1. Approve the Professional standard of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan in the industry direction "Hydrometeorology and Ecology" according to appendix to this order.

2. To provide to department of ecological culture and policy of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan in the established legislative procedure for the Republic of Kazakhstan:

1) the direction of the copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan;

3. To impose control of execution of this order on the supervising vice-Minister of Ecology and Natural Resources of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication.

Professional standard "Hydrometeorology and Ecology"

Chapter 1. General provisions

1. Scope of the professional standard: The professional standard "Hydrometeorology and Ecology" is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", establishes requirements to forming of educational programs, including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education and solutions of wide range of tasks in the field of personnel management in the organizations and at the companies.

2. In this professional standard the following terms and determinations are applied:

1) the Professional standard – the standard determining in specific area of professional activity of the requirement to skill level, competences, to content, quality and working conditions;

2) Labour function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

3) the Industry frame of qualifications – the structured description of the qualification levels recognized in industry;

4) the National frame of qualifications – the structured description of the qualification levels recognized in the labor market.

5) National hydrometeorological service – the single legally responsible body having the right to official information servicing of any organizations by storm warnings about the approaching dangerous and spontaneous natural phenomena in the territory of the Republic of Kazakhstan.

14) Hydrological monitoring – production of observations of water level, water temperature, air temperature, measurements of expenses of water (in the period of flood/floods it is speeded up), behind ice situation, behind thickness of ice and height of snow on ice.

15) the Hydrologist – the specialist who is engaged in observation, the analysis and forecasting of hydrological processes and the phenomena.

16) Ecology is the science studying relations between live organisms and their environment and also patterns of the organization and functioning of ecological systems.

17) Monitoring of state of environment is systematic observation, collection, the analysis and interpretation of the different components of the environment this about condition for the purpose of identification of changes, assessment of their reasons and effects, and also developments of recommendations for management and protection of natural resources.
