The amount of the payment levied from uslugopoluchatel when rendering the state service and methods of its collection in cases, stipulated by the legislation the Republic of Kazakhstan

The state service is rendered on paid basis to physical persons and legal entities (further – uslugopoluchatel)

For rendering the state service the license fee for the occupation right is levied by separate types of activity which according to the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget (Tax code)" constitutes:

1) for licensing – 10 monthly settlement indicators (further – MRP);

2) for renewal of the license – 10% of rate when licensing.

Payment of the license fee is performed in cash and non-cash form through the banks of the second level and the organization performing separate types of banking activities.

When giving electronic request for receipt of the state service through the portal, payment is performed through payment gateway of "the electronic government" (further – PShEP) or through banks of the second level

Working schedule of the service provider and subjects of information

1) the service provider – Monday through Friday from 9-00 till 18-30 o'clock, with lunch break from 13-00 till 14-30 o'clock, except days off and holidays according to the labor law of the Republic of Kazakhstan;

2) the portal – round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon)

The list of the documents and data requested at uslugopoluchatel for rendering the state service

For receipt of the license:

1) the statement of the legal entity for the receipt of the license and (or) appendix to the license in form according to appendix 1 to these rules in electronic form certified by the digital signature of uslugopoluchatel;

the statement of physical person for the receipt of the license and (or) appendix to the license in form according to appendix 2 to these rules in electronic form certified by the digital signature of uslugopoluchatel;

2) form of data on availability of the order on creation of service (personnel) ensuring functioning with consumers – subscription services, sites, according to appendix 3 to these rules;

3) the reference from bank on availability of current assets in the amount of at least 10 000 monthly settlement indicators;

4) documents of title or the copy witnessing obtaining it in use, including according to the employment contract, subhiring for the building or the room for work with consumers and placement of subscription services (except for the data received from information systems);

5) copies of documents of title on power networks at least four classes of tension (at least one unit of power networks on each class of tension) participating in single engineering procedure of transfer of electrical energy according to Item 3 of article 22 of the Law of the Republic of Kazakhstan "About power industry", and also copies of acts of differentiation of balance sheet accessory and operational responsibility with the system operator performing operation of national power grid;

6) copies of the documents confirming availability at least thirty thousand directly attached consumers of electrical energy including through all-house networks:

- the register of residential customers with indication of surname, name and the consumer's middle name, subscriber number;

- the register of not residential customers (including on the legal entities financed from the government budget) – the name of the legal entity, electric utility service agreement number.

for renewal of the license:

the statement of the legal entity for the renewal of the license and (or) appendix to the license in form according to appendix 3 to these rules in electronic form certified by the digital signature of uslugopoluchatel;

the statement of physical person for the renewal of the license and (or) appendix to the license in form according to appendix 4 to these rules in electronic form certified by the digital signature of uslugopoluchatel;

Reliability of the submitted documents and data is provided with uslugopoluchatel.

By these activities, about the license, the service provider receives the data on identity documents, state registration (re-registration) of the legal entity confirming the property right to real estate on payment in the budget of the license fee for the occupation right from the corresponding state information systems through lock of "The electronic government"

The bases for refusal in rendering the state service established by the legislation of the Republic of Kazakhstan

For receipt of the license:

Will lock 1) the laws of the Republic of Kazakhstan on occupation type of activity for this category of physical persons or legal entities;

2) not introduction of the license fee;

3) not compliance of the applicant to qualification requirements and the list of the documents confirming compliance to them for activities for purchase of electrical energy for the purpose of power supply, to the operation of trunk gas pipelines, oil pipelines, oil pipelines approved by the order of the Minister of national economy of the Republic of Kazakhstan of January 29, 2015 No. 60 (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 10598) (further – Qualification requirements);

4) concerning uslugopoluchatel there is decision (sentence) of court on suspension or prohibition of activities or the separate types of activity which are subject to licensing took legal effect;

5) temporary ban of court on issue to the applicant debtor of the license based on representation of the legal executive;

6) establishment of unauthenticity of the documents submitted by the applicant for receipt of the license, and (or) these (data) containing in them.

for renewal of the license:

1) not introduction of the license fee;

2) not provision or inadequate execution of the copy of the documents containing information on changes, which formed the basis for renewal of the license and (or) appendix to the license, except for documents from which information contains in the state information systems;

3) not provision or inadequate execution of other documents which representation is provided by the laws of the Republic of Kazakhstan;

4) discrepancy of the applicant to qualification requirements, in case of check provided by the laws of the Republic of Kazakhstan

Uslugopoluchatel has possibility of receipt of the state service electronically through the portal on condition of EDS availability.

Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access by means of portal "personal account", and also single contact center.
