1. Approve the professional standard "Examination of Industrial Safety in case of Operation of Heavy Lift Gears" according to appendix to this order.

2. To provide to committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) the direction of the copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard: "Examination of industrial safety in case of operation of heavy lift gears"

Chapter 1. General provisions

1. Scope of the professional standard: the professional standard "Examination of Industrial Safety in case of Operation of Heavy Lift Gears" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and establishes requirements to forming of educational programs, including personnel trainings at the companies, workers and graduates of the organizations of education and solutions of wide range of tasks in the field of industrial safety in case of operation of heavy lift gears.

2. In this professional standard the following terms and determinations are applied:

1) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

2) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

3) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;

4) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

5) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;

6) competence – capability to apply the skills allowing to carry out one or several professional tasks constituting labor function;

7) ability – capability physically and (or) intellectually to perform separate single operations within professional task;

8) commissioning – the completing procedure fixing readiness of heavy lift gear for proper use and documentary drawn up in accordance with the established procedure;

9) heavy lift gear – the lifting device of cycling action with back and forth motion of load gripping body intended for movement of load in space;

10) load-carrying capacity – the largest allowed mass of load which rise the heavy lift gear is expected;

11) legislative metrology – the Section of metrology including the complexes of the interconnected and interdependent general rules, requirements and regulations of subjects of regulation and to control from the state aimed at providing unity of measurements and uniformity of measuring instruments;

12) certification – the procedure by means of which the body for confirmation of conformity certifies compliance of products and (or) the related process, and also service to the established requirements;

13) test laboratory is in the established way the acknowledged organization for carrying out testing and other work types with use of measuring devices on basis: the destroying, nondestructive, analytical control methods;

14) nondestructive control – the reliability control of the main working properties and parameters of heavy lift gear or its separate elements / nodes which is not requiring removal of heavy lift gear from work or its dismantle;

15) normative service life is the time specified by the manufacturer in the passport of the device during which the heavy lift gear keeps working capacity;

16) inspection – complex of works on technical diagnosing of the hoisting machines which fulfilled normative service life for the purpose of determination of opportunity and conditions of further operation for certain period;

17) labor protection – the system of safety of life and health of workers in the course of labor activity including legal, social and economic, organizational and technical, sanitary and epidemiologic, treatment-and-prophylactic, rehabilitation and other actions and means;

18) labor safety – the condition of security of workers provided with complex of the actions excluding impact of harmful and (or) dangerous production factors on workers in the course of labor activity;

19) the passport of heavy lift gear – the main document confirming compliance of heavy lift gear to its functions and standards and determining possibility of its operation is constituted by the manufacturer;

20) business customs – developed and widely used in this or that sphere of business activity of the rule of conduct (procedure), not provided in the legislation, regardless of their fixing in documents;
