About approval of User Safety Rules for Operating Electrical Equipment

According to the subitem 257) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan No. approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 994, I ORDER:

1. Approve the enclosed User Safety Rules for Operating Electrical Equipment.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

User Safety Rules for Operating Electrical Equipment

Chapter 1. General provisions

1. These rules of safe engineering in case of operation of electroinstallations of consumers (further – Rules) are developed according to the subitem 257) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994, and determine procedure for safe engineering in case of operation of electroinstallations of consumers.

2. In these rules the following basic concepts and determinations are used:

1) the worker having group II-V – degree of qualification of personnel on electrical safety;

2) the works performed according to the procedure of the current operation – repair and other work, small on amount (no more than one change), on maintenance performed in electroinstallations up to 1000 volts (further – In) operational, operational maintenance force on the fixed equipment according to the list approved by the head (chief engineer) of the organization;

3) special works – works to which increased requirements on safety are imposed;

4) the open distributing device (further – I SHOUT) – the distributing device where all or capital equipment are located in the open air;

5) administrative technicians – heads and specialists to whom obligations on the organization of technical and operational servicing, carrying out repair, installation and adjustment work in electroinstallations are assigned;

6) electricity transmission air-line (further – VL) – the device for transmission of electricity on the wires located in the open air and attached by means of insulators and fittings to support or brackets and racks on engineering constructions (bridges, overpasses, etc.). Linear portals or linear inputs of distributing devices, and for branches – otvetvitelny support and the linear portal or linear input of distributing devices are accepted to the beginning and the end of air-line of electricity transmission;

7) the conservation zone of air-lines of electricity transmission and aerial communication lines – zone along transitions of air-lines through reservoirs (the rivers, canals, lakes, etc.) in the form of the airspace over surface of the water of reservoirs limited to the vertical planes remote on both sides of the line from extreme wires in case of not their rejected provision for navigable reservoirs at distance of 100 meters (further – m), for non-navigable – at the distance provided for establishment of conservation zones along the air-lines passing by land or the zone along air-lines in the form of the parcel of land and airspace limited to the vertical planes remote on both sides of the line from extreme wires in case of not their rejected provision at distance:

for air-lines up to 1 kilovolt (further – kV) and aerial communication lines – 2 m;

for air-lines of 1-20 kV – 10 m;

for air-lines of 35 kV – 15 m;

for air-lines of 110 kV – 20 m;

for air-lines 150, 220 kV – 25 m;

8) works at height – workplaces and passes to them at height of 1,3 of m and more and distance less than 2 m from difference border on height protected with temporary barriers. In case of impossibility of the device of these barriers works at height are performed with use of safety belts;

9) crew – group of two people and more, including the operator (observing);

10) intensity of undistorted electric field – the electric field strength, the person who is not distorted by presence and the measuring device determined in zone where the person should be in process of work;

11) secondary connections (secondary chains) – set of ranks of the clips, electric wires and cables connecting devices and control units, electroautomatic equipment, blocking, measurements, protection and alarm systems;

12) the closed distributing device (further – ZRU) – the distributing device which equipment is located in the building;

13) accession – the electric chain (the equipment and tires) of one appointment, the name and tension attached to tires of RU, the generator, board, assembly and which is in limits of power plant, substation. Electric chains of different tension of one power transformer (irrespective of number of windings), one 2-speed electric motor are considered as one accession. In schemes of polygons, one-and-a-half schemes all switching devices and tires by means of which this line or the transformer are attached to the distributing device belong to accession of the line, the transformer;

14) explosion-proof electric equipment – electric equipment in which constructive measures for elimination or difficulty of possibility of ignition (are provided in case of operation) the explosive mix surrounding it;

15) operational maintenance force – the maintenance force which is specially trained and prepared for operational servicing in the approved amount of the electroinstallations assigned to it;

16) operation personnel – the personnel exercising operational management and servicing of electroinstallations (survey, operational switchings, preparation of workplace, the admission and supervision for working, performance of works according to the procedure of the current operation);

17) grounding – deliberate electric connection of any point of network of electroinstallation or the equipment with the grounding device;

18) the complete distributing device (further – CREWE) – the distributing device consisting from fully or partially the closed cases or blocks with the devices which are built in them, devices of protection and automatic equipment, delivered in the collected or completely prepared for assembly type;

