1. Determine that:

1.1. banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company (further - banks):

till January 1, 2027 make forming of new numbers for the accounts opened according to balance sheet accounts of the Chart of accounts of the financial accounting in banks and the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company established by appendix 1 to the resolution of Board of National Bank of the Republic of Belarus of August 29, 2013 No. 506 "About establishment of the Chart of accounts of financial accounting in banks and the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company and approval of the Instruction about procedure for application of the Chart of accounts of financial accounting in banks and the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company (further - the account numbers operating till January 1, 2027), using balance sheet accounts of the Chart of accounts of financial accounting in banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company, the Board of National Bank of the Republic of Belarus established by appendix to the resolution of April 10, 2023 No. 126 "About the Chart of accounts of financial accounting in banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company (further - the changed account numbers), without their application in calculations;

since October 1, 2026 provide in the automated information system of submission of bank information information on the changed account numbers according to the procedure for provision of bank information determined in the Instruction about procedure for functioning of the automated information system of submission of the bank information approved by the resolution of Board of National Bank of the Republic of Belarus of October 15, 2018 No. 462, and in technical documentation;

determine procedure for execution of contractual relations in connection with the changed account numbers;

establish time of the termination of banking day on December 31, 2026 in systems of the banks providing carrying out settlement transactions no later than 14:00 and provide completion of calculations and exchange of information with the automated information system of execution of monetary commitments (further - AIS IDO) no later than 15:00;

1.2. payment orders of payers, payment requests of claimants, payment requests with the acceptance, statements on receipt of cash, permanent payment orders, orders on booking of money, the connected and other documents in which the account numbers which are operating till January 1, 2027, arrived in banks on paper are specified and in electronic form upon termination of banking day on December 31, 2026, on the same day return (are cancelled) without execution with indication of the reason "the resolution of Board of National Bank of the Republic of Belarus of April 10, 2023 No. 126 "About the Chart of accounts of financial accounting in banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company;

1.3. the resolution (determination) on seizure of the money which is on accounts, in bank deposits (deposits), the electronic money in e-wallets accepted (taken out) by authorized state body (official) (further - the resolution on seizure), and (or) decisions (resolution) on suspension of account transactions, including to accounts on accounting of deposits (deposits), e-wallets accepted (taken out) by authorized state body (official) (further - the decision on suspension of transactions), resolutions on freezing of means and (or) blocking of financial transactions, the permissions to carrying out account account transactions, including to accounts on accounting of deposits (deposits), e-wallets issued by authorized state body (official) who made (passed) the decision on suspension of transactions or the resolution on seizure and also the executive documents, statements and requests of authorized state body (official) which are drawn up on paper and in electronic form and arrived till December 31, 2026 inclusive are performed taking into account the changed account numbers of payers;

1.4. information on suspension of account account transactions in banks, including on certain amount of money, based on decisions on suspension of transactions, seizure of money on accounts in banks based on resolutions on seizure under which banks make change of account numbers till January 10, 2027 goes banks in AIS IDO according to the procedure provided by the Regulations on procedure of clearing settlements by means of the automated information system of execution of monetary commitments and its functioning approved by the resolution of Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus of June 28, 2019 No. 432/11;

1.5. orders on booking of money on accounts of payers, statements on use of the reserved money in full amount or partially on implementation of account transactions on payments in the priority established by the legislation, accepted by banks till December 31, 2026 inclusive, are performed by banks taking into account the changed account numbers of payers until their execution or response;

1.6. permanent payment orders in which the account numbers operating till January 1, 2027 and according to which till January 1, 2027 payers do not submit applications for change of account numbers of receivers of payment (beneficiaries) on the changed account numbers of receivers of payment (beneficiaries) are specified in the first working day of 2027 are located with banks in documents of day with mark about date and the reason of the room in documents of day, the witnessed signature of the executive in charge and stamp of bank, or if accounts of the payer and the receiver of payment (beneficiary) are open in one bank, are performed taking into account the changed account numbers;

1.7. statements on the acceptance of payment requests since January 1, 2027 are performed by the banks servicing payers taking into account the changed account numbers of payers without provision in bank of the new statement;

1.8. banks no later than December 1, 2026 by means of systems of remote bank servicing, the SMS notification, the direction of the message on the e-mail address or different ways (channels) of informing clients, and also by placement of information in places of customer service and (or) on the official sites of banks on the global computer Internet inform clients on change of account numbers, need of submission of statements for change in the document specified in subitem 1.6 of this Item, account numbers of receivers of payment (beneficiaries), statements for change of the details of the receiver of payment (beneficiary) specified in the payment request of the claimant sent to AIS IDO of statements response from AIS IDO of the documents specified in part two of subitem 1.12 of this Item and also report about working hours of bank and procedure for customer service on December 31, 2026 and in the first working day of 2027;

