel who agreed to receipt of Service by means of response Sms according to appendix 1 to the Algorithm.

10) the service provider - the QazaqGaz Aimaq joint-stock company which is the organization which renders Service;

13) not monetary measures of the state support - the help provided by the state to receivers of the government address public assistance according to the Rules of appointment and payment of the government address public assistance approved by the order of the Deputy prime minister - the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 21, 2023 No. 227 (it is registered in the Register of state registration of regulatory legal acts at No. 32885), and to receivers of the housing help according to the Rules of provision of the housing help approved by the order of the Minister of Industry and construction of the Republic of Kazakhstan of December 8, 2023 No. 117 (it is registered in the Register of state registration of regulatory legal acts at No. 33763), in the form of the goods or services which do not have cash equivalent;

14) base of mobile citizens (further - BMG) - the single base of subscriber numbers of network of cellular communication of users of "the electronic government" used for rendering the state services by means of subscriber smartphones and the direction of information messages, and also rendering the state services by the Pro-active method without Uslugopoluchatel's statement at the initiative of the Service provider;

15) the analytical decision "The digital card of family" (further - TsKS) - the analytical case realized in the analytical system "Smart Data Ukimet";

16) pilot project - the project performed for the purpose of assessment of feasibility, required time, costs, availability or lack of by-effects and assessment of the extent of effect on rendering Service by the Pro-active method in the mode of Not monetary measures of the state support of the population through the Social Purse service;

17) pro-active method - okazyvany services in initiative of the Service provider without statement Uslugopoluchatel;

18) the voucher for commodity gas (further - the voucher) - the instrument of rendering Not monetary measures of the state support through the Purse received in digital form, performed by the Pro-active method by means of TsKS;

21) operational service of the population - the service created by the Service provider responsible for ensuring high-quality and operational information and advisory interaction with consumers of gas;

22) the information and analytical system "Smart Data Ukimet" (further - SDU) - the system intended for collection of storage and the complex data analysis accumulated in information systems of state bodies also provides to state bodies analytical platform for acceptance of the effective management decisions based on data.

All other terms used in this Algorithm are used in that value in which they are used in the Laws of the Republic of Kazakhstan "About the state services", "About informatization" and other regulatory legal acts.

Chapter 2. Realization of pilot project

3. The pilot project on rendering Service is implemented by pro-active method in the mode of not monetary measures of the state support of the population through the Purse according to the procedure determined by this Algorithm.

4. The pilot project is implemented for up to 5 (five) months during the period from December 5, 2024 to April 30, 2025 in the city of Shymkent and West Kazakhstan region of the Republic of Kazakhstan.

Chapter 3. Vouchers

5. In the period of the Pilot project to Potential uslugopoluchatel the prices for residential customers (population) (1 customer group) approved by Committee on regulation of natural monopolies of the Ministry of national economy of the Republic of Kazakhstan or its territorial department for consumers of joint-stock company JSC QazaqGaz Aimaq according to the Rules of pricing in the socially significant markets approved by the order of the Minister of national economy of the Republic of Kazakhstan of February 1, 2017 No. 36 are applied (it is registered in the Register of state registration of regulatory legal acts for No. 14778).

6. Vouchers are selected for each Uslugopoluchatel.

7. Activation of the voucher is performed by Uslugopoluchatel monthly with 7th on the 29th of current month. Activation of the voucher after the 29th of current month is unavailable.

8. On one Personal account only one voucher can be activated.

9. Not activated vouchers issued within Service have effective period to the 29th of current month.

10. In cases of lack of activation of the voucher the price of commodity gas is applied to residential customers (population) (1 customer group).

Chapter 4. Procedure for granting and uses of vouchers

11. SDU based on the received data from TsKS according to the existing conditions for rendering Service and the Requirements for data management approved by the order of the Government of the Republic of Kazakhstan of November 7, 2024 No. 925, segments and creates the list of Potential uslugopoluchatel.

12. The created list of Potential uslugopoluchatel of SDU transfers to PEP.

13. On PEP according to the received list of Potential uslugopoluchatel automatic check on availability of subscriber numbers of Potential uslugopoluchatel in BMG is made for sending Sms.

14. BMG belonging to JSC Natsionalnye Informatsionnye Tekhnologii is responsible for updating and correctness of subscriber numbers of Potential uslugopoluchatel.

15. In case of lack of subscriber number of the Potential uslugopoluchatel in BMG, PEP initiates Service process completion. Record about lack of subscriber number of the Potential uslugopoluchatel is fixed in the magazine of registration of PEP and transferred to SDU.

16. In case of availability of subscriber number of the Potential uslugopoluchatel in BMG, the 7th of current month sending the Sms for the subscriber structure of cellular communication of the Potential uslugopoluchatel initiating request for receipt of its consent to rendering Service according to appendix 1 to this Algorithm is performed.

17. The list of Potential uslugopoluchatel is updated in SDU as required, to the 14th of current month.

18. In case of updating in the SDU list of Potential uslugopoluchatel with 7th on the 14th of current month, sending the Sms for the subscriber structure of cellular communication of Potential uslugopoluchatel in which the request for receipt of its consent to rendering Service, according to appendix 1 to this Algorithm is initiated is performed. The sms, according to this Item of the Algorithm, goes only to Potential uslugopoluchatel to whom earlier in current month Sms did not go.

19. In the absence of the answer from the Potential uslugopoluchatel to the Sms, after 7 calendar days to the Potential uslugopoluchatel the repeated Sms goes. In the absence of the answer from the Potential uslugopoluchatel to the 29th of current month or in case of refusal of the Potential uslugopoluchatel of Service, the possibility of activation of the voucher in current month stops.

20. The potential uslugopoluchatel who agreed to receipt of Service by means of response Sms according to appendix 1 to the Algorithm, becomes Uslugopoluchatel.

21. After receipt of consent, PEP sends data Uslugopoluchatelya to the Purse based on which vouchers for commodity gas open. Uslugopoluchatel, having followed the link specified in the Sms, or having independently downloaded eGov Mobile through App store, passes into eGov Mobile for entrance to the Purse.

22. In the Purse, based on the obtained data Uslugopoluchatelya from PEP, automatically creates vouchers.

23. In case of absence at Uslugopoluchatel of the device with access to eGov Mobile, Uslugopoluchatel can activate the voucher in operational services of the population of the Service provider.

24. Uslugopoluchatel in the Purse enters the Personal account. Further the Purse displays the information message (the public offer) in which all conditions of use of vouchers are specified.

25. Uslugopoluchatel confirms acquaintance with the offer pressing the Continue button.

26. In case of input of the Personal account by Uslugopoluchatel, the Purse verification of presence of the activated voucher in current month on the entered Personal account is carried out, in the presence of activation Uslugopoluchatel has mistake.

27. The personal account is transferred by the Purse to information system of the Service provider. The service provider makes verification of presence of the Personal account in the information systems.

28. In case of lack of the entered Personal account in information systems of the Service provider, information on it is transferred to the Purse. 34. The service provider transfers information on the applied Discount to the Purse. The purse displays this information to Uslugopoluchatel.

35. The developer Koshelka provides correct functioning Koshelka.