19) steeplejack works – the works performed at the height more than 2 m from the Earth's surface, overlapping or working flooring over which works directly with designs or the equipment are performed in case of their installation or repair. At the same time the fixed assets protecting working from fall are the safety leash and method of its fixture;

20) maintenance force – the personnel providing maintenance and repair, installation, adjustment and testing of electric equipment;

21) preparation of workplace – accomplishment prior to works of technical actions for prevention of impact on the working dangerous production factor on workplace;

22) work category – the works specified in the corresponding column of the work permit are subdivided into works with removal of tension, without removal of tension, without removal of tension on the potential of current carrying part;

23) the admission to works primary – the admission to works on the order or the job specification performed for the first time;

24) the repeated admission to works – the admission to the works which were earlier carried out according to the work permit and also after work stoppage;

25) the hoisting machine – the technical device of cycling action for lifting and moving load;

26) the cable line (further – C) – the line for transmission of electricity or its separate impulses consisting of one or several parallel cables with connecting, lock and trailer couplings (seals) and fasteners, and for oil-filled cable lines, besides, with the feeding devices and system of the alarm system of pressure of oil;

27) the conservation zone of cable power lines and cable communication lines – the land area along underground cable lines limited to the vertical planes remote on both sides of the line from extreme cables at distance of 1 m for C and 2 m for cable communication lines, and for the cable lines up to 1000 V passing in the cities under sidewalks at distance of 0,6 of m and 1 m respectively towards carriageway and the counter party;

28) works with removal of tension – work when from current carrying parts of electroinstallation on which works will be performed shutdown of switching devices, by detachment of tires, cables, wires removes stress and are taken the measures interfering giving of tension on current carrying parts to place of employment;

29) the switching device – the electric device intended for switching of electrical energy and removal of tension from part of electroinstallation (the switch, the loading switch, separator, the disconnector, the automatic machine, knife switch, the package switch, safety lock);

30) electroinstallation with the simple evident scheme – the distributing device over 1000 V with the single partitioned or not sectioned system of tires which does not have cold system of tires, all air-lines and C, all electroinstallations up to 1000 V;

31) survey – visual inspection of electric equipment, buildings and constructions, electroinstallations;

32) sign of safety (poster) – the sign intended for the warning of the person of possible danger, prohibition or the instruction of certain actions, and also for information on arrangement of objects which use is connected with exception or decrease in effects of impact of dangerous and (or) harmful production factors;

33) the operating electroinstallation – electroinstallation or its part which is energized, or on which tension can be given turning on of switching devices;

34) the signing person – the physical person or legal entity legally owning the closed key of the digital signature and having rights to its use in the electronic document;

35) protective grounding – grounding of parts of electroinstallation for the purpose of ensuring electrical safety;

36) electric substation – the electroinstallation intended for transformation and distribution of electrical energy;

37) zone of influence of magnetic field – space in which intensity of magnetic field exceeds 80 amperes on meter (further - the Car);

38) instructing target – the instructions for safe accomplishment of specific work in electroinstallation covering category of persons determined by the job specification or the order from issued the job specification, made the order to the member of crew or the contractor;

39) mechanisms – hydraulic elevators, telescopic towers, excavators, tractors, auto-loaders, boring and crane machines, sliding ladders with the mechanical drive;

40) the mechanical lock – the lock which is locked key, the removable handle;

41) the work permit (further – the job specification) – task for the work production which is drawn up on the special form of the established form or on the electronic document and the determining content, place of employment, time of its beginning and the termination, condition of safe carrying out, structure of crew and persons responsible for safe performance of work;

42) the order – task for the work production determining it content, the place, time, security measures (if they are required) and persons to whom its accomplishment, with indication of group on electrical safety is entrusted;

43) personnel – staff of the company, organization or the part of this structure allocated on the basis of nature of the performed work;

44) the distributing device (further – RU) – the electroinstallation serving for acceptance and distribution of electrical energy, consisting of set of switching devices, combined and connecting tires, auxiliary devices of relay protection and automatic equipment and means of accounting and measurement;

45) maintenance – complex of transactions or transaction on maintenance of working capacity or operability of product in case of proper use, expectation, storage and transportation;

