About introduction of amendments to the Law of the Kyrgyz Republic "About energy saving"

Bring in the Law of the Kyrgyz Republic "About energy saving" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1998, No. 12, the Art. 497) the following changes:
1) in Article 2:
a) to declare the paragraph of the sixth invalid;
b) add with paragraphs of the following content:
"the certified energy inspection specialist - the physical person who received the state qualification certificate in the field of energy efficiency and energy saving;
energy inspection (energy audit) - systematic data collection and processing about use of energy resources, amount of the used energy resources, indicators of energy efficiency, identification of opportunities of energy saving and increase in energy efficiency with reflection of the received results in the energy certificate of the building, the technical report on carrying out energy inspection, recommendations about reduction of costs for consumption of energy resources and increase in efficiency of their use;
the technical report on carrying out energy inspection - the document constituted by the certified specialist in results of the conducted energy examination of the companies and organizations irrespective of patterns of ownership, containing information on production, transfer, consumption of energy resources, equipment of objects metering devices, the losses which are available in power systems, and recommendations about reduction of costs for consumption of energy resources and increase in efficiency of their use;
primary energy - the energy concluded in natural and (or) production energy carriers;
power service agreements (contracts) - the agreement (contract) which subject is implementation by the contractor of the actions directed to energy saving and increase in energy efficiency of use of energy resources by the consumer;
