About additional measures for implementation of modern organizational system and financial support of activities of owners of garden plots and Dehkan farms

For the purpose of effective use of garden plots and land of Dehkan farms, implementation in industry of modern management system, and also financial support of cultivation of high-profit and export-oriented products proceeding from specialization makhally:

1. Agree with offers of the Ministry of Economics and finance, the Ministries of employment and reducing poverty, and also Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan about:

renaming of Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan into Council of farmers of Uzbekistan;

assignment on the Ministry of employment and reducing poverty of the tasks and functions connected with development of Dehkan farms and garden plots of the population.

2. Assign to the Ministry of employment and reducing poverty the following additional tasks on the organization of effective use of garden plots of the population and lands of Dehkan farms:

carrying out complete inventory of garden plots of the population and land of Dehkan farms and accounting of the agricultural products which are grown up on them, and also forming of base of exact and detailed data on the Online mahalla platform;

providing the population with the work which is bringing in the high income, and its removal from poverty by the organization of cultivation on garden plots of profitable products on the basis of green and innovative approaches proceeding from potential and opportunities for specialization of areas and makhally;

establishing works on target and effective use of each personal plot of the population in махаллях, including on preparation of the soil, sowing of seeds, landing of saplings and trees, construction of greenhouses, and also identification of the arising problems and shortcomings, adjustment of system of strict control of execution of tasks and measures for their elimination;

ensuring cultivation on garden plots of the population of export-oriented identical and single-standard products by improvement of irrigation system in махаллях with severe conditions of water supply, and also involvement of the leading export entrepreneurs;

deepening of specialization in cultivation of products demanded in the external and internal markets proceeding from long experience and skills of the population and the leading entrepreneurs, and also climatic conditions of the region in use of the garden plots and sowing land provided in long-term lease;

expansion of practice of use of potential of the leading export entrepreneurs as for cultivation on garden plots of high-profit and export-oriented products, and for the purpose of forming of entrepreneurial skills at the population and assistance to formation by his client of bank;

construction on garden plots of the population of the energy saving greenhouses founded on "green" approaches, construction of microintensive gardens and expansion of use of innovative technologies of irrigation.

3. For the purpose of creation of new points of growth of regions and transformation of garden plots into source of the stable income of the population by deepening of specialization in cultivation of high-profit products on the garden plots of the population and land provided in long-term lease to form Council for development of activities of owners of garden plots and Dehkan farms, expansion of production of agricultural products (further - Council) and to approve its structure according to appendix No. 1.

4. Determine the main objectives of Council:

development of cultivation and export along with the most exported products, such as grapes, peach, sweet cherry, persimmon, apricot, raisin and other products, also having the high export potential berries, apples, pears, lemons and other fruit and vegetable products;

taking into account positive impact of development of export on effective use of garden plots of the population and leased land on the basis of deep specialization in Yangiyulsky, Altyaryksky, Kuvinsky, Asakinsky, Angora, Denausky, Koshrabadsky and other areas specializing in cultivation of export-oriented agricultural products, step-by-step implementation of this experience in other areas and махаллях the republics by the organization of separate company;

ensuring achievement of specialization in cultivation of identical and single-standard products step by step on 75 percent of garden plots of the population and land provided in long-term lease in the respective region;

deepening of specialization in each chosen direction on the garden plots of the population and land provided in long-term lease in 100 махаллях - at initial stage, with the subsequent finishing their quantity to 500;

the organization of the specialized companies in the form of limited liability company which activities are oriented to growth in volumes and expansion of geography of export by creation and improvement of quality of national brands of the agricultural products which are in stable demand in the foreign markets;

enhancement acting and implementation of new mechanisms of support of greenhouses to the organization, updates of old gardens on the garden plots of the population and land provided in lease, uses of green and innovative technologies;

implementation of mechanisms of allocation of the credit and leasing and other types of financial support to entrepreneurs on profitable terms for creation of the logistic centers of small and medium amount in regions proceeding from specialization of areas and makhally.

5. Create Fund of support of farms for Council of farmers of Uzbekistan based on Fund of support of farmer, Dehkan farms and owners of garden plots under Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan, and also Fund of support of activities of farms and owners of garden plots under the Ministry of employment and reducing poverty (further - Fund) without formation of legal entity.

6. Determine that:

a) the supports of farmer, Dehkan farms and owners of garden plots for Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan relating to Fund:

part of remaining balance of means in the amount of 300 billion sum, means in the amount of 1 trillion sum at the expense of the resources returned from the resources placed in commercial banks for financing of target programs and the interest payments charged on them, and also obligations of covering of debts to Fund of reconstruction and development are transferred to Fund;

other assets and liabilities are transferred to Fund of support of farms in full;

b) part of means in the amount of 50 billion sum provided in parameters of the Government budget for 2025 for forming of fund of support of farmer, Dehkan farms and owners of garden plots is listed in Fund.

To the ministry of employment and reducing poverty together with Council of farmers of Uzbekistan in two weeks to perform distribution of the financial resources provided in subitems "an" and "b" of this Item.

7. Implement the following procedures for financial support by fund:

annually for the best and innovative project realized on one of personal plots of the population in 500 махаллях grants in the amount of, not exceeding the 100-fold size of basic settlement size are allocated;

the subsidy in the amount up to the 15-fold size of basic settlement size for each rate is allocated for covering of the expenses connected with the organization of short-term training courses skillful dekhkana;

to owners of garden plots and Dehkan farms, and also the subjects servicing them by means of commercial banks the credits for projects on cultivation, conversion, drying, storage, packing of agricultural products for a period of up to 7 years, including grace period up to 2 years, at the rate exceeding the main rate of the Central bank on 4 percent points are allocated (including margin of bank of 5 percent);

compact freezing storages, the equipment on packing, drying and conversion, ready greenhouses for garden plots of the population and leased lands are provided in leasing with payment by installments condition for a period of 5 years, including grace period 24 months.

Determine that Council for the purpose of ensuring adoption of operational decisions in the simplified procedure when using of fund and other raised funds in coordination with the deputy prime minister - the Minister of Economy and Finance is allowed to review and change conditions of mechanisms and tools of the financial support provided by this Item.

To the Cabinet of Ministers to approve the Provision providing in a month:

procedure for use of fund;

types and procedure for provision of financial support by fund and other sources.

8. Determine the main sources of forming of fund:

the funds transferred from Fund of support of farmer, Dehkan farms and owners of garden plots under Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan;

transfers from the Government budget;

the credits (loans) and grants of the international financial institutions, foreign government financial organizations and other donors attracted to accomplishment of the tasks assigned to Fund;

income of Fund, including income gained from placement of temporarily available funds on deposit accounts;

other sources which are not prohibited by acts of the legislation.

9. Establish procedure according to which in case of identification by results of the hokim of quarterly monitoring of condition of effective use of garden plots of the population and land provided in lease to Dehkan farms which is carried out by the assistant taking into account climatic conditions of the region, cases of incomplete crops of cultures or leaving without supervision of such lands, according to the procedure of experiment (except for force majeur circumstances):

a) to owners of garden plots and Dehkan farms soft credits within state programs are not granted;

b) the privileges provided for the citizens included in the Unified register of social protection stop;

c) the rate of the land tax in year in which on the basis of data of the electronic platform "Online mahalla" the fact of non-realization of crops of cultures is elicited is charged in triple size. At the same time:

the temporary termination, recovery of the provided privileges and application of the raised tax rates are performed based on the conclusion of "the makhallinsky seven" and the relevant data are entered in the electronic platform "Online mahalla";

in case of establishing effective use of the garden plots and land provided in lease that is crops of cultures on acreage, under the guarantee of "the makhallinsky seven" all privileges and effective tax rates are recovered.

10. Determine that:

for the purpose of stimulation of receipt of the high income from garden plots of the population since 2026 according to the procedure of experiment in the Namangan region if the income amount, received from products which are grown up on lands of Dehkan farms and garden plots will exceed the 25-fold size of basic settlement size for 1 hundred part, 90 percent of the land tax paid for the parcels of land of citizens and (or) Dehkan farms occupied under crops following the results of the corresponding year return;

this procedure does not extend to the parcels of land without documents or the parcels of land used in bigger size than it is specified in the documents confirming the right to the parcel of land.

To the ministry of employment and reducing poverty together with the Tax Committee:

in three-months time to develop the mechanism allowing to determine the income of citizens and (or) Dehkan farms, received from 1 hundred part of land area proceeding from amount of the grown-up products and its average cost on the Uzex Agro platform;

make in the Cabinet of Ministers the offer on implementation of this procedure in other regions of the republic taking into account results of the experience specified in the paragraph the second this Item.

11. Establish procedure according to which since March 1, 2025 reflection in the database of tax authorities electronically of data on agricultural products by the companies which bought from physical persons agricultural products for export for the purpose of the taxation is equated to receipt documents.

To the Tax Committee till March 1, 2025 to create possibility of execution electronically of receipt documents by the companies which bought from physical persons agricultural products for the purpose of export.

12. Approve offers of the Ministry of Economics and finance, the Ministries of employment and reducing poverty:

about the organization of the Uzagrostar xolding company in case of establishment of "The Company on Development of Entrepreneurship" joint-stock company for the purpose of creation of new points of growth in regions by step-by-step implementation in other areas of positive experiment on deepening of specialization in cultivation of agricultural products, to effective use of garden plots and leased land in areas of the republic with the developed agricultural export;

about inclusion of members of council in structure of the Supervisory board of the Uzagrostar xolding company.

To the Cabinet of Ministers to introduce the draft of the resolution of the President of the Republic of Uzbekistan on the organization of activities of the Uzagrostar xolding company to ten-day time.

13. To the ministry of employment and reducing poverty till February 25, 2025 to allocate to "The Company on Development of Entrepreneurship" joint-stock company from fund 300 billion sum due to increase in share of the Ministry of Economics and finance in "The Company on Development of Entrepreneurship" joint-stock company for forming of the authorized capital of the Uzagrostar xolding company.

14. To council (S. Annaklichev) since May 1, 2025 to adjust practice of creation of rating of model garden plots of the population, exemplary makhally, model greenhouses, the status of owners of the garden plots and Dehkan farms specializing in cultivation of separate types of products, creation of brand of products, assistance to processing enterprises and export companies directed to increase and also its annual extended coverage in mass media.

To the agency of information and mass communications, National broadcasting company of Uzbekistan, to National news agency of Uzbekistan, the Ministry of employment and reducing poverty to provide extended coverage in mass media of positive experience of model producers of agricultural products.

15. Make changes and additions to some acts of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 2.

16. Recognize invalid some acts of the President of the Republic of Uzbekistan according to appendix No. 3.