46) not current carrying part – part of electroinstallation which can appear energized in emergency operation of work (for example, the case of the electrical machine);

47) current carrying part – the part of electroinstallation which is normally energized;

48) work without removal of tension on current carrying parts or near them – the work performed with touch to the current carrying parts which are energized (working or induced), or at distances from these current carrying parts of less admissible;

49) air-line under the induced tension – air-lines and aerial communication lines which pass on all length or on certain sites near the operating air-lines or near contact network of the electrified railroad of alternating current on which disconnected wires in case of different schemes of their grounding (and also in the absence of grounding) and in case of the greatest working current of the operating air-lines (contact network) voltage more than 25 V is directed;

50) the consumer – the physical person or legal entity consuming electrical energy on the basis of the agreement;

Urgent works – the works performed instantly for prevention of impact on people of dangerous production factor which can lead to injury or other sudden sharp deterioration in health, and also work on elimination of the defects and damages menacing with violation of normal operation of the equipment, constructions, devices of thermal automatic equipment and management (further – CONCEAL 51)), systems electro-and heat supplies of consumers;

52) power network – set of substations, distributing devices and the electric lines connecting them placed in the territory of consumers of electrical energy;

53) electroinstallation – set of the machines, devices, lines and the service equipment (together with constructions and rooms, in which they are established) intended for production, transformation, transfer, consumption of electrical energy and (or) its transformation to other type of energy;

54) workplace in case of performance of works in electroinstallation – the site of electroinstallation where the personnel for performance of work according to the job specification, the order or according to the procedure of the current operation are allowed;

55) responsible for electroinstallations – the worker from among administrative technicians to whom obligations on the organization of safe work in electroinstallation are assigned (-ah) according to the existing rules and normative and technical documents;

56) the worker having group II-V – degree of qualification of personnel on electrical safety;

57) the electroprotectant – the remedy intended for ensuring electrical safety;

58) zone of influence of electric field – space in which electric field strength exceeds 5 kilovolts on meter (further – sq.m);

59) not electric personnel – the production personnel which are not getting under determination of "electrotechnical", "electrotechnological" personnel;

60) electrotechnical personnel – the administrative and technical, operation, operational and repair, maintenance force performing installation, adjustment, maintenance, repair, management of operating mode of electroinstallations;

61) electrotechnological personnel – personnel at which in the engineering procedure of the main component managed by it the electrical energy is (for example, electric welding, arc furnaces, electrolysis), the electric tool and lamps, and other workers using in work manual electrical machines, portable, for which the job description establishes knowledge of these rules;

62) the electronic document – the document in which information is provided in electronic and digital form and is certified by means of the digital signature;

63) the electrocharging station (further – EZS) – the electroinstallation intended for charging of the motorized vehicles equipped with electric motors.

3. Depending on local conditions the employer provides the additional security measures of work which are not contradicting these rules. These security measures are led up to personnel in the form of orders, instructions, instructing.

4. Electroinstallations need to be contained in technically serviceable condition providing safe working conditions.

Chapter 2. Safety of work of personnel

Paragraph 1. Requirements to personnel

5. The workers performing works in electroinstallations need availability of the professional training corresponding to kind of work.

6. Preparation and qualification examinations of personnel is performed according to the Rules of work with personnel in the energy organizations of the Republic of Kazakhstan approved by the order of the Minister of Energy of the Republic of Kazakhstan of March 26, 2015 No. 234 (it is registered in the Register of state registration of regulatory legal acts for No. 10830).

7. The workers and specialists occupied at works with harmful and dangerous working conditions have obligatory medical examinations according to the procedure and the terms established by the order of the acting minister of health care of the Republic of Kazakhstan of October 15, 2020 No. KR DSM-131/2020 "About approval of target groups of persons which are subject to obligatory medical examinations and also rules and frequency of their carrying out, amount of laboratory and functional researches, medical contraindications, the list of harmful and (or) dangerous production factors, professions and works in case of which accomplishment preliminary obligatory medical examinations in case of revenues to work and periodic obligatory medical examinations are performed and rules of rendering the state service "Passing of Preliminary Obligatory Medical Examinations" (it is registered in the Register of state registration of regulatory legal acts for No. 21443).

