About approval of the Regulations on procedure for release and issue of the state hypothecation certificates for provision of government subsidies on construction, reconstruction of individual apartment houses to persons injured with the natural disasters which occurred in the territory of the Kyrgyz Republic

For the purpose of assistance to the population, the victim of the natural disasters which occurred in the territory of the Kyrgyz Republic by release of government securities and provision of government subsidies, implementation of aseismic construction of individual apartment houses the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Regulations on procedure for release and issue of the state hypothecation certificates for provision of government subsidies on construction, reconstruction of individual apartment houses to persons injured with the natural disasters which occurred in the territory of the Kyrgyz Republic.

2. To the Ministry of Finance of the Kyrgyz Republic:

- release the state hypothecation certificates according to the created list of families, victims of natural disasters till January 1, 2017 (inclusive) provided by Department of construction engineering construction under the State agency of architecture, construction and housing and communal services under the Government of the Kyrgyz Republic

- provide repayment of the state hypothecation certificates by provision of government subsidies on construction of individual apartment houses, joint financing of the device of the base, framework (bearing walls) and roof, repayment of interest rates of commercial banks for the request of Department of construction engineering construction under the State agency of architecture, construction and housing and communal services under the Government of the Kyrgyz Republic;

3. To the territorial commissions on Civil protection:

- create lists of families, victims of natural disasters till January 1, 2017 (inclusive) and to submit for approval to the Ministry of emergency situations of the Kyrgyz Republic;

- since January 1, 2017 to stop the subsequent forming of lists of families, victims of natural disasters.
