For the purpose of implementation of the Presidential decree of the Kyrgyz Republic "About measures for legalization of vehicles" of December 31, 2024 398, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides No.:

1. Approve the Temporary procedure for legalization of separate categories of the vehicles imported into the Kyrgyz Republic till December 31, 2024, and which did not undergo state registration according to appendix.

2. Establish:

1) collection for legalization of vehicles with engine displacement up to 2000 cubic cm - five hundred settlement indicators, and with amount over 2001 cubic cm - one thousand settlement indicators.

2) that the state registration registration plates of the Kyrgyz Republic with the digital 10 code in the graph the region are issued to the vehicles which do not have the documents of title which underwent legalization.

3. Bring in the order of the Government of the Kyrgyz Republic "About approval of the List of the special vehicles with right-hand arrangement of steering resolved to import to the territory of the Kyrgyz Republic" of July 18, 2017 No. 438 the following changes:

The list of the special vehicles with right-hand arrangement of steering permitted to import to the territory of the Kyrgyz Republic, approved by the above-stated resolution:

Temporary procedure for legalization of separate categories of the vehicles imported into the Kyrgyz Republic till December 31, 2024 and which did not undergo state registration

Chapter 1. General provisions

1. The temporary procedure for carrying out legalization of separate categories of the vehicles imported into the Kyrgyz Republic till December 31, 2024 and which did not undergo state registration according to the legislation of the Kyrgyz Republic (further - the Temporary procedure), is developed in pursuance of the Presidential decree of the Kyrgyz Republic and establishes provisional rules of carrying out legalization of the vehicles imported into the Kyrgyz Republic till December 31, 2024 and which did not undergo state registration according to the legislation of the Kyrgyz Republic and also determines categories of such vehicles.

2. Action of this Temporary procedure does not extend to the following vehicles:

- imported into the Kyrgyz Republic after December 31, 2024;

- imported according to Article 264 of the Customs code of the Eurasian Economic Union.

3. The term of legalization of vehicles, including presentations of vehicles to legalization, begins since April 1, 2025 and comes to an end on October 1, 2025.

Chapter 2. Procedure for carrying out legalization of vehicles

Legalization of vehicles is carried out by means of the address of citizens of the Kyrgyz Republic (further - the applicant) to territorial subdivisions of the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic (further - the Agency).

6. Registration of the vehicles having documents of title with the state registration registration plates of foreign states is made according to Rules of state registration, re-registration of vehicles, installations and the equipment, and also the property rights to them approved by the order of the Government of the Kyrgyz Republic "About questions of registration of vehicles, installations and the equipment" of June 23, 2017 No. 407.

7. For legalization of the vehicles which do not have documents of title with the state registration registration plates of foreign states in proper technical condition, the applicant represents:

- the statement in the form established by authorized body in the field of registration of vehicles and driver's structure;

- the identity certificate in digital format by means of the Tunduk mobile application or the passport of the citizen of the Kyrgyz Republic of sample of 2004 (ID card), or the ID card - the passport of the citizen of the Kyrgyz Republic of sample of 2017 (ID card);

- registration certificate of the vehicle (in the presence);

- the document confirming the property right to the vehicle (in the presence);

- the vehicle for carrying out visual survey with photofixing;

8. Employee of the Agency:

1) before making of actions for legalization according to this Temporary procedure makes identification of the applicant on graphical representation of person, on compliance of surname, name, middle name to the submitted documents;

2) is created by the statement for legalization of the vehicle and establishes date of crossing of frontier of the Kyrgyz Republic by means of the automated information system. In case of lack of data in the specified system as day of import of the vehicle will be considered on December 30, 2024.

3) examines the vehicle with photofixing regarding its compliance with the registration documents and other documents specified in the statement;

4) is checked by the vehicle regarding stay in search;