8. Workers whose productive activity is connected with electroinstallations perform the activities according to the electrical safety group of electrotechnical (electrotechnological) personnel and condition of their assignment given in appendix 1 to these rules.

9. Persons allowed to accomplishment of special works have about it entry in the qualification certificate.

10. It is not allowed to involve in works with harmful working conditions of persons which did not reach 18-year age.

11. In case of danger of emergence of accident, the workers who are close, following safety rules, take measures for its prevention (stop the mechanism, remove stress), and in case of accident give also pre-medical help to the victim, having kept whenever possible incident on-scene situation. The worker reports to the head (producer) of works, operation personnel the matter.

12. Workers are provided on existing rules with overalls, special footwear and individual remedies according to nature of works and use them in operating time.

13. The workers who are in rooms with the operating electric equipment (except for control panels, relay and it similar), in ZRU also I SHOUT, in wells, tunnels and trenches, and also participating in servicing and capital repairs of VL, use protective helmets.

Paragraph 2. Operational servicing. Surveys of electroinstallations

14. The type of operational servicing of electroinstallation, and also number of persons employed from among operation personnel in change are determined by management of the company (organization) and are fixed by the corresponding order.

15. For works in electroinstallations higher than 1000 V are allowed the workers from among operation personnel solely servicing electroinstallation, or seniors on change it is not lower than IV groups on electrical safety, other workers in change it is not lower than III groups on electrical safety.

16. For works in electroinstallations to 1000 V the workers from among operation personnel servicing electroinstallation with group on electrical safety not lower than III are allowed.

17. For works in electroinstallations approach of people, mechanisms and hoisting machines to being energized, to admissible distance to the current carrying parts which are energized specified in the table 1 appendix 2 to these rules is not allowed.

18. Operational switchings in electroinstallations are carried out operational and operational maintenance force. As the second persons it is allowed to involve maintenance and electrotechnical force of consumer organizations in switchings.

19. Individual survey of electroinstallations is carried out by the operation personnel which is on watch and also administrative technicians with the V group on electrical safety.

Individual survey of electroinstallations it is provided to administrative technicians by the order on the company.

20. The workers who do not have permission of individual survey of electroinstallation are allowed to the room of electroinstallation in escort of the workers listed in Item 19 of these rules.

Control of safety of the workers allowed to work in electroinstallations is performed by the accompanying worker.

21. In case of survey of electroinstallations over 1000 V it is not allowed to enter the placements, cameras which are not equipped with the barriers or barriers interfering approach to current carrying parts, on distances, less specified in the table 1 of appendix 2 to these rules. It is not allowed to get for barriers and barriers. It is allowed to open doors of boards, assemblies up to 1000 V, control panels and other devices.

22. In case of short circuit on the earth in electroinstallations of 3-35 kV to approach the place of short circuit on distance less than 4 m in ZRU and less than 8 m in the SHOUTING and on air-lines it is allowed for operational switchings for the purpose of liquidation of short circuit and release of the people who got under tension.

24. Removal and installation of safety locks are carried out at the removed stress.

Under loading it is allowed to replace safety locks in secondary chains, safety locks of transformers of tension and safety locks of plug type.

25. For removal and installation of safety locks energized use:

1) in electroinstallations over 1000 V – the isolating pincers (bar) using dielectric gloves and remedies of person and eyes;

2) in electroinstallations up to 1000 V – the isolating pincers or dielectric gloves and remedies of person and eye.

26. Doors of rooms of electroinstallations, cameras, boards and assemblies are equipped with the locking devices. In case of works in cameras, boards and assemblies the last are not locked.

27. Keys from electroinstallations are on accounting at operation personnel. Without local operation personnel keys are in electroinstallations on accounting at administrative technicians.

Keys are numbered and stored in the locked box. One set of keys – reserve. Keys are issued on receipt:

1) to the workers having the right of individual survey – from all rooms;

2) in case of the admission – to the head and the operator (observing) – from rooms in which it is necessary to work.

Keys from cameras in electroinstallations over 1000 V in case of the admission are issued allowing from among operation personnel

Keys are subject to return by the head, operator (observing) daily upon termination of works, in case of survey of electroinstallations – upon completion of survey.

In electroinstallations without local operation personnel keys return no later than the next working day after survey or complete completion of works.

