About measures for implementation of new system of ensuring high economic growth and employment of the population in regions, and also to increase in role and responsibility of local khokimiyats in this direction

For the purpose of complex development of regions, achievement of high economic growth, further improvement of business environment, involvement of points of growth, increase in accountability and responsibility of local khokimiyats for employment and increase in the income of the population by widespread introduction of the "green" principles and approaches, and also implementation of the system directed to strengthening of their initiative, role of "owner" of reforms and transformations:

1. Approve Target indicators of economic growth, decline in unemployment and poverty on the republic and by regions for 2025 according to appendix No. 1.

2. Establish procedure according to which annual programs of complex social and economic development of the territories (further - the Program) affirm respectively the Jokargi Kenes of the Republic of Karakalpakstan, Kengashami of People's Deputies of areas, the city of Tashkent, areas and the cities together with parameters of the local budget at the scheduled time. At the same time programs for 2025 affirm according to the procedure of exception till February 1, 2025.

On the basis of the Program within Strategy "Uzbekistan - 2030" are developed and according to appendix No. 2 the subprogrammes on industries, agricultural industry, export, investments, construction, rendering services and other spheres aimed at providing growth of amount of gross regional product for 6-7 percent considering natural and geographical arrangement, specialization, manpower and infrastructure opportunities of regions affirm.

3. To the Cabinet of Ministers together with the relevant ministries and departments in ten-day time to bring technique of development of the subprogrammes provided by programs of complex social and economic development of the territories to local khokimiyats.

4. For the purpose of step-by-step achievement of complete covering of expenses of local budgets of areas (cities) at the expense of their income and internal sources to agree with the offer of the Senate of the Oliy Majlis and Cabinet of Ministers on provision to public authorities on places of the following financial opportunities and powers, in particular:

a) transfer since January 1, 2025 in local budgets of areas (cities) of receipts from the receipts tax, the property tax of legal entities, the land tax from legal entities, from transfer to lease of the state assets - in full, and also speak rapidly at least 50 percent of receipts from the income tax from physical persons (except for areas (cities), receipt from the taxes paid by large taxpayers, and also the income of which exceeds their expenses);

b) distribution in equal shares of 90 percent of the means which arrived from implementation of shares (shares) belonging to public authorities on places (except expenses which deduction is made according to the legislation) between the republican budget of the Republic of Karakalpakstan, the regional budget of areas, the city budget of the city of Tashkent and the budget of the area (city) in the territory of which object is located;

c) provision since 2025 of powers in the direction of identification of additional reserves of budget incomes and increase in interest in collection of public authorities on places:

Kengesu Respublika's Zhokarga Karakalpakstan, Kengasham of People's Deputies of areas and the city of Tashkent on:

to establishment by regions (cities) of the fixed sizes of the tax rates for individual entrepreneurs within the minimum and extreme fixed sizes of the income tax from physical persons proceeding from the level of economic development of areas (cities);

to application of the raising coefficient applied for the purpose of the taxation - to 2 times to the established minimum sizes of rates of the rent for 1 square meter of real estate by areas (cities), in particular on taxation zones the land tax in the city of Tashkent;

Kengasham of People's Deputies of areas (cities) on:

to application of the lowering or raising coefficient - from time 0,7 to time 1,5 to tax rates for use of water resources (except for the companies of agricultural industry, public service, power plants, and also large taxpayers which list affirms the resolution of the President of the Republic of Uzbekistan);

to establishment of the raising coefficient - to 1,3 to fixed rates of tax for use of natural resources on nonmetallic construction materials (except the limestone intended for cement production);

d) permit the Chairman of the board of Ministers of the Republic of Karakalpakstan and to hokima of areas to allocate fund of development of entrepreneurial infrastructure for implementation of drayverny projects and providing the new parcels of land with the external engineering and communication networks necessary for their exposure to electronic online biddings.

5. Allocate Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the city of Tashkent and areas (cities) with the following powers in the direction of creation of conditions for subjects of entrepreneurship and involvement of the population in entrepreneurship:

a) transfers since March 1, 2025 the real estate units belonging to public authorities on places, the area exceeding 10 thousand square meters, in estimated value no more 5th thousand BRV size which are not realized within 6 months (except for districts of the city of Tashkent and the regional centers) with condition of start of new projects and creations of new workplaces within two years:
