1. This Federal Law determines conditions of use of financial and commodity indicators (further - indicators) and establishes the legal basis of implementation of activities of administrators of indicators.
2. Action of provisions of this Federal Law does not extend to the activities for determination, provision of indicators performed by persons which do not have the status of the administrator of indicators and also on activities for determination, provision of indicators based on methodology, data on which are not entered in the register of administrators of indicators. Use of the indicators determined, provided by specified persons is performed taking into account restrictions, the stipulated in Article 3 presents of the Federal Law.
3. Provisions of this Federal Law are not applied to the indicators determined by public authorities, local government bodies, the Bank of Russia, other persons, including administrators of indicators if the Federal Law, by other regulatory legal act of the Russian Federation, regulatory legal act of the subject of the Russian Federation, regulatory legal act of local government body, regulatory legal act of the federal territory, the regulation of the Bank of Russia to the specified bodies or persons assigns obligation to determine such indicators or concerning which the procedure for their determination (normative determined indicators) is established. For the purposes of this Federal Law normative determined indicators are not indicators.