Issue and return of keys are considered in the special magazine of any form or in the operational magazine.

28. In case of accidents for release of the victim of action of electric current stress is removed immediately without preliminary permission.

Chapter 3. Requirements for the organization of safe engineering in case of operation of electroinstallations of consumers

29. Works in the operating electroinstallations it is carried out the work permit for work in electroinstallations and instructions for its filling, for form according to appendix 3 to these rules, and the order in the cases provided by these rules.

30. The organization of safe engineering in case of operation of electroinstallations of consumers are:

1) issue of the job specification or order on works;

2) the organization of the works performed according to the procedure of the current operation according to their list;

3) issue of permission to the admission on workplace;

4) the admission on workplace;

5) supervision in case of performance of works;

6) transfer into other workplace;

7) registration of work stoppages, completion of work.

31. Are responsible for safe work:

1) person issuing the job specification, the order approving the list of the works performed according to the procedure of the current operation;

2) responsible works manager;

3) issuing permission to the admission to workplace;

4) allowing on workplace;

5) operator;

6) observing;

7) member of crew.

32. The issuing job specification, the order takes measures for preparation of workplaces and is responsible for sufficiency, correctness of the security measures specified in the job specification, for high-quality and quantitative structure of crew and appointment of responsible persons, and also for compliance to the performed work of groups on electrical safety of the workers listed in the job specification.

33. Issue of the job specification, order in electroinstallations over 1000 V is provided to workers from administrative technicians with the V group on electrical safety, in electroinstallations to 1000 V it is not lower than IV group on electrical safety.

In case of absence of the workers issuing job specifications during the works on accident prevention or liquidation of their effects issue of job specifications and orders by workers with group on electrical safety not lower than IV from among operation personnel of this electroinstallation is allowed. Provision to operation personnel the right of issue of job specifications and orders is drawn up by written or electronic specifying of the head of the organization.

34. The responsible head is appointed in case of performance of works:

1) with use of mechanisms and hoisting machines;

2) with shutdown of electric equipment, except as specified, the these rules provided in Item 67;

3) in electroinstallations with the difficult scheme of electric connections;

4) on electric motors and accessions of RU;

5) under the induced tension;

6) on VL, C, the cable communication line (further – KLS), including on VL under the working tension;

7) without removal of tension on current carrying parts with isolation of the person from the earth;

8) on testing of electric equipment, including out of electroinstallations (in invalid electroinstallations, in warehouses, in the territory of the company, in the field);

9) in zones of arrangement of underground communications, in zones of heavy traffic of transport;

10) on the equipment of means of dispatching and technological management (on the device of mast transitions, testing of KLS, during the works with the equipment of unattended intensifying Item (further – NUP) (unattended regeneration Item (further – NRP)), on accession filters without inclusion of the grounding communication condenser knife).

35. Need of appointment of the responsible head during other works determines the issuing job specification.

The responsible works manager is appointed during the works in electroinstallations over 1000 V.

36. Issuing permission to the admission to workplace is responsible for the correct issue of task to the person on duty and operational maintenance force on amount of shutdowns and grounding, for reliability of the data reported to these personnel on amount of previously executed transactions on shutdown and grounding, for coordination of time and place of employment of the allowed crews, and also for inclusion of electroinstallation after complete completion of works with all crews allowed to works on this electroinstallation.

Issue of permission to the admission on workplace is performed by personnel on duty in which operational management there is electroinstallation.

37. Allowing answers for:

1) the correct and exact accomplishment of technical actions for preparation of the workplace specified in the job specification, the order, compliance of technical actions to nature and place of employment;

2) the correct admission to work;

3) completeness and quality instructed by it members of crew.

Allowing appoint from among operation personnel. In electroinstallations over 1000 V allowing has group on electrical safety not lower than IV, and in electroinstallations to 1000 V it is not lower than III groups.

38. The operator answers for:

1) workplace compliance to instructions of the job specification, providing the security measures necessary under the terms of performance of works;

2) clearness and completeness of instructing of members of crew;

3) availability, operability and correct application of remedies, tools, stock and devices;

4) safety on workplace of barriers, posters, the locking devices of drives;

5) safe carrying out work and observance of these rules him and members of crew;

6) implementation of constant control over members of crew.
