I ORDER:

1. Bring in the order of the acting minister of the industry and infrastructure development of the Republic of Kazakhstan of May 5, 2020 No. 269 "About approval of Rules of rendering the state services of the mining and metallurgical industry" (No. 20611) the following changes is registered in the Ministry of Justice of the Republic of Kazakhstan on May 11, 2020:

in the Rules of rendering the state service "Issue of the Conclusion about Opportunity (Impossibility) and Economic Feasibility (Inexpediency) of Industrial Extraction of Precious Metals from Primary Goods in the Republic of Kazakhstan" approved by the specified order:

"2. Issue of the conclusion about opportunity (impossibility) and economic feasibility (inexpediency) of industrial extraction of precious metals from primary goods in the Republic of Kazakhstan is the state service (further – the state service) and it appears Committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan (further – the service provider) according to these rules.

The service provider within three working days from the date of state registration of changes and (or) amendments in these rules sends information on the made changes and (or) additions to Single contact center.";

The list of the main requirements to rendering the state service, the including names of the state service, the name of the service provider, methods of provision of the state service, term of rendering the state service, form of rendering the state service, result of rendering the state service, the amount of the payment levied from uslugopoluchatel when rendering the state service and methods of its collection in cases, stipulated by the legislation the Republic of Kazakhstan, the working schedule of the service provider, the list of the documents and data requested at uslugopoluchatel for rendering the state service, the basis for refusal in rendering the state service, established by the laws of the Republic of Kazakhstan are stated according to appendix 2 to these rules in the form of the List of the main requirements to rendering the state service.

When giving the uslugopoluchatel of all necessary documents by means of the portal – in "personal account" of uslugopoluchatel displays the status about acceptance of request for rendering the state service with indication of the date of receipt of result of the state service.

Aggregate term of consideration of documents and issue of result of the state service constitutes 3 (three) working days.";

The contractor within 2 (two) working days from the moment of document registration of uslugopoluchatel, checks completeness of the submitted documents and data, the decisions of the Eurasian economic commission specified in them according to appendix 14 of April 21, 2015 No. 30 "About measures of non-tariff regulation", the Law of the Republic of Kazakhstan "About precious metals and gemstones", Rules of import to the territory of the Republic of Kazakhstan from the countries which are not entering into the Eurasian Economic Union and export from the territory of the Republic of Kazakhstan to these countries of the precious metals and primary goods containing precious metals approved by the order of the Minister of Industry and construction of the Republic of Kazakhstan of October 29, 2024 No. 375 (it is registered in the Register of state registration of regulatory legal acts at No. 35297).

In case of factual determination of incompleteness of the submitted documents or lack of data necessary for rendering the state service prepares motivated refusal in further review of the statement in form, according to appendix 3 to these rules and sends it to uslugopoluchatel through the portal in electronic form signed the EDS of the head of the service provider or replacement his face, to personal account of uslugopoluchatel.";