1.9. the money on international bank transfers which arrived till December 31, 2026 inclusive with value date after January 1, 2027, and also arriving to clients since January 1, 2027 with indication of in the interbank payment instruction of account numbers of receivers of payment (beneficiaries) acting till January 1, 2027 is enlisted on the changed account numbers of receivers of payment (beneficiaries);

1.10. since January 1, 2027:

payment orders of payers, payment requests of claimants, payment requests with the acceptance, statements on the receipt of cash, permanent payment orders, permissions to carrying out account account transactions, including to accounts on accounting of deposits (deposits), e-wallets issued by authorized state body (official) who made (passed) the decision on suspension of transactions or the resolution on seizure, statements and requests of authorized state bodies (officials), orders on booking of money, the connected and other documents processed after January 1, 2027 in which the account numbers operating till January 1, 2027, payers, beneficiaries are specified return (are cancelled) by banks without execution with indication of the reason "the resolution of Board of National Bank of the Republic of Belarus of April 10, 2023 No. 126 "About the Chart of accounts of financial accounting in banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company;

resolutions on seizure and (or) decisions on suspension of transactions, statements and requests of authorized state bodies (officials), the executive documents processed on paper and in electronic form and which arrived after January 1, 2027 in which the account numbers operating till January 1, 2027 are specified return (are cancelled) by banks without execution with indication of the reason "the resolution of Board of National Bank of the Republic of Belarus of April 10, 2023 No. 126 "About the Chart of accounts of financial accounting in banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company;

documents on cancellation of operation of the resolution on seizure established till December 31, 2026 inclusive to cancellation of action of the decision on suspension of transactions established till December 31, 2026 inclusive irrespective of date of their registration and receipt in banks are performed by banks taking into account the changed account numbers of payers;

1.11. payment requests of claimants in which account numbers, acting till January 1, 2027, receivers of payment (beneficiaries) on whom claimants did not provide the statement on their change are specified and they were not withdrawn by claimants, AIS IDO with the notification of the claimant are cancelled on July 1, 2027. In case of the address of claimants with the executive document on the payment requests of the claimant cancelled by AIS IDO the bank of the claimant on executive documents specifies the reason "the resolution of Board of National Bank of the Republic of Belarus of April 10, 2023 to No. 126 "About the Chart of accounts of financial accounting in banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company;

1.12. the payment instructions of payers, payment requests of claimants sent to AIS IDO till December 31, 2026 inclusive are performed taking into account the changed account numbers of the payer, except for payment instructions of payers, payment requests of the claimants specified in part two of this subitem.

Payment requests of claimants in which the form of calculations of SIDU, SIDN, SIDS is specified and payment instructions of payers in which the form of calculations of SIDU, SIDN and account number of the payer changed by banks, sent to AIS IDO till December 31, 2026 inclusive are specified are cancelled by AIS IDO in the first working day of 2027 with the notification of claimants and payers respectively.

Claimants send payment requests to AIS IDO on December 31, 2026 no later than time of the termination of banking day in systems of the banks providing carrying out settlement transactions, subitem 1.1 of this Item provided by the paragraph the fifth.

2. For the purposes of this resolution:

the terms "claimant", "payer", "receiver of payment (beneficiary)", "payment instruction", "electronic money" are used in the values determined respectively by subitems 1. 7, 1.26 and 1.27 Items 1 of Article 2, Item 2 of Article 44, Item 1 of article 48 of the Law of the Republic of Belarus of April 19, 2022 No. 164-Z "About payment systems and payment services";

the terms "value date", "executive documents", "connected document" are used in the values determined respectively by paragraphs to the thirteenth, seventeenth and forty second part one of Item 2 of the Instruction on bank transfer approved by the resolution of Board of National Bank of the Republic of Belarus of March 29, 2001 No. 66.

3. Determine that banks in connection with ensuring interaction with the automated systems of National Bank hold necessary events for completion of the automated systems with suspension in the first working day of 2027 of rendering to clients including concerning whom in AIS IDO there are unexecuted monetary commitments, separate types of service on banking activities, including their settlement and (or) bank cash servicing.

4. This resolution becomes effective after its official publication and is effective till December 31, 2027.
