1. Establish levels of proficiency in state language on the Kyrgyztest system in the amount necessary for execution of service and functional duties:

1) for the government and local government officers whose list is established in the Register of the state and municipal positions of the Kyrgyz Republic:

since 2025 - not below average (In 1);

since 2027 - it is not lower than the level above average (In 2);

2) for officials and the staff of the companies, organizations and the organizations of the state and municipal patterns of ownership which are not belonging to the category of persons provided in the subitem of 1 this Item including for pedagogical and scientists of the organizations of education and health workers of healthcare institutions except persons who are not citizens of the Kyrgyz Republic:

since 2026 - not below average (In 1);

since 2028 - it is not lower than the level above average (In 2);

3) for representatives of ethnic minorities from among 2 presents of Item specified in subitems 1, which are constantly living in the Kyrgyz Republic and being citizens of the Kyrgyz Republic:

since 2026 - not below basic level (And 2);

since 2028 - not below average (In 1).
